Oga in civilized climes the government plays its roles before putting up stiff penalties for offenders. Wait until you have an emergency then you will understand why people break traffic laws in these parts. Mobile phone, IT, regulators etc are all gone to sleep, electronic fund transfers, atms etc hardly work satisfactorily, the roads are bad, how many have access to proper health care and services, where an ambulance can be called while you are far away at work to transport an emergency situation at home, even the transport system is way below standards, where are the alternate road being constructed? One could go on and on! My take is the only way the government can justify stiff penalties, is to do the right thing, create the environment for citizens to obey laws by providing the needful!
