Boko Haram: how it all started …Plus details of how the late Yusuf’s father began the ideology in the 60’s From ISMAIL OMIPIDAN Friday, June 17, 2011 Until recently, the group was never known as “Boko Haram (Western education is a sin),” but it is known to be against Western education and forbids one working in any government establishment. The name Boko Haram, may have been given to it by members of the public, because of the group’s opposition to Western education. The group, which initially drew membership from the South-West, started off as “The Taliban.” It was first invited to Yobe State during the build-up to the 2003 elections, in the wake of Sharia implementation in some states in the North. However, because the election in the state did not assume the dimension their host thought it would take, the group was said to have been abandoned to its fate, before the state government ordered them to vacate its vicinity. The group first struck in Yobe State in December 2003, precisely on December 22, a day after according to the then governor, Senator Bukar Abba Ibrahim, they had promised to leave the state. The group equally struck again on December 31, 2003, in Yobe State, while on their way to Borno State on the New Year’s day, when they engaged in a gun duel with military personnel drafted to the borders between Borno and Yobe states, a situation that left two of the members dead. Findings indicate that the group’s initial abode was Burkarti, in Bursari Council of Yobe State before leaving for Kanamma, a border town between Nigeria and Niger. Kanamma is the headquarters of Yunusari Council, also in Yobe State. It is also not far from Gaidam Local Government, where the leader of the group, Ustaz Mohammed Yusuf hails from. Their first strike in Borno State was recorded on Tuesday, September 21, 2004, when they invaded Bama and Gwoza in Borno State, where the Area Commander-in-Charge of Bama, Assistant Commissioner of Police (ACP) Ismail Sirajo, was brutally murdered. This forced former Borno Governor, Ali Modu Sheriff, to call for assistance from the Federal Government. And after about four days of gun battle between them and a combined team of army and mobile policemen, the group was subdued, with about 40 of the members killed. A year later, the late Yusuf, leader of the group resurfaced in Maiduguri in Bayan Quarters, where members of the group from all over the country, especially the North converged. In one of the encounters with Ustaz Yusuf in 2005, shortly after one of his arrests, he confessed to this reporter that he had since severed his relationship with the Taliban group because of their “extremist” tendencies. He was, however, quick to admit that his group would not relent until an “independent and a just state devoid of anything haram (unGodly) was established.” Since that 2005 till their attacks in 2009 in Kano, Bauchi, Yobe and Borno, he was always a guest of the security operatives in Abuja. And as at the last count, before his brutal murder, allegedly by the police, his release was facilitated by a frontline Peoples Democratic Party, (PDP) chieftain and a former presidential aspirant from one of North Central states in Nigeria. Details of how the late Yusuf’s father began the ideology in the 60’s Scary details have emerged on how the Boko Haram ideology was actually started by the late Yusuf’s father, in Gashua, Bade Local Government Area of Yobe State, which was then under the old Borno State. Unknown to many, the late Ustaz Mohammed Yusuf, Daily Sun can authoritatively reveal actually inherited the idea of condemning Western education from the father, who started it all in the 60’s, while he was still living in Gashua. How it all started In the past, and even till date, there are certain Islamic scholars, who obviously out of ignorance, believe strongly that any Muslim who attends the conventional schools, other than Islamic schools would certainly not enter Paradise. It was, therefore, common to find the Almajiris who roam most streets in the northern part of the country telling anyone who cares to listen that “Mallam ya ce du wan da eje makaranta boko, wuta ze shiga (my Islamic teacher says anyone who goes to seek Western education would enter hell fire.)” Daily Sun’s investigation reveals that the late Yusuf’s father was one of the numerous Islamic scholars popularising the ideology that views Western education as anti-Islam. Unfortunately for him, the emir of his area at that time, who is now late, Umar Suleiman, whose son, Alhaji Abubakar Umar Suleiman, is the present emir of Bade, with headquarters in Gashua, was well educated, both in Islamic and Western education, and such could not stomach the Boko Haram ideology within his domain. From available records, the late Suleiman who became emir at a very young age of 26, memorised the Holy Qur’an when he was just six years old. He was said to have invited the late Yusuf’s father to his palace, to ascertain from him if it was true that he was preaching against Western education. Once investigations confirmed the earlier reports received on Yusuf’s father, the emir did not hesitate to banish him from the town. And that was how he relocated to Ngazaragamo emirate, which is based in Gaidam. Ngazaragamo to Kano Before now, the Ngazaragamo emirate, which