The Police Service Commission (PSC) has warned that there would be no short-cut into the Nigeria Police Force in the recruitment of 10,000 personnel. President Muhammadu Buhari had in 2015 approved the recruitment of 10,000 policemen at the National Security Summit in Abuja. In a statement Wednesday, Ikechukwu Ani, Head, Press and Public Relations of the commission, told journalists that Mike Okiro, Chairman of the commission, gave the warning while unveiling a portal for the exercise in Abuja. The statement said that the portal would be opened to the public on April 1 to herald the commencement of the exercise. “The process leading to the recruitment of 10,000 Policemen as directed by President Muhammadu Buhari at the National Security Summit in Abuja last year, has commenced,” the statement said. It said the unveiling of the portal was in actualisation of the presidential directive on the recruitment of the 10,000 Policemen. The statement noted that the exercise was remarkable because there had not been recruitment into the Nigeria Police Force for more than five years. It said that thousands of policemen who died in the course of service, dismissed or retired, had not been replaced since the last five years. The statement stressed that the recruitment would strengthen and re-energise the force to tackle more security challenges facing the country. It explained that the exercise could not begin last year because the funding was not captured in the 2015 budget. The statement urged interested applicants to access the portal through the commission’s website: www.psc.gov.ng or that of the Nigeria Police Force: www.npf.gov.ng. It said that no fee would be charged for the processing of the forms which would be filled on-line. “We are not charging money. It is free, absolutely free,” it said. The statement said that the exercise would be in three entry points of Constable, Cadet Inspector and Cadet ASP, while there would also be recruitment into the Specialist cadre. It said that applicants for Police Constables are expected to possess five credits including Mathematics and English Language at Senior School Certificate Examination in not more than two sittings. It said that for Cadet Inspectors, in addition to having the requirements of Police Constables, candidates would be expected to have an Ordinary National Diploma (OND), Advanced Level (A level), National Certificate in Education (NCE) or their equivalents. The Kaduna State University has suspended one of its senior lecturers for posting a Facebook comment deemed as hate speech. In December, John Danfulani stirred controversy by lashing at supporters of the ruling All Progressives Congress, APC, northern leaders, and President Muhammadu Buhari. He also mocked the large number of out-of-school children in the north. Part of his Facebook post post said, “To them, APC is a religious party. Northern leaders under the party are demigods and crusaders of their ways of life. These people living in dusty villages of Sokoto, Kebbi, Zamfara, Kano, Jigawa are quick in calling you ‘Arne or Kafiri’ (Meaning Pagan) once you express your view on anything their God PMB and his brigade of small Angels are doing. Attack the attacker, and lets the skies fall”. Mr. Danfulani confirmed to PREMIUM TIMES that he authored the post, which was widely circulated among Kaduna residents. He subsequently deleted his Facebook page. Mr. Danfulani is believed to be currently out of the country. After criticisms poured in, the university queried Mr. Danfulani, calling his post “divisive, injurious and tantamount to hate speech”. In a query dated January 6, signed by the school registrar, Talatu A Kuri, the university said the lecturer should explain why disciplinary action should not be taken against him for a comment he posted on the social media. “The content of the publication you authored is divisive, injurious to the University and tantamount to hate speech capable of inciting particular group of students against staff and other students. This behaviour is unbecoming of a lecturer who is supposed to mould students’ character and impart learning,” the letter said. In his response, Mr. John said he was not furnished with details of his offence. “It is a large world of dozens of platforms, most of which are yet to be in full practice in Nigeria. I have pages that upload my opinions on multifaceted local and international issues when my conscience and spirit direct me to do so,” he wrote. “Because of this, I do not know on which of the platforms the piece that generated this query was hoisted because your query did not contain such details.” He added: “My wall, updates and writings in the social media are all in my private capacity and not in my official capacity as a Lecturer with the University”. Not satisfied with his response, the school authority suspended him from the university. The registrar of the university, Talatu A. Kuri, last week, informed Mr. Danfulani of the decision. The letter reads: “We refer to our letter of query dated 5th January, 2016, requesting you to explain within 48 hours why disciplinary action will not be taken against you for gross misconduct and confirm that you failed to respond. “In line with S15 (1) 4 of KASU staff Conditions of Service, the Vice Chancellor has suspended you from duty forthwith and will report the matter to Council.” A student leader of the university who spoke to PREMIUM TIMES said the post could have caused a major crisis save for the prompt response by the authorities. On Saturday, the Kaduna State Security Council announced that it would henceforth prosecute any group of persons or individuals inciting ethno-religious crisis in the state. The National Christian Elders Forum, NCEF, has described as falsehood, the recent allegation of a conspiracy between