They are not trying to sell their phones in UK or anything like that.
The EPL is a very popular brand in most of Tecno's target market and man city is steadily growing in popularity, what Tecno aims to do with this partnership is to leverage on that appeal and followership that the EPL and mancity has.

With what I saw, I suspect it is production defect. The head of d USB was not burnt, but the port connected to phone got burnt. It is obvious it was due to over heating during charging. The guy needs to drop his charger to be sure it is manufacturer's power rating.
