Heavy rain sent a landslide barreling into a resort in a northern South Korean town Wednesday, leaving 12 people dead and two others missing, officials said.
Eight of those killed in the early morning landslide were college students who had been doing volunteer work. They were staying in a resort cabin in Chuncheon, about two hours northeast of Seoul, when the mud and debris engulfed them, Byun In-soo of the town's fire station said.
South Korea has been pummeled with strong rain this week, and more than 10 inches (250 millimeters) have fallen on Chuncheon in the last two days. The Korea Meteorological Administration said another 10 inches could fall through Friday in northern South Korea, including Seoul, parts of which were flooded from the rains.
In Chuncheon, about 500 rescuers searched for two students who were missing after the landslide. Twenty-four people were injured and several buildings destroyed.
Among the other dead were a married couple and a man who wasn't yet identified, said Lee Ju-hee of the Chuncheon fire station.
Fast-moving muddy water filled streets in Seoul on Wednesday, with people scrambling to the roofs of their partially submerged cars. Water filled some subway stations and spewed from sewers. About 800 houses flooded, according to a city disaster official who declined to be named because of office policy. There were no casualties or deaths reported. The official said 23 roads were closed in the city.
Local TV showed officials rescuing hikers stranded on mountainsides. Another landslide took place at a mountain in southern Seoul, swamping a road near a neighborhood. No injuries were immediately reported.
The Seoul Metropolitan Police Agency issued a traffic emergency, mobilizing more police to deal with the problems caused by the heavy rain

A Federal High Court in Abuja has fixed October 17, to hear another application by former Speaker of the House of Representatives, Dimeji Bankole seeking to quash the 16-count charge preferred against him by the Economic and Financial Crimes Commission (EFCC).
Mr Bankole's counsel, Adegboyega Awomolo, told the court yesterday that there is also an application seeking to disqualify Festus Keyamo from prosecuting the matter.
He is raising questions as to who made Festus Keyamo a prosecutor to prosecute him. The former speaker said: "The last AGF was Mohammed Adoke SAN, who vacated officially on the dissolution of the Federal Executive Council on 28th May, 2011. The AGF is the only officer that the Constitution empowered to issue fiat to private legal practitioner to institute or continue criminal proceedings in the high court." According to him, the charges were filed on June 7th, 2011 when no AGF was in office, saying that the office of speaker of the House of Representatives which he occupied between the years 2007 and 2011 was not cognizable for the purpose of criminal responsibility or liability within the scope and intendment of the Public Procurement Act, 2007.
Mr Bankole also said the proof of evidence did not connect him with the items allegedly procured in contravention of the Public Procurement Act.
Mr Bankole who is facing trial for alleged inflation of contracts when he was the Speaker of the House of Representatives is praying the court presided over by Donatus Okorowo to quash the charges slammed against him by the EFCC.
The trial Judge consolidated the application for quash of charges against Mr Bankole and the application seeking to disqualify Mr Keyamo from prosecuting the matter.
The former speaker is charged with 33-count at different courts. He was charged with 16-count charge before Mr Okorowo and another 17-count charge awaits him before an Abuja High Court. He has, however, pleaded not guilty to all the charges.
Soon after he was granted bail by Mr Okorowo of the Federal High Court in Abuja, Mr Bankole was immediately re-arrested by EFCC operatives and re-arraigned at the Apo Division of the Abuja High Court where he was arraigned alongside his former deputy, Usaman Nafada on another 17-count charge bordering on illegally obtaining loans amounting to about N40 billion on behalf of the House of Reps. They both pleaded not guilty to the charges.
In the new charges before presiding Judge Sulieman Belgore, Messrs Bankole and Nafada were accused of committing criminal breach of trust when they conspired between themselves to approve the allowances and running cost of members of the House of Representatives in violation of the approved Remuneration Package for Political, Public and Judicial Office Holders by the Revenue Mobilisation Allocation and Fiscal Commission and the extant Revised Financial Regulations of the Federal Government of Nigeria, 2009.
They were also accused of using the House of Representatives accounts with the United Bank for Africa and the First Bank to obtain loans in a dishonest manner.
In other count charges, both men were said to have dishonestly misappropriated the N40 billion loans obtained on behalf of the House.
Mr Okorowo of the Federal High Court had earlier granted bail to Mr Bankole to the tune of N5 million with one surety who must be an owner of a landed property worth the bail sum within the jurisdiction of the court.
