[b]Fhemmy, you appear to have missed the crux of my point. The time frame I alluded to is indicative of human capital, orientation and mindset development required to get to a desired standard. You can build and equip a world-class hospital in Nigeria, or anywhere for that matter, using just the money the so-called leaders spend on frivolities. But if you do not change the orientation, mindset and reasoning process of the people, that world-class hospital you've built and equiped will be ruined in one year or less. Most Nigerians are more engulfed in self-importance than in self-care, people are more interested in being called 'Dr' so and so, than in actually building capacity. Spending $Billions to build a structure is easy, but developing a civilized mental accuity and capacity takes longer, because it requires, not only money, but knowledge, focus, discipline, determination and leadership. These qualities neither exist in the leadership nor the citizenry of that sewer called nigeria, not presently. Go to any Hospital in the GTA, and just observe the process of service delivery from the gateman to the nurses, doctors upto the hospital administrator, and you might begin to comprehend what I'm alluding to.[/b]

My dear, that's exactly how they practice medicine in that hell-hole, by guess work and trial and error. The problem is NOT just the hospital sanitary condition,it's also the culture of practice, and contemplation/reasoning. Civilization and Efficiency starts from the mind, and it's non-existent in that rat-hole of a country. They term UCH a "Specialist Hospital", "one of the best in Nigeria" etc. That place doesn't even qualify as a veterinary clinic in places like South Africa, Egypt, India and the likes. Don't even bother mentioning Europe/USA/Canada yet, Nigeria needs 50 to 100 years to get to that. And Nigerians will call those rat-holes 'Hospitals or Specialist/Teaching Hospitals' because they don't know better and haven't seen better. And they lack the mental ability and balls to demand better from their leaders, and they defend and hail mediocrity as the norm, hence better conditions are not in sight.

.... this does not mean they'll increase number of actual visa issuance, it only means they'll revert to their original 10 days processing time. 10 days was their norm prior to early 2012, nothing new. Canada remains the most difficult visa to get, its easier to get British and American visas than Canadian visa. Canada even routinely deny Americans and Brits entry into Canada at their airport, and send them back home from their airport. As for your perceived notion that Canada wants your medical trip money, ... Canada has a socialized medical care, medical care is FREE for everyone, just present your OHIP card and you will be taken care of. Hospitals in Canada do not need your stolen money, they ara well organised and funded.
