Something i miss from Barclays era is that two top 4 managers, or more two top 10managers go meet, tactically ready and all. Small chances can change the entire game and by the time these two are meeting, the manager that won will not be guaranteed of winning or causing upset like the first time.

In terms of branding (not football quality), the frequency does determine a lot. Scarcity drives up value. It will help to position AFCON as a global event like EUROs.

The frequency doesn't determine the prestige though. If so, club competitions will lose value as time flies. It's up to organizers to do whatever is necessary to improve as the next one comes up.
