I have been saying this to my friend for long, how can we be importing fuel as an oil producing nation. Oil import consum 30/40% of our foreign exchange during OBJ/GEJ. If we don't stop oil import nothing can improve in our economy and you don't build refinery in a year.
Oil importers bid for most of our foreign exchange every week from CBN when Oil is @$120+, now that oil is @$33, what will be left for other foreign exchange users.

If PDP cannot build refinery, construct road, developed our health centers, School to stop all this demand for forex, Buhari we do that under 1 years.
