The Economic and Financial Crimes Commission, on Tuesday, arraigned four persons before Justice Abubakar Talba of the Federal High Court, Gudu, Abuja, on a 29-count charge bordering on conspiracy, and collecting by false pretence.
Ibrahim Mazangari, Muhammed Sulaiman, Fatima Mazangari and Saleh Tsojon were alleged to have obtained N1.2 billion from the Federal Government by false pretence and with intent to defraud, purporting same to be monthly pension payable to M. S. Suleiman, Saleh Yerima Tsojon, Isah U. Adamu, Daniel Mikano, and Abdulahi Musa, who were falsely held out at pensioners of the Federal Government, by inserting their names in the pensioners’ payroll.
The accused persons, who were offered a biometric contract by a former Head of the Civil Service of the Federation, Steve Oronsaye, to regularize names of pensioners on the pensions’ payroll, allegedly smuggled in names of fake pensioners, and collected unearned pension.
The fraud allegedly involved two companies – Xangee Technologies Limited and Century Construction Company Limited.
Mr. Talba had at the sitting of June 30, rejected a plea bargain proposal mooted by Ibrahim Salau, counsel to Mr. Mazangari, before adjourning to September 15 as a result of the his (Mazangani) absence who was said to be ill.
“Don’t mention plea bargain here. I don’t want to hear about it,” the judge had said.
At the resumed sitting today, all the accused persons were present in court to take their plea.
One of the charges reads: “That you Ibrahim Ahmed Mazangari, Muhammed Sani Suleiman and Xangee Technologies Limited between 28th April, 2011 and 24th November 2011, within the jurisdiction of this Honourable Court, by false pretence and with intent to defraud, obtained an aggregate sum of N1,072,873.74 from the Federal Government.”
They all pleaded not guilty when the charges were read to them.
In view of their plea, the prosecuting counsel, O. A. Atolagbe, while expressing eagerness for the trial to commence, prayed the court for a short adjournment as one of the key witnesses, who was to appear in court, was recently bereaved.
Mr. Salau moved for bail application for the accused persons, and prayed the court to admit them to bail on liberal terms, arguing that “the accused persons will not default.”
Although Mr. Atolagbe did not oppose the bail application, he urged the court to “put into consideration the nature of the offence, as it touches on financial crimes involving large sums of money.”
In his ruling on the bail application, Mr. Talba admitted the accused persons to bail in the sum of N10 million and two sureties each in like sum, one of which must be a director in the Federal Civil Service, and the other a responsible member of the society, who must submit an affidavit of means and tax documents.
While fixing November 2 and 3 for trial to begin, the judge ordered that the accused persons be remanded in prison custody, pending the fulfilment of the bail conditions.

The Nigerian Army said Tuesday it usually find condoms, hard drugs and sex-enhancing drugs in camps captured from Boko Haram insurgents by its troops.
The spokesperson for the Army, Sani Usman, said the findings underlined the military’s belief that most Boko Haram militants were not grounded in Islam and were not driven by Islamic ideology.
Mr. Usman, a colonel, said a lot of insurgents so far arrested could not even recite the Quoran, the holy book of Muslims.
He said those arrested by troops of Nigerian Army’s 3rd Division Tuesday turned out to be suppliers of hard drugs and other stimulants to terrorists.
They were nabbed between Depchi and Geidam, Geidam Local Government Area in northern part of Yobe State, he said.
Mr. Usman added, “The arrested persons were also engaged in the supply of fuel in addition to hard drugs such as Cannabis (Indian Hemp), Chlorofone substance (AKA Madaran suck and die) and Tramol, amongst others.
“You will recall that sometimes ago we reported that ironically most of the Boko Haram terrorists captured by Nigerian military cannot read the Holy Qur’an, some of them cannot even recite the first chapter- Suratuh Al-Fatiha and yet they claimed they wanted to establish an ‘Islamic State’.
“When the Nigerian military captured their bases and training camps, they never found Qur’an or other Islamic books, what were mostly found were ammunition, local charms, condoms and all sort of drugs including sex enhancing ones in their enclaves.
“The arrest of these drug suppliers has reinforced that fact, more so as they have been making very useful statements.”

