Members of house of representatives are representing their people, the speaker is to coordinate the proceedings, the speaker don't tell them when to move or second motion...this is done at members discretion. That woman is quite unintelligent.

Seconding bills are done on house members discretion and it is a member that will willingly second a bill, the speaker will only leave the floor for any member that want to...but she is making it seem like she is being forced or directed by the speaker... painting a picture that, she perhaps, does not understand the process fully or maybe it's an error on her part.
