From civil servants coming late to work to people stealing government properties, as people in government embezzle money, common man too is doing financial malpractice in his own little corner. People that are employed by government won't do their job unless induced by bribe. We worship corruption then come round and start saying government is our only problem. Boils down to the government. When the governmet have refused to creat structures enabling environment for the citizenry,then it becomes all man to himself. When the citizenry has lost hope with its government they elect to do what it takes to survive. When the government provides housing,good roads,steady power, good and affordable health care,cheap and affordable schools etc etc, automaticallz there would be zero need for the citzenry to engage in corrupt practices .
