Humanitarian agencies is the best way for that agreement to succeed, not a foundation. There are some states in Nigeria that can't really generate revenue like some LGs in the same Nigeria. Basically, some state govts don't know how to convince citizens or organizations to pay taxes or levies, especially since a lot of Nigerians in some states are really really poor, while others just believe it's their land and therefore they can't pay for what they are blessed with. It's a whirlwind discussion for another day.

I suggest enlightening of citizens by the state's ministries of information in letting citizens know about the importance of levies and taxes, but then again Nigeria leaders are still not trustworthy with funds even if you give them a trillion in revenue🤷🏿‍♂️

A cleaner environment makes for a healthier environment 🙂👏🏿

There should be an efficient mode of communication between all parties fighting bandits/terrorists and all criminal elements to curtail this trend of bombing fellow security personnel, civilians etc
