Court gives Abaribe, others Feb 28 to account for Kanu’s whereabouts By: Eric Ikhilae, Abuja February 21, 2018 A Federal High Court in Abuja has adjourned to February 28 for three sureties to leader of the proscribed Indigenous People of Biafra (IPOB) Nnamdi Kanu, including Senator Enyinnaya Abaribe, to either produce him in court or show cause why each of them should not forfeit his N100 million bail bond. The court had at the last proceedings on December 5, 2017, adjourned to yesterday for the sureties to explain why Kanu suddenly stopped attending court and account for his whereabouts. Abaribe has filed two applications. One is asking the court to discharge him as surety to Kanu. The other wants the court to inspect Kanu’s house in Abia State, where he was said to have been last seen. The trial judge, Justice Binta Nyako, also granted an application by the prosecution yesterday and ordered that Kanu’s trial be separated from those of his co-defendants. Kanu was in 2015 charged before the court with three others on treasonable felony charges. The others are the National Coordinator of IPOB, Chidiebere Onwudiwe; an IPOB member, Benjamin Madubugwu; and a former Field Maintenance Engineer seconded to the telecommunication company, MTN, David Nwawuisi. The court, in a ruling on April 25, 2017, granted bail to Kanu, but rejected others’ bail application. Kanu has ceased to attend court, with his lawyer, Ifeanyi Ejiofor, claiming he (Kanu) had been missing since some soldiers invaded his home in September last year. Yesterday, his co-defendants (who are in prison custody) were brought to court, Kanu was absent. The development prompted the prosecution lawyer, Shuaibu Labaran, to apply that the trial be separated to prevent further delay. Labaran noted that Kanu’s continued absence from court since he was granted bail in April 2017 has frustrated progress in the case He said: “In the circumstance, the prosecution shall be asking for the indulgence of your lordship to separate the trial so that progress can be made in this matter.” Lawyers to the defendants did not object to Labaran’s application, following which the trial judge granted it. Justice Nyako agreed with the prosecution that there was the need to separate Kanu’s trial from the others “to meet the justice of the case”. She said: “I hereby separate the trial of the first defendant from the rest of the defendants.” The judge also directed the prosecution to ensure that the charges were amended and served on the defendants before the next trial date. Upon complaint from Chukwudi Igwe, lawyer to another IPOB member, whose name has been added as defendant in an amended charge, Bright Chimezie, Justice Nyako directed the prosecution to act on his case. Igwe had complained that the State Security Service (SSS) was holding his client despite an order by a Federal High Court in Uyo, Akwa Ibom State, directing that he be released. He said, if by the next trial date the prosecution failed to reflect his client’s name in the fresh amendment to the charge, he would apply that the charge be struck out against Chimezie. FAAN Suspends Akure Airport Manager Over Cows Invasion Channels Television Updated February 20, 2018 The Federal Airports Authority of Nigeria (FAAN) has suspended the head of Security at the Akure Airport, Ondo state. The suspension follows a runway incursion by cows on Saturday which prevented an Air Peace aircraft from landing for some minutes. Shortly after, normalcy was however, restored and the aircraft was able to land safely. FAAN through its spokesperson, Henrietta Yakubu, had earlier released a statement, apologizing to the airline as well as its passengers. JAMB remitted N7.8bn to government in 2017 – Registrar FEBRUARY 20, 2018 The Registrar, Joint Admissions and Matriculation Board (JAMB), Prof. Ishaq Oloyede, says about N7.8 billion was remitted to the Federal Government as revenue by the board in 2017. Speaking at the JAMB office in Bwari, FCT, he said government never expected such huge remittance because the revenue target of the board for 2017 was N500 million. JAMB logo Mrs Rasheedat Okoduwa, spokesperson of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), made this known in a statement on Tuesday in Abuja. According to her, Oloyede spoke at the inauguration of the Anti-Corruption and Transparency Unit (ACTU) of JAMB by the ICPC. “A top government official had emphasised that JAMB must remit nothing less than N500 million to the government . “The JAMB officer with me in that meeting advised that I should say the agency would be able to return about N600 million. “But at the end of the day, we returned N7.8 billion,” Okoduwa quoted him as saying. The registrar noted that his actions were not meant to expose his predecessors, but rather driven by his anti-corruption reforms in the agency anchored on accountability and transparency in the management of public finances. He urged the ACTU members to use the platform enabled by ICPC to tackle corruption in JAMB. The JAMB boss stated that the many corruption matters he had been handling were beginning to have adverse effects on his other responsibilities. However, he assured the ACTU members of the strong support of the management, promising that he will not hesitate to spend his personal money to facilitate their work if the need arose. “I can assure you of our total support, just as it will not be good for you if corruption is traced to any of you. “Funding will not be a problem because you will have more than what government is giving you, since you will be relieving me burden of pursuing criminals,” Oloyede reportedly said. Earlier, acting Chairman of ICPC, Mr Abdullahi Bako, lauded the ongoing anti-corruption reforms of JAMB which recently uncovered massive fraud in some of its state offices. Bako, who was represented by Mr Justin Kuatsea of the Corruption Monitoring and Evaluation Department (CMED) of the commission, noted that the achievements of JAMB in the anti-corruption fight were worthy of emulation by other government agencies. On her own part, the Chairman of ACTU in JAMB, Mrs Munirat Lawal, assured that the unit would deliver on its mandate by helping to reduce the incidence of corruption in the agency. Conjoined 13-month-old twin girls successfully separated, hospital says By Elizabeth Zwirz | Fox News A Texas hospital announced the successful operation separating twin baby girls who were conjoined at the chest and abdomen and shared multiple organs. Anna and Hope Richards, the 13-month-old twins, underwent the surgery on Jan. 13 at Texas Children’s Hospital and were in good condition