Kenyans are "experienced in stealing and perpetuating other crimes", the president has said, during a state visit to Israel.
Uhuru Kenyatta added that Kenya was "20 times more wonderful" than Israel, but "all we ever do is complain".
Kenyans were also abusers, and promoted tribalism, he said, in an address to Kenyans living in Israel.
Mr Kenyatta has been accused of failing to do enough to curb corruption and of stirring up ethnic violence.
His comments were seen as an attempt to encourage Kenyans to develop their country, like Israel, says the BBC's Wanyama Chebusiri in Kenya's capital, Nairobi.
He seemed to question why Kenya was lagging behind, and had to even learn about irrigation from a desert country, our correspondent adds.
However, many Kenyans believe that the president's speech was just rhetoric, and he was not serious about tackling corruption or ethnic divisions in the East African state, our reporter says.
They complain that ethnicity determines whether they get government jobs, and bribery and corruption are endemic in government, he adds.
Mr Kenyatta was accused by the International Criminal Court (ICC) of crimes against humanity for allegedly inciting ethnic violence after elections in 2007, in which more than 1,200 Kenyans were killed.
But the case was dropped in 2014 after the prosecutor's office said it did not have enough evidence against him.
He always denied the charges.

Suez| Egypt’s Antiquities Ministry announced this morning that a team of underwater archaeologists had discovered that remains of a large Egyptian army from the 14th century BC, at the bottom of the Gulf of Suez, 1.5 kilometers offshore from the modern city of Ras Gharib. The team was searching for the remains of ancient ships and artifacts related to Stone Age and Bronze Age trade in the Red Sea area, when they stumbled upon a gigantic mass of human bones darkened by age.
The scientists lead by Professor Abdel Muhammad Gader and associated with Cairo University’s Faculty of Archaeology, have already recovered a total of more than 400 different skeletons, as well as hundreds of weapons and pieces of armor, also the remains of two war chariots, scattered over an area of approximately 200 square meters. They estimate that more than 5000 other bodies could be dispersed over a wider area, suggesting that an army of large size who have perished on the site.
This magnificient blade from an egyptian khopesh, was certainly the weapon of an important character. It was discovered near the remains of a richly decorated war chariot, suggesting it could have belonged to a prince or nobleman.
Many clues on the site have brought Professor Gader and his team to conclude that the bodies could be linked to the famous episode of the Exodus. First of all, the ancient soldiers seem to have died on dry ground, since no traces of boats or ships have been found in the area. The positions of the bodies and the fact that they were stuck in a vast quantity of clay and rock, implie that they could have died in a mudslide or a tidal wave.
The shear number of bodies suggests that a large ancient army perished on the site and the dramatic way by which they were killed, both seem to corroborate the biblical version of the Red Sea Crossing, when the army of the Egyptian Pharaoh was destroyed by the returning waters that Moses had parted. This new find certainly proves that there was indeed an Egyptian army of large size that was destroyed by the waters of the Red Sea during the reign of King Akhenaten.
For centuries, the famous biblical account of the “Red Sea Crossing” was dismissed by most scholars and historians as more symbolic than historical.
This astounding discovery brings undeniable scientific proof that one the most famous episodes of the Old Testament was indeed, based on an historical event. It brings a brand new perspective on a story that many historians have been considering for years as a work of fiction, and suggesting that other themes like the “Plagues of Egypt” could indeed have an historical base.

From the combat zone in northern Syria comes news of the deployment of a new Russian electronic jamming system which can reportedly blind radar, disrupt electronic guidance systems, and interfere with satellite imagery as well.

This latest revelation follows the earlier report of the Russian cruiser mounted S-300 missile defense system deployed in the shore of Latakia. Both of these systems amount to what NATO’s supreme commander General Philip Breedlove described as the Russian A2/AD (anti-access/area denial) bubble in Syria, writes OSNet Daily.

As a result, NATO is effectively blinded inside a bubble of 600 km in diameter centered on the Russian base at Latakia, reports, Thierry Meyssan from Damascus.

Russian Secret Weapon Deployed in Syria

The technology in question seems similar to the KRET Richag-AV system, although it apparently functions on a larger scale. A tactical version of this system was presented to journalists in April 2015. As Sputnik reported then:

“The Richag-AV system, mounted on the Mi-8MTPR1 (a variant of the Mi-8MTB5-1 helicopter) is said to have no global equivalent. Its electronic countermeasures system is designed to jam radar, sonar and other detection systems in the aims of defending aircraft, helicopters, drones, ground and naval forces against air-to-air and surface-to-air defense systems within a radius of several hundred kilometers. It can be mounted on units from any branch of the armed forces, including helicopters and airplanes, as well as ground and ship-based forces. The Mi8-MTPR1-based Richag-AV platform, using multi-beam antenna arrays with DRFM technology, is designed to actively jam and thus ‘blind’ radar systems in order to defend against radio-electronic guided weapons systems. In a combat situation, the system would operate as part of an aviation shock attack group aimed at breaking through virtually any defense system, blinding everything up to and including the US MIM-104 ‘Patriot’ anti-aircraft missile system.”