covers up to Damaturu, the now state capital of Yobe extends to as far as Chad and Niger, the neighbouring countries. But today, in Yobe, the emirate has been split into two, making Damaturu a separate emirate from that of Ngazaragamo. Daily Sun further gathered authoritatively that contrary to Yusuf’s claim that he was born in Gashua, he was actually born in Gaidam, while the father was still in exile. While in Ngazaragamo, Yusuf’s father was said to have continued his preaching unhindered until the Maitaisine crisis broke out in Kano. Although, he was not known to be a Maitaisine, he felt he owed it a duty to rise in “defence of Islam.” He left his base, and moved to Kano. Unfortunately for him, however, by the time he was arriving Kano, most of the entery points were said to have been condoned off by security men, and that was how he lost his life in a crossfire. Yusuf raised by the father’s friend Daily Sun can authoritatively reveal that the late Yusuf never knew his father in the real sense of it, as he was raised by the father’s friend, Mohammed Fugu Alhaji, who later became his in-law. He grew up with the in-law, who may have told him (Yusuf) about the activities of his late father, because as it later turned out, Yusuf grew up harbouring serious hatred for Western education, and any Muslim who sought the knowledge. This, perhaps, may have explained why till his death, he never saw the four walls of a conventional school, even at the primary level. And it was the father-in-law that relocated him and other family members to Maiduguri, where the gospel of Boko Haram ideology spread like wildfire. In fact, in the early stage of the group, he was able to attract membership from the families of the high and mighty in Borno and Yobe states. In fact, at a point, one of the sons of a former SSG in one of the States in the North-East region, was a member of his group. |

Rains expose underbelly of Lagos Wale Sokunbi ( 08056180228 walesokunbi2003@yahoo.co.uk) Wednesday, June 15, 2011 Babatunde Fashola More Stories on This Section If Lagos State’s darling governor, Babatunde Fashola, is not to leave the state, unappreciated, at the end of his tenure in spite of all his efforts on roads construction, he should, from this moment, begin to pay closer attention to the problem of flooding. The rains that fell last Saturday in the metropolis rudely exposed the underbelly of the mega city that his government is trying to build. One fact that many people came away with following the downpour is that flooding is one of the major threats to the city. The floods left many wondering how critical sections of a mega city could be so summarily sacked and disgraced by a natural phenomenon that occurs every year. That day, attempts by many Lagosians to link Jibowu through Ishaga/Mabo area of Surulere nearly turned out a misadventure as they ran into a street turned into a river, right in the heart of the city! Residents of the street were virtually trapped in their own homes as their vehicles bobbed about, a grave danger to drivers who suddenly found themselves trying to navigate a river instead of a road, while many vehicles broke down.But for the penchant of Lagos floods to recede shortly after rainfall, the state government would have had to be called in to rescue the hapless residents. On some portions of Herbert Macaulay Way, especially the stretch between University of Lagos Road and the U-turn to Customs area, the flood was just as bad. Some portions of the Mile 2 – Oshodi Expressway are other bad spots where floods occasion terrible traffic gridlock. The situation leaves many wondering if Lagos is, indeed, a mega city in the making as we are daily told.There is no doubt that Lagos is a large and complex city full of challenges. But, the way flood sacks many parts of the town anytime there is heavy rainfall calls for greater action from the government. In past years, the city witnessed serious commitment to clearing of drainages and canals prior to the rains. But, with the general elections this year, the clearing of the drainages appears to have been more on the pages of newspapers than in reality. Incidentally, this is one year that Nigerians have been warned to expect more rains than usual. The Nigerian Meteorological Agency has warned of increased rainfall, from between 300 to 1100mm in the North to between 1200 and 2700 mm in the South. This is expected to lead to more floods with grave impact on public safety, agriculture, and transportation. To ensure safety, the Lagos State government has advised residents of some areas such as Owode-Onirin, Agiliti, Ikosi -Ketu and Isheri North Scheme to leave their homes for higher grounds during the period between June and January, next year. This suggestion has not gone well with many residents of these areas, some of whom had to be evacuated to government camps during the heavy flooding of last year. The challenge before Governor Fashola now is to conduct a study of the more severely flood-prone areas with a view to coming up with ways to re-channel the floods. Asking people to leave their homes for seven months of the year as the state’s environmental agency has done is not a practical way of tackling the problem. There should be a more sustainable way of addressing the issue. This will need