Mr Belgore of the FCT High Court also granted the two former leaders of the House of Representatives bail in the sum of N50 million with a surety each in like sum, and that their travel documents should remain in the custody of the EFCC.

In 2005, Norway's populist, far-right Progress Party ran election-campaign posters that featured a dark-skinned man pointing a gun at the camera and the slogan "The perpetrator is of foreign origin." Today, these posters carry a terrible irony: Anders Behring Breivik — a tall, blond, blue-eyed farmer not of foreign origin — massacred dozens of Norwegian schoolchildren on Friday, July 22, in what seems to have been a deranged attempt to spark a revolution against the influx of foreigners he felt was diluting Norway's heritage.
It is dangerous to look for answers in the mind of a madman. It does not necessarily reveal anything useful about a nation if one of its citizens murders under the banner of a particular ideology. But if Breivik's psychopathy is unique, in Norway and other Nordic countries his political beliefs are surprisingly widespread. It may seem shocking, but Scandinavia — for years a model of tolerance and cooperation and the sponsor of dozens of worthy international conferences and treaties — has become the latest European haven for xenophobic populist thought. (See pictures of Norway recovering after its dual tragedies.)
Norway's Progress Party, of which Breivik is a former member, won more than one-fifth of the national vote in the latest parliamentary election, in 2009. Last year, the Swedish Democrats became the first far-right party to enter the Swedish parliament when it captured nearly 6% of the vote despite a furor that erupted when local candidate Marie-Louise Enderleit posted a comment on Facebook that migrants should be shot in the head, put in a bag and sent back to their home countries. Denmark's Folkparty, which recently ran an anti-immigrant campaign under the slogan "Give us Denmark back," secured 14% of the vote in a 2007 election and has since been an influential coalition partner in government. And the True Finns became the third largest party represented in the Finnish Parliament after winning 19% of the vote in elections in April.
"It is the end of an era," Anders Wildfeldt, lecturer in Nordic politics at the University of Aberdeen, says of the entrance of the far right into the Nordic political mainstream. Citing the success of xenophobic parties in other parts of Europe, Wildfeldt adds, "It's becoming increasingly inaccurate to discuss Scandinavian exceptionalism." Of course, Scandinavia was never immune to extremism, and like other parts of Europe, it has suffered at the hands of Muslim fundamentalists. Last winter, a Swedish Muslim blew himself up in a failed suicide-bombing mission in central Stockholm, and violent protests over the publication of cartoons depicting the Prophet Muhammad in a Danish newspaper in 2005 led to dozens of deaths around the world. But recently in Scandinavia, it is the far right that has proved the most dangerous of the radicalist movements. Last fall, following the Swedish elections, a gunman shot at least 15 residents of the city of Malmö, targeting people with dark skin. Bejzat Becirov, 72, the founder and leader of a mosque in Malmö, recently told TIME that the mosque has survived 300 hate attacks, including firebombings — and he blames popular stereotypes of Muslims. When he first issued the call to the faithful 30 years ago, he says, "an imam was associated with a rich sheik. But now they are widely associated with terrorists." In Norway, Breivik did not target immigrants, but a 1,500-page manifesto attributed to him by the Norwegian media made clear that his actions were motivated by anti-immigrant sentiment.
How did such a shift in the perception of Muslims happen? A common theory to explain the rise of far-right politicians throughout Europe is that they gain support during recessions because they offer a facile scapegoat — immigrants — for job losses and hardship. But in Scandinavia, the data dispute this assumption. Denmark's Folkparty and Norway's Progress Party rose to power during the boom years of the mid-2000s, when unemployment hovered around only 5% in both countries. And while Sweden has not escaped the effects of the recession, it has fared comparatively well; in 2010 its GDP grew 4%, more than any other Western OECD-member country. Yet this was the period during which the far-right Swedish Democrats broke through.
A more important political explanation, Wildfeldt and other academics say, is the convergence of major parties around a centrist political agenda, which opens a gap for extreme parties on both the left and the right. Take Sweden's recently elected Prime Minister, Fredrik Reinfeldt, for example. He's a conservative — he spent his first term privatizing companies and working to get Swedes off sick-leave and early-retirement schemes. But he also has vowed to preserve the sacred cows of the Swedish left: the country's welfare state and high tax burden. With little to distinguish Reinfeldt's "right-wing" Moderates and the "left-wing" Social Democrats, Wildfeldt says, voters have nowhere to place protest votes other than with extreme parties

The accused, who are on bail, had asked the court to quash the charge against them.