NATO supreme commander and US Air Force General Philip Breedlove was probably talking about this new KRET system when he addressed the German Marshall Fund on Monday, September 28. Here Breedlove had warned that Russia was creating an “A2/AD bubble” over the Syrian coast, and the eastern Mediterranean. A2/AD is the abbreviation for anti-access and area denial. Breedlove pointed out that Russia has already established such bubbles over the Baltic Sea at the Russian exclave of Kaliningrad, and also over the Crimea and the Black Sea.

‘While Russia’s stated goal in moving into Syria is to fight the Islamic State, NATO’s top commander believes Russia’s new presence includes the first pieces of an intricate layer of defensive systems deployed to hinder U.S. and coalition operations in the region. “As we see the very capable air defense [systems] beginning to show up in Syria, we’re a little worried about another A2/AD bubble being created in the eastern Mediterranean,” said Breedlove. During the early stages of warfare, A2/AD could have been a moat around a castle, or spikes dug into the ground—anything to keep the enemy off a certain swathe of territory. In the 21st century, however, A2/AD is a combination of systems such as surface-to-air missile batteries and anti-ship missiles deployed to prevent forces from entering or traversing a certain area—from land, air or sea. According to Breedlove, the introduction of an A2/AD bubble in Syria would be Russia’s third denial zone around Europe. The first and oldest he said, was in the Baltics where the Russian naval base in Kaliningrad has robust anti-air capabilities. The second zone —originating from Crimea — covers the Black Sea. “Russia has developed a very strong A2/AD capability in the Black Sea,” said Breedlove. “Essentially their [anti-ship] cruise missiles range the entire Black Sea, and their air defense missiles range about 40 to 50 percent of the Black Sea.”

In addition, the Russian military had provided a demonstration of their ability to blind even the sophisticated Aegis phased array radar, which is part of the equipment of modern US cruisers and destroyers. This incident came during the Crimean crisis of spring 2014, when the US sent a destroyer into the Black Sea. This ship was repeatedly buzzed up by a Russian Sukhoi-24 jet fighter, which was able to cripple the radar guidance the systems of the vessel. Here is a summary of the incident from Live Leak:
“The US destroyer USS Donald Cook, equipped with Tomahawk cruise missiles entered the neutral waters of the Black Sea on April 10, 2014. The purpose was a demonstration of force and intimidation in connection with the position of Russia in Ukraine and Crimea. The appearance of American warships in these waters is in contradiction of the Montreux Convention about the nature and duration of stay in the Black Sea by the military ships of countries not washed by this sea. In response, Russia sent an unarmed bomber Su- 24 to fly around the U.S. destroyer. However, experts say that this plane was equipped with the latest Russian electronic warfare complex. According to this version, Aegis spotted from afar the approaching aircraft, and sounded alarm. Everything went normally, and the American radars calculated the speed of the approaching target. But suddenly all the screens went blank. Aegis was not working any more, and the rockets could not get target information. Meanwhile, Su-24 flew over the deck of the destroyer, did battle turn and simulated a missile attack on the target. Then it turned and repeated the maneuver. And did so 12 times.”

A deadline for Nigerian government departments to ensure all financial transactions pass through a single bank account expires at the end of Tuesday.
The move is intended to make it easier to monitor government spending and stamp out corruption.
The account will be managed by the central bank and it is estimated that commercial banks will lose $10bn (£7bn) when the money is transferred.
Departments that fail to comply by midnight (23:00) will face sanctions.
President Muhamadu Buhari, who gave the order to close the multiple bank accounts, has said that he believes government officials have stolen about $150bn over the past decade.
Obadiah Mailafia, the former deputy governor of Nigeria's Central Bank, told the BBC's Focus on Africa radio programme that it has been easy for fraud to take place because the government did not know how many bank accounts each ministry held.
"They provided avenues for corrupt ransacking behaviour in the past. So the thinking of government was to centralise these accounts so they are easier to monitor," Mr Mailafia said.
The BBC's Abdullahi Kaura Abubakar in the capital, Abuja, says the recent implementation of a single account for state finances has also helped Kaduna state track down funds.
The state has reportedly uncovered 25bn naira ($13m; £8m) it previously was not aware existed, he says.

(GVE)- Governor Nyesom Wike of Rivers State has been asked to return the 15 Toyota Hilux Trucks he took from UBEC with him to go run his governorship campaign while serving as the State Minister for Education.
Sources at UBEC confirmed to Global Village Extra that governor Wike has not returned the 15 Toyota Hilux vans he took from the Agency for his governorship campaign.
“ If you ask the governor he will tell you that he still has the 15 Toyota Hilux which we were told he borrowed to go and run his governorship campaign with,” declared an UBEC driver who pleaded anonymity.
“I know for a fact that the vehicles are not part of the monetization policy of the Federal Government which allows public officers to leave government with their official vehicles, He already took his official cars with him in lieu of vehicle allowance.
“ I believe It is wrong for a political appointee to abuse his office by taking advantage of the govt. resources in their possession, and using it for politics,” the anonymous driver declared.
According to the driver, the vehicles taken by Gov. Wike were meant for the rural and other village by village educational programs being embarked upon by UBEC.
The driver stated that the absence of the vehicles were greatly felt as many of UBEC’s programs have been sharing the remaining fleets of vehicles since the 15 Toyota Hilux’s departure.
“ I have been at this job for over 20 years now, and the immediate past minister of state for education, Nyesom Wike, really messed things up for us, he needs to return the 15 Toyota Hilux as soon as possible because we really need them,” declared the anonymous driver.
