I would recommend you go with bootstrap. The framework has been around for a while, and with with enough online tutorials and answers on stackoverflow, you will have where to turn to if you ever get stuck.

That same webapp can be developed with many other programming languages out there. The only difference will be in the syntax, and approach to the solution. You don't need to constrain yourself to PHP and JavaScript.

2. The platform.
3. The developer's experience. Experienced developers will generally charge higher.
4. How urgent you need it.
5. Etc etc etc
So many things influence the price.
For me, I'd charge you atleast 500k if you're looking for something like Nairaland. So it really depends.

You can try Redmi Note 8, though it's a little bit above your 70k budget, or Tecno Pouvoir 3 Plus for 61k.

I'm not very familiar with the options you listed. I know most hosts don't support shared hosting for Python based apps, so you'll need to buy a virtual private server (something I wouldn't recommend for someone who isn't familiar with bash commands). If your app is Django, then why not try Pythonanywhere? It's simple to deploy and cheap. Paying for a VPS and also someone to help you set it up will be a headache.

The DNS is very necessary because though we access information on the web through the human-friendly domain names which are very much easier to recall, the browsers interact through the machine-readable Internet Protocol (IP) addresses
which consist of groups of numbers like
204.0.8.51. Web browsing as we know today wouldn't exist without it.

That's really great. Few have the skills you have now.
If you're done with the basics of Python and want to go into web development, I'd recommend you learn the Python framework that is called Flask. It's very versatile, and with it - combined with HTML and CSS, you can make any website/web app you want to.

I've been down that road before, Muyiwamary. As for which to go for between the two, I'd recommend you work on both initially to help you decide which one you're most suited for, then you can make your choice. The both skills are easily marketable.