the Christian Association of Nigeria, CAN , the Boko Haram sect and the military in the recent clash between soldiers and Muslim Shiites in Zaria. Scores of Shiites were killed a fortnight ago by soldiers who accused them of trying to kill the army chief, and later of incessantly blocking public roads. In a statement signed by its chairman, Solomon Asemota, the forum described the allegation by an analyst on Iran’s Press TV as sheer absurdity aimed at igniting a conflict between Christians and Shiite Muslims in Nigeria. “The National Christian Elders Forum wishes to refute publicly and stridently that there is no iota of truth in a video report credited to an Iranian television station in which an Iranian lecturer posited that a “triangle of evil” composing of the Nigerian Army, Boko Haram, and Christian Association of Nigeria (CAN) have combined to destroy Shiites in Nigeria!” “Apart from its sheer absurdity, this dangerous statement should not be dismissed because it is calculated to beat the drums of war in far away Iran to mobilize Muslim Shiites to attack Nigerian Christians”, the statement said. The forum also noted that the country, and especially Christians have suffered tremendously in the hands of the Boko Haram terrorist group, which it says is made up of Sunni Muslims and added that all efforts must be geared towards avoiding a Shiite-based Islamic sect in the country. It further called on President Muhammadu Buhari to avoid any form of coalition with the Saudi Arabian Government against ISIS. The Commercial court has ordered telecom giant MTN Uganda to pay a sum of Shs 2.3bn (about $662,000) in damages to EzeeMoney Limited for sabotaging its business. Justice Henry Peter Adonyo on November 6, 2015 also ordered MTN to stop acting in unlawful and anti-competitive manner, which denies other businesses an opportunity to prosper. Justice Adonyo said MTN should pay Shs 800m to EzeeMoney in general damages for loss of business. It should also pay a penalty of Shs 1.5bn in punitive damages to deter not only MTN but also warn other companies against uncompetitive business tactics. It all started when EzeeMoney, which runs an e-money business, obtained a contract from MTN for the provision of digital transmission [E1] and 30 fixed telephone lines to carry out its mobile money business. EzeeMoney then contracted Yo! Uganda Limited (YUL) to implement the service after Uganda Communications Commission, the regulator, approved it on December 2012, to use the 7711 short code to enable its customers to subscribe for e-money services. But in 2013, MTN canceled the contract, saying EzeeMoney was a direct competitor to its mobile money business. Through AF Mpanga and company advocates, EzeeMoney went to court, saying MTN’s action “restricted and distorted competition.” EzeeMoney said MTN also damaged its ties with YUL and deprived it of services of other telecommunications operators. It argued that MTN used its exclusivity agreements to stop its agents from working for any other firm with similar business, further limiting competition. ‘ILLEGAL ACTIONS’ In a January 28, 2013 letter to EzeeMoney, MTN appeared to say its business would be disrupted if the former was given access to its platform. “EzeeMoney is in direct competition with MTN in the provision of mobile money,” read the letter in part. Justice Adonyo said the letter confirmed that MTN was stopping services of the company because it considered it a competitor. “It is testified that when YUL required the defendant [MTN] to activate the plaintiff’s [EzeeMoney]short code on its platform, the defendant declined to do so on the basis that the plaintiff was in direct competition with it,” the judge observed. “YUL then seeing that the plaintiff couldn’t carry out the business they had agreed together, by a letter dated 7/2/2013, did terminate all services with the plaintiff as YUL did not want to jeopardize its relationship with the defendant.” David Mpanga, EzeeMoney’s lead counsel, said MTN’s action of not activating the short code and the subsequent cancellation by YUL led to loss of business. “The denial of the use of the defendant’s [MTN] platform to the plaintiff [EzeeMoney] by the defendant would thus be an act which is prohibited within the meaning of section 53(1) (a) of the Act [Communications] for it limited competition,” Adonyo said. AGENTS STOPPED The judge also found that MTN coerced its agents to reject EzeeMoney. One witness, Sammy Mwathi, told court that he was an MTN money agent and he was restricted from dealing with other firms in the same business by signing exclusivity agreement. “The perusal of the exclusivity agreement itself confirms the position that the defendant acted outside the law for it appears it used coercive methods like denial of services to its agents,” he said. “[This] prohibited fair competition…and [was] contrary to the provisions of the law.” Justice Adonyo described MTN’s tactics as “malicious”. “I find that by virtue of the defendant [MTN] being in a dominant position in the business [mobile money], which the plaintiff [EzeeMoney] was involved, [MTN] decided to act maliciously, highhandedly, egregiously, vindictively and oppressively towards the plaintiff for no valid legal reasons…,” Adonyo said. These tactics made EzeeMoney to become inoperative, losing its business while MTN continued to prosper, grossing over $400m in revenue according to its 2014 report to investors, the judge said. Such huge revenues, Adonyo says, were a sign that MTN benefited unfairly in the mobile money market after stifling the competition from EzeeMoney. “It [MTN] must rethink how it behaves towards other business entities.” The judge also declared MTN’s exclusivity agreements with its agents null and void contravening 53(1) (b) of the Communications Act 2013.