Former chairman of the Subsidy Re-investment and Empowerment Programme, Christopher Kolade, on Monday, said he resigned his position in 2013 because its operations were becoming tainted with corruption and politics, thereby losing its credibility.
He said some officials of the administration of former President Goodluck Jonathan were practicing “something that was lower than the transparency”, different from what the interventionist agency initiated for.
He said he met resistance when he raised the issues as he was overruled by some powerful forces within the administration.
He spoke on Channels Television Programme, “Views from the top” anchored by Modele Sarafa-Yusuf.
Mr. Kolade, 83, quit his position as chairman of SURE-P in November 2013, citing advanced age at the time.
He said having attained 80 years; he wanted to slow on energy-demanding activities.
“I explained in the letter (to the president) that having done this SURE-P programme for two years and because within the next month I would be clocking 81, I am giving up some activities that take my energy,” he said.
The former Nigerian High Commissioner to the United Kingdom was appointed head of the SURE-P in February 2012 by Mr. Jonathan, after nationwide protests following the hike in the prices of petroleum products.
The SURE-P was mandated to convert saved fuel subsidy money into jobs, roads and other people-oriented programmes.
The media had speculated in 2013 that Mr. Kolade resigned due to corruption at the SURE-P.
Speaking on the TV programme, Mr. Kolade said he left his position because “he realized that some of the values and standards agreed on in the beginning had become diluted”.
He said he found out that some of the decisions the agency was making did not meet up with the standard they had set it up for.
“The government realized people would not believe what they were saying,” Mr. Kolade said.
“And the President said ‘we need to gain credibility with the people in this programme. So we believe that if you and your committee can manage this thing transparently in accordance with what we agreed, then that credibility will be there’.
“Now that’s fine. But when I discovered that there were individuals in the system that were practicing something that was lower than the transparency that we went in with, I raised the issues. And I discovered that political affiliations and things made this difficult.”
The former SURE-P boss cited an instance when the agency decided to employ 5000 youth from every state of the federation.
According to him, when it commenced the process it was told the arrangement it adopted was not acceptable.
He said, “We started by saying that we would offer employment to 5000 youths from every state. Of course if you are sitting in Abuja, and you want to identify 5000 youths in all the states, it is difficult unless you involve people who are on the spot.
“Now, it was the feeling of our committee, led by me, that to identify people in the states, we needed people who were politically neutral. In other words, get civil servants to go in there and say according to the criteria you‘ve agreed, these are the 5000 youths from this state. But we were told that would not be acceptable.
“So something was set up called State Implementation Committees made up mainly of people with political affiliations with one party or the other. When that was brought into play, I pointed out that I feared this would politicize what we were trying to do. And that therefore I felt we should take politicians out of this. But I was overruled by those who had the power to overrule me.
“And then, it started happening. I got complaints from Abia state, from Ekiti state that many of the youths being recruited into the programme were supporters of party A or party B and I went back, and said what I suspected is beginning to happen.
“So we need to kill this thing right away and go back to what we agreed. Now, somehow, we couldn’t do that. And for me, if you destroy the foundation on which you are setting up something like that, if you feel that credibility is the key to success in this thing, and then you undermine credibility by politicizing the issues, you are shooting yourself on the foot. And I’m not very good at shooting in the foot because I find out I can’t walk very well after that.”

Just a liltle piece of advice thou!!

I have seen pictures online of large crowd at vasrious mtn offices under the sun just because they want to re-register dia phone numbers.
Also i hav seen these my self as well at there akowonjo office, the crowd is crazy and dey keep dem locked outside for almost a day.

My 2cents: since the aim is not to loose the phone number most of ur contacts know u with,why dont they port there sims to other networks like etisalat,,glo and airtel and keep enjoying there old phone numbers but on new sims and networks,
And they can port back after 3 months specified by NCC if they are so addicted to mtn,these wud reduce the mad crowd and stress!!

So I can re-register my sim dat I bought already registered?
