I used my student copy to apply (personal use) which is sufficient in most cases, local: to other Nigerian Universities and international also known as official can only be sent by your school in a sealed envelope directly to the University you have nominated them to send it to or sometimes it can be handed over to you to take it to your school when travelling, you are not expected to open it by the way . You only need to do this if your school request for an official transcript.

May be YES, Maybe NO..germany is a Federation and school politics and administration is not a national politics; however, Baden-Würtenberg was the last state to scrap University tuition fee (Both German and foreigners all paid tutitiin before) to attract more young voters. The politics may not be very simple and Germany is going an election year; The Green party (ruling party in Baden-Würtenberg) needs the youth vote to stay in the coalition when a new government is formed and with the right wing movement and the introduction of tuition, they may fall out of the equation.

It's not a must that you must learn the language in Goethe Institut, since you are running out of time, why not look for other private language centers around you where you can learn German and then later you can go and write the exam at Goethe Institut lagos, I have studied German from A1 to B1, if you think it's something you can learn on your own, then you are wrong, ofcourse the youtube videos and the duolingo app is still very important, but if you really wanna pass the German language exams, just respect the language and get your self registered in a German class, missing a single comma or any puntuation mark in a sentence is already a very big error you won't wanna make in your schreiben, am not even gonna talk about hören or sprechen yet. Then lesen? Hmmmm.