Justice Suleiman Belgore had at the last proceedings, fixed today for ruling on the no-case application.
The accused also brought another application, seeking the disqualification of the prosecuting counsel, Festus Keyamo, from the trial, accusing him of persecuting them.
The prosecution objected to the two applications.
All the pending applications would be settled today.
The accused, in their no-case submission, contended that the prosecuting counsel had no requisite fiat from the Attorney-General of the Federation to prosecute the trial, which had rendered their arraignment a nullity.
They said there was no AGF in office when the trial was initiated and the law gave only the AGF the prosecutorial power, which he delegates through fiat to private prosecutors.
The prosecution countered that it had been settled in law that the anti-corruption commission could initiate prosecution, adding that the prosecution did not have to be going to the AGF every time it embarked on trials, because the AGF had already delegated prose-cutorial power to the commission.
There had been insinuations that the fresh regulations rolled out by the the Attorney-General of the Federation, Mr Bello Adoke, to guide the operations of the anti-corruption agencies was primarily targeted at freeing the accused, a charge the AGF had strenuously denied.
The accused also submitted that they had legislative immunity from prosecution over their actions in office, adding that the disbursed money legitimately belonged to the members.
The commission replied, through Keyamo, that neither the president of the Senate nor the speaker of the House of Representatives had immunity from arrest and prosecution for criminal conduct while discharging their statutory functions.
The clerk of the House of Representatives, Mr Sani Omolori, is the star witness of the prosecution and his witness statement had indicted the accused on the commission of the alleged crime.
In their complaint against Keyamo, the accused noted that the prosecuting counsel took the front row among their accusers in the alleged N2.3 billion car scam, adding that it would be easier for him to be a persecutor rather than a prosecutor that he should be in the trial.

The Economic and Financial Crimes Commission (EFCC) is prosecuting the duo for allegedly using the controversial loan to pay illegal allowances to members of the 6th House of Representatives which both led.
The accused, who are on bail, had asked the court to quash the charge against them.
Justice Suleiman Belgore had at the last proceedings, fixed today for ruling on the no-case application.
The accused also brought another application, seeking the disqualification of the prosecuting counsel, Festus Keyamo, from the trial, accusing him of persecuting them.
The prosecution objected to the two applications.
All the pending applications would be settled today.
The accused, in their no-case submission, contended that the prosecuting counsel had no requisite fiat from the Attorney-General of the Federation to prosecute the trial, which had rendered their arraignment a nullity.
They said there was no AGF in office when the trial was initiated and the law gave only the AGF the prosecutorial power, which he delegates through fiat to private prosecutors.
The prosecution countered that it had been settled in law that the anti-corruption commission could initiate prosecution, adding that the prosecution did not have to be going to the AGF every time it embarked on trials, because the AGF had already delegated prose-cutorial power to the commission.
There had been insinuations that the fresh regulations rolled out by the the Attorney-General of the Federation, Mr Bello Adoke, to guide the operations of the anti-corruption agencies was primarily targeted at freeing the accused, a charge the AGF had strenuously denied.
The accused also submitted that they had legislative immunity from prosecution over their actions in office, adding that the disbursed money legitimately belonged to the members.
The commission replied, through Keyamo, that neither the president of the Senate nor the speaker of the House of Representatives had immunity from arrest and prosecution for criminal conduct while discharging their statutory functions.
The clerk of the House of Representatives, Mr Sani Omolori, is the star witness of the prosecution and his witness statement had indicted the accused on the commission of the alleged crime.
In their complaint against Keyamo, the accused noted that the prosecuting counsel took the front row among their accusers in the alleged N2.3 billion car scam, adding that it would be easier for him to be a persecutor rather than a prosecutor that he should be in the trial.
The commission had not taken any step on the alleged N2.3 billion car scam, though its investigation predated the alleged N40 billion loan scam which had now gone on trial.
On his alleged bias, Keyamo had replied that the role of the prosecutor was to establish the guilt of the accused, adding that he could not be stopped from prosecuting the duo, because he had written petitions against them in the past on another matter entirely.
He further asked if an AGF would be stopped from exploiting his prose-cutorial power against an accused, simply because he had been against him on a different case in the past before his appointment as the AGF.
The trial judge is expected to determine whether the trial would continue today and if Keyamo would continue to handle it.
