Over 500 days since their abduction, some selected parents of the Chibok girls have met with the Borno State governor, Kashim Shettima in Maiduguri, the Borno State capital. According to a statement signed by Isa Gusau, Gov. Shettima’s Special Adviser on Communication and Strategy, the meeting was to convey the message of hope to the parents by the President Muhammadu Buhari that their children would soon return and be re-united to them. Over 200 schoolgirls were abducted by Boko Haram insurgents at Government Secondary School, Chibok in southern part of Borno. The statement said the president was very hopeful that the schoolgirls were alive and that efforts were on top gear to have them rescued safely to reintegrate with their families. Part of the president message through the governor read; “These priceless schoolgirls are our daughters and they are dear to us as much as they are to you. ” We share the agony and sorrows you are experiencing as well as our abducted girls, as Government we are working hard to rescue our girls alive and healthy. “I am optimistic that the girls are still alive and will soon be rescued and handed over to you parents by the grace of God. As leaders we are responsible for the welfare of our people and are accountable before the Almighty God, as such while the rescue efforts go on relentlessly, the government will continue to render assistance to you as their biological parents. ” We are aware that most of you the parent cannot attend to your sources of livelihood, go to work, go to farms nor carry on with your trading because of the psychological trauma and agony you are going through and this is to be expected. ” It is for this reason, we find it an obligation to support you in trauma management and in offering some economic support and these support are not compensation for your daughters because we have not lost hope in recovering them, indeed no sane parent gives up on the recovery of a missing child”. The President who observed that, the activities of Boko Haram have no religious or tribal inclination regretted the senseless killings that have been carried out by the group and assured that the situation would soon come by the grace of God. “Government is fully committed to fight the insurgents to a stand till especially with renewed global and regional military cooperation as well as the commitment so far displayed by newly appointed service chiefs and their gallant armed forces who have shown so much patriotism and great sacrifice in defense of their father land,” the president said. The president in his message also sharedbin the pains of the parents as a parent himself who understands the pains and agony of losing a child. A Lagos-based Cameroonian journalist, Simon Ateba, has been arrested by Cameroonian authorities as he investigated the conditions of Nigerian refugees camped in the country’s far north. The journalist, who managed to leave a messages on his Facebook page before he was locked up Friday, said he was arrested for venturing, without permission, into a refugee camp with 50,000 Nigerians. He later told a colleague that the authorities were threatening to charge him for espionage – saying they suspect he was spying for the extremist Boko Haram sect. PREMIUM TIMES learnt that Mr. Ateba received a grant from the International Centre for Investigative Reporting, Abuja, to investigate the ordeals and suffering of Nigerians who fled into Cameroon as their communities came under sustained attacks from the extremist Boko Haram sect. Dayo Aiyetan, executive director of the centre, confirmed that his organisation is aware of Mr. Ateba’s travels and investigation. “We are saddened that he is being incarcerated for doing his job, and we demand his immediate release,” Mr. Aiyetan told PREMIUM TIMES Saturday morning. Meanwhile, Mr. Ateba on Saturday morning left more messages on his Facebook page detailing his ordeal in the hands of the Cameroonian authorities. He said, “Was given my phone for five minutes to make some calls. Just spent my first night in Mokolo cell with two Nigerians who fled Boko Haram terrorist attacks between Gwoza and Maiduguri in a town or village called Sigesia. My first night in a cell in Cameroon far north was because I went to a refugee camp with about 50,000 Nigerians to do an independent reporting without they allowing me to do so. “Having contacted the minister of communication, spoken to the governor, the army spokesman here and having gone to the UNHCR office in Maroua and spoken with officials there, I realised they will never allow me to see Nigerians living there. So I went anyway. “Entered the camp and saw things for myself at Minawao camp, 12 kilometres in the bush from the main road and about 60 kilometres from Maroua where Boko Haram have struck three times. I spent the night with Abdulahi Amidou who fled and was accused of bringing foodstuff. He denied it. “Living the best hotel in Maroua to sleep in a stinking cell with mosquitoes everywhere was shocking but Abdulahi and the rest told me their horrific stories. My flight should be 31 from Ndjamena but with me in a cell, that’s difficult to achieve.” He added, “Still with my phone in my cell. Before I left, I was told I will need to meet the governor of the region who will grant me access to the camp with Nigerians. I met the governor. He said he doesn’t have power. That power rests