the knowledge of experts in flood control management. Luckily, the state government recently through the Deputy Governor, Mrs. Adejoke Orelope-Adefulire, said that governance in the state for the next four years will be based on the opinion of Lagos residents. This is a good development. However, the recent report that the state government has accused car wash operators of being the major cause of flooding in the state is actually begging the question. The Permanent Secretary, Office of Infrastructure, Ministry of Works and Infrastructure, Mr. Wasiu Olokunola, who gave the government position, said the authorities had commenced a clampdown on them. He said available research on causes of flooding in the state indicated that car wash operators that discharge waste water on the road not only damage them, but also cause flooding. It is good to ensure that car wash operators and others are restricted from damaging the roads, but the causes of heavy floods are much more serious than that. As the Permanent Secretary advised, however, Lagosians need to pay more attention to clearing of drainages in their vicinities. They also need to be proactive in getting the relevant government agencies to clear canals. With the problem of flooding getting worse year after year, it will be good to build more canals and drainages in affected parts of the state. Other parts of the country which experience flooding, especially Ibadan in Oyo State, the Eastern part of the country where the problem is compounded by erosion, and other prone areas in the North should take the warning from the meteorological agency seriously. Let measures be devised now to combat flooding in all parts of the country to ensure public safety during the rains. |

GENEVA— FORMER President Olusegun Obasanjo, Wednesday, in Geneva, Switzerland took a swipe at the Economic and Financial Crimes Commission, EFCC, and the Independent Corrupt Practices Commission, ICPC, over their efforts at tackling corruption since he left office. He said: “I haven’t seen the persistence and consistency in Nigeria because the people involved in corruption are strongly entrenched.” Obasanjo who was a discussant in a high level panel discussion on “the need for a new era of social justice” commented on the effect of corruption on social development, and took a swipe at other countries especially the West on their attitude to corruption. Chief Olusegun Obasanjo He defined corruption as “a two way affair and most of the givers of bribes are in the developed countries,” noting that he was surprised that some companies in Europe named in corruption deals were granted tax relief. The former president said: “We jail our people, head of police, minister but when we say these are your people who have given bribes, they don’t do anything. I believe the United Nations Convention on Corruption should be signed by every country.” On development in Africa, Obasanjo said it was not possible to have economic growth without social justice. Citing Nigeria as an instance, he said: “We have a GDP of 70 per cent and you ask, where is it reflected?” While suggesting new indices for indicating development, Obasanjo said: “In Nigeria, if you say we are growing, how much has it affected jobs, how many children have gone to school, how does it affect maternal mortality? It is only when we have this that I can say we are growing economically and there is social justice.” Economic development Obasanjo and his Ghanaian counterpart, John Kuffour agreed that leadership plays a crucial role in economic development and social justice. Kuffour said a leader must submit to the laws of the State, noting that to tackle corruption “we must empower the judiciary but fighting corruption is not alternative to good leadership and good governance.” Obasanjo whose comments drew an applause from the audience, said: “A leader who is only thinking about the next election, there is a limit to what you can expect from him. A leader should think beyond election, he should think about the next generation. “I believe there are a few leaders in Africa two or three; in Europe one or two, in Asia may be two or three but I will not name anyone so that I will not cause diplomatic row.” All the speakers, former president of the Republic of Ecuador, Mr, Osvaldo Hurtado; former prime minister of Yemen, Mr. Abdul Karim Al Eryani, former prime minister of Netherlands, Mr. Wim Kok; former president of Ghana, Mr. John Kuffour and former President Olusegun Obasanjo, all agreed that the private sector must drive the economy for jobs to be created. They were also unanimous that tripartism of workers, government and the private sector, need to work together to create sustainable jobs. The former presidents also agreed that for corruption to be effectively tackled there was the need to strengthen democratic institutions especially the judiciary. Obasanjo and Kuffour blamed the financial melt down on the failure of public institutions to effectively regulate the private sector. Kuffour said: “Taking public money to bail out the private sector impoverished the people”. On his part, Obasanjo said: “I believe this is why the world financial organisation as opposed to World Bank and the International Monetary Fund, IMF, regulate the trillions that move around every day”.
