The Senate, Thursday, constituted a 13-member ad-hoc committee to conduct investigation into the management of funds appropriated for the power sector by successive governments since 1999.
The committee, led by Abubakar Kyari, has a two-week mandate to conduct its investigations and submit its report to the Senate.
The timeframe given nevertheless, the Senate adjourned plenary to September 29.
The investigation is expected to cover the tenures of former President Olusegun Obasanjo (1999-2007), late President Umaru Yar’Adua (2007-2010) and President Goodluck Jonathan (2010-2015).
The Senate took the decision as parts of resolutions that followed a motion by the Majority Leader, Ali Ndume.
The ad-hoc committee will also probe the unbundling of the defunct Power Holding Company of Nigeria by the Federal Government, the Senate resolved.
Originally, Mr. Ndume sought the immediate reconnection of some parts of Borno State back to the National grid in view of the challenges his constituents face as results of the outage.
Mr. Ndume expressed worry that the disconnection of Maiduguri in Borno State from the national grid, as well as the degeneration of power supply across the country, had affected the economic activities, especially collapse of several industries.
Saying no country can be said to near development without stable power supply, he regretted Nigeria’s production of over 4,000 megawatts for over 160 million population, while South Africa with far lesser population generates 40,000 megawatts.
“This Senate needs to investigate to give the government support,” he said. “For years now, a lot of money has been spent but there is nothing to show for it.”
Danjuma Goje, in his contribution, said “The problem of power was on before 1999, and I am surprised that up till today the power sector is grappling with sufficient power supply.
“This motion is apt because there is a need to find out what happened, in spite of the unbundling and huge amount so far spent.”
The Minority Leader, Godswill Akpabio, lamented Nigeria’s deplorable power generation. For him, after corruption, lack of power is the greatest cause of hardship in Nigeria.
“We thought that with the Power Reform Act and unbundling of the Power Holding Company of Nigeria, we will begin to see a relief with regard to power supply; unfortunately, it is not so,” Mr. Akpabio said.
Further, the senate urged the federal government to complete the Mambilla Power Project with the aim of improving electricity supply in the country.
It also asked President Muhammadu Buhari to direct the Transmission Company Of Nigeria to immediately reconnect Maiduguri back to the national grid.

The Independent Corrupt Practices and Other Related Offences Commission, has ordered the Police Service Commission, to refund N145.16 million, out of the N350 million election monitoring fund to the Federation Account.
This is contained in a document signed by the Chairman of ICPC, Ekpo Nta, in Abuja on Tuesday.
“The total amount of N133, 413,845.99 from the N350 million 2015 election monitoring exercise domiciled within FCMB be remitted to the Federal Treasury through the ICPC recovery account at Zenith Bank,” it said.
The commission also directed all staff who took part in the election monitoring to refund the N11.7 million paid to them as two-way return ticket and airport taxi within the FCT to the Federal treasury through ICPC recovery account.
“The Police Service Commission paid DTA to all staff including those based in Abuja that participated in the training progarmme held within Abuja.
“The investigation has not revealed any criminal infraction against Mike Okiro as all issues outlined above are administrative in nature,” he said.
It was confirmed that Mr. Okiro collected five days each for two conferences that ran simultaneously in Dublin and Orlando, Florida.
“However, it was discovered that he expended the entire 10 days on the trip using the ticket-fare for Abuja-Dublin-Abuja,” it said.
According to the document, Mr. Okiro has written to the Presidency to expend the ticket-fare for Abuja-Orlando-Abuja on another trip coming up in October.
It said that if the presidency approved his request, the matter would be considered by the commission.
“However, if approval is refused, the fund thereof should be returned to the Police Service Commission and ICPC so informed,” he said.
The document said that the commission accepted the explanation by PSC that due process could not be strictly adhered to because of time constraint.
A staff of PSC, Aaron Kaase, had petitioned the ICPC that Mr. Okiro swindled the PSC of more than N275 million from the N350 million meant for training of its staff to monitor the conduct of the 2015 election.

The Governor of Sokoto State, Aminu Tambuwal, on Monday admitted to supporting Yakubu Dogara over Femi Gbajabiamila, to clinch the Speakership of the House of Representatives.
Mr. Tambuwal, who is the immediate past Speaker of the House, said Mr. Dogara was more competent and had better leadership skills.
Mr. Dogara is more competent, accommodating and more capable to lead than Mr. Gbajabiamila, Mr. Tambuwal said, and added “sentiments have to be put aside”.
Messrs Dogara won the election to become Speaker the 8th House of Representatives despite stiff opposition from his party, the All Progressives Congress that supported Mr. Gbajabiamila.
Speaking for the first time on his role in the election, Mr. Tambuwal, said “the issue of competence led eight out of 10 members of the body of Principal Officers of the 7th Assembly” to endorse Mr. Dogara.
He said this when leaders of Sayawa Community of Bogoro and Tafawa Balewa Local Government Areas of Bauchi State paid him a “thank you” visit to show appreciation to him for supporting Mr. Dogara to become speaker.
Mr. Tambuwal’s admission has now put to rest speculations on whether he supported Mr. Dogara or played a neutral role during the jostling for the nation’s number four position.
Many had expected Mr. Tambuwal to support Mr. Gbajabiamila’s bid given the Lagos lawmaker’s role in his emergence as Speaker of the 7th Assembly. But ironically, he supported Mr. Dogara who opposed his ambition to become Speaker at the time.
But while explaining the reason for his action, he said, “the survival of the legislature as an important arm of government made it imperative that competent hands are headhunted to be its leaders”.
“Eight out of ten members of the Body of Principal Officers in the last Assembly supported Dogara’s aspiration,” he said. “Only Hon Femi (Gbajabiamila) and Hon Datti Ahmad supported Femi.”
“I have strong affinity with Hon Femi. He was closer to me than Dogara. But when talking about leadership and collective decisions, sentiments have to be put aside. I’m not here to tell you that my support made Dogara the Speaker, no. Two things made Dogara to become the Speaker, one is God and two, Dogara’s competence.
He continued, “The acknowledgement of Dogara’s competence did not start with me. It started from the time of Hon Patricia and Etteh and Hon Dimeji Bankole when they entrusted him with a sensitive position of the Chairman of House Services Committee.
“The committee is one of the most sensitive in the legislature. Apart from taking care of the welfare of members, the committee oversees all procurement processes. As the Speaker, I only did what my predecessors did by giving Dogara this sensitive position.
“No person, as far as I know, has ever served as chairman of the House Services committee in two dispensations. Dogara broke that jinx. All through my tenure, I brought Dogara close to me because I found in him a person who is competent, accommodating, and with capacity to lead.
“Anyone doubting Dogara’s ability to lead, should ask members of the 7th Assembly how he handled their matter. So we supported Dogara not for any reason but because he was competent to deliver on any task given to him.”
In his remarks, the paramount ruler of Sayawa, Gung Zaar (select), Ishaku Komu, thanked Mr. Tambuwal for reviving the age-long relationship between Bauchi and Sokoto States, saying the entire community will forever be grateful for the confidence shown to their kinsman.
Mr. Tambuwal responded, saying, “The relationship between people of Sokoto and Bauchi States was amplified in the First Republic when the first Prime Minister of Nigeria, Abubakar Tafawa Balewa worked in harmony with the leader of his party and then Premier of Northern Nigeria, Sir Ahamdu Bello.”