with the minister of communication. “I got in touch with the minister and the army spokesman, sent text messages and so on. Here you need to travel to Yaoundé 800 kilometres away to meet the minister when he’s ready to meet you. Then he will send you to meet the governor in person in Maroua 800 kilometres back. Then the governor will send you to see the mayor. Then the mayor will send you to the gendarmerie. Then the gendarmerie will send people with you to the camp. The minister will choose which Nigerian in the camp you will speak with. And generally the leader who will tell you “We are grateful to the Cameroonian government. The Inspector-General of Police Solomon Arase on Saturday said about 40,000 policemen between the rank of Constable and Inspector would be promoted in the next two months. Arase, who disclosed this during his private visit to Lagos, noted that the rank and file were the officers doing the major jobs, including arrests, investigations and other special duties. He noted that these officers were closer to the people than senior officers, stressing that due attention should be given to them by mitigating their burdens. The I-G said as part of effort to encourage these officers, the police authorities had embarked on housing projects across the six geo-political zones to build two-bedroom flats valued at about N4 million each in collaboration with mortgage institutions. “There have been a backlog of promotions between the constable and inspector cadre,involving about 36,000 of them. Two groups are already undergoing their promotional courses. “Within the next two months, about 40,000 policemen between the rank of constable and inspector will undertake promotion exercises, and be moved up to the next rank. “If we are able to solve the problem of the rank and file in the police, half of the issues we are dealing with, which is corruption would be resolved. Corruption is born out of insecurity,” he said. Arase assured that those who would participate in the promotion exercises would be given allowances for feeding, transport and others. He reiterated the need for police officers to develop themselves academically, stressing that only knowledgeable and mentally mobile officers would do well in police operations in any part of the world. On the dismantling of checkpoints across the country, the I-G said he insisted on their removal because they were not a veritable platform for good security, revealing that “Safer Highways’ Points” had since replaced them. He said about 555 safer highways points had been created to aid policing of the entire highways across the country. Arase added that officers assigned to these points were given some allowances to prevent them from engaging in corruption. According to him, human rights violation by the police is not allowed, stressing that officers must have sufficient evidence before arresting anybody and such fellow must be charged to court within 48 hours of arrest. The I-G urged members of the public to be part of community policing, saying one million policemen were not enough for the country. “All community leaders should take interest in who comes to their domain, their family background and what the person does for a living. “If people in all areas give regular information to the police, ensuring security would be better,” he said. Arase warned police officers against illegal operations, whereby they attached themselves to some individuals, adding that any officer caught doing so would be arrested. “Any individual who feels that he needs special protection should go and hire private security. President Muhammadu Buhari has appealed to Nigerians for calm and has assured he will not marginalise any section of the country in subsequent appointments, the president’s senior special assistant on media and publicity, Garba Shehu, said Saturday. Mr. Shehu said the appointments made so far were a “tip of an iceberg”, as more were coming. “Our brothers and sisters and fellow countrymen should bear with the new administration as it takes its measured steps towards an effective take off,” he said in a statement. The plea followed a firestorm of criticism from Nigerians over President Buhari’s apparently lopsided appointments yet. Since taking office on May 29, the president has appointed 29 key officials to man Nigeria’s economic, energy, defence and other important sectors. In all, the president has yet to appoint a female, drawing anger from gender activists. What has alarmed critics more is the apparent lack of regional balance in the appointments, a failing Mr. Buhari has been vigorously criticised for in the past. Details tabulated Thursday by PREMIUM TIMES showed that Mr. Buhari appointed by far more officials from Nigeria’s northern region where he comes from, in violation of federal character law. The chart showed that only 25 per cent of the president’s appointments are from the south while an overwhelming 75 per cent are the north. Also, Mr. Buhari’s North West geopolitical zone, has the largest share of 43 per cent, while the South East for instance, has no appointee. Mr. Shehu said the appointments made so far are those of security establishments and personal aides of the president. “These appointments are just beginning. The ones down so far, apart from the security services, are mostly of people acting as unofficial advisers or staff of the President.