on Tuesday, hospital spokeswoman Lindsey Fox told The Associated Press. The surgery “went very well” and was as successful as the team “could’ve planned for,” Dr. Oluyinka Olutoye, a pediatric surgeon and co-director of the Texas Children’s Fetal Center, said in a video on the hospital’s Facebook page. He added that they “were blessed that this was the best-case scenario.” The 7-hour-long procedure last month required about 75 medical professionals with various specialties and several months of planning, the video said. This was the hospital’s fourth time performing this type of operation. The girls shared a liver, diaphragm and pericardial sac, and their hearts were connected by a large blood vessel, the video said. Both are expected to have more operations in the future but doctors said they should be able to live normal lives. Emir Of Kano Says Killer Herdsmen Should Be Prosecuted Babajide Adebayo Updated February 20, 2018 The Emir of Kano, Mohammed Sanusi II, has said any herdsman who kills another individual should be made to face the law. The Emir, represented by former Kano State Governor Ibrahim Shekarau, said this in Ekiti State on Tuesday at a meeting of representatives of the state government, Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), heads of security agencies and other stakeholders. “I commiserate with the people and government of Ekiti state over the recent herdsmen attack that led to the loss of lives. I wish to state that any herdsman who takes another person’s life should be made to face the legal consequence,” he said. The Emir praised the Ekiti State government for how it has handled the farmers-herdsmen crisis in the state and called on herdsmen to be law abiding. In 2016, amid increasing reports of attacks by herdsmen, Governor Ayo Fayose had signed a bill aimed at curtailing the activities of herdsmen into law. Under the law, ‘Prohibition of Cattle and Other Ruminants Grazing in Ekiti, 2016’, cattle grazing is prohibited in some areas and the grazing time is limited to the period between 7 am to 6 pm, among other things. Both the Emir and the MACBAN Presisent, Muhammadu Kiruwa, who has been critical of the anti-grazing law in Benue, praised the state’s anti-grazing law and the participatory approach adopted by Governor Fayose in handling the situation. They commended the governor for taking the lead in engaging stakeholders and aggrieved parties in public discussions aimed at calming nerves and engendering peace. Governor Fayose told the meeting that a combination of dialogue, fine-tuning the state anti-grazing law, deemphasising reprisals, wielding the big stick, and granting amnesty where necessary was necessary to get desirable results. “For those who are ready to surrender their weapons, we will consider granting them amnesty, we are also amending the anti-grazing law to ensure undue aggression by host communities is also put under check,” he said. We paid DSS, others N1m to clear 661 guns, suspect alleges Published February 19, 2018 Oladimeji Ramon The trial of five men who were charged with illegal importation of 661 pump-action guns continued on Monday, with the first defendant, Mahmud Hassan, alleging that the gang paid N1m to security agents to smuggle in the gun consignment at Apapa Port, Lagos. Hassan made the allegation in a video played in court on Monday by the prosecution. The video was played in a trial-within-trial to test the voluntariness of the statement made by Hassan while in the custody of the Department of State Services. Hassan’s lawyer, Yakubu Galadima had, at the previous hearing, opposed the move by the prosecution to tender his client’s statement as an exhibit, contending that he was tortured to make the statement. Justice Ayokunle Faji had then ordered a trial-within-trial to test the voluntariness of the statement. At the Monday proceedings, the prosecution played a video of how Hassan was interrogated by DSS operatives. The clip indicated that the interrogation was conducted on March 27, 2017, between 2 pm and 2.45 pm. The prosecution tendered the video clip in court through a DSS operative, Jaiye Emmanuel. The video captured Hassan as saying while being quizzed that, “I gave N1m to facilitate the moving of the container out of the port, but it is not because of the guns,” When Mamadu was asked how the N1m was shared among security agencies, the defendant said, “The examiners were given N200,000, C.I.O. N100,000, enforcement N200,000; police, SSS, between N20,000, N25,000, and N30,000; the toll gates, N200,000, exit gate, N20,000, and final gate, N50,000.” The clip also captured Hassan telling his interrogators that he first billed the owner of the consignment N3.8m when he was first told that the container contained steel doors, but raised the cost of clearing the consignment to N4m when he was told that the consignment included 661 pump-action guns. Hassan is standing trial alongside Oscar Okafor, Donatus Achinulo, Matthew Okoye, said to be at large, and Salihu Danjuma. They were arraigned by the Federal Government on June 14, 2017 for allegedly importing 661 pump-action rifles into the country without lawful authority. OBJ Makes U-turn, Says PMB Has Succeeded Where Others Failed Published February 19, 2018 By Osa Okhomina, Tunde Oguntola In what appears to be a volte-face, former President Olusegun Obasanjo at the weekend turned around and praised President Muhammad Buhari for achieving huge success in an area where previous administrations, including his, could not make headway. Obasanjo had last month passed a damning verdict of the Buhari administration, saying he felt disappointed by Buhari, whom he supported during the 2015 presidential poll. In a 13-page statement he issued on January 23, the former president categorically asked Buhari not to seek re-election in 2019, adding that instead, he should honourably “dismount from the horse” to join the league of the country’s former leaders whose “experience, influence, wisdom and outreach can be deployed on the side line for the good of the country.” But speaking at the weekend while performing the groundbreaking ceremony for the construction of Azikel Refinery, the first private modular refinery in the oil and gas-rich Niger Delta region, Obasanjo described as “commendable” the Buhari administration’s decision to award operational licences to 22 firms for the construction of modular refineries in the country. He noted that 18 of such licences were approved under his administration but that none of them was able to actualise it, unlike the present administration. Obasanjo praised President Buhari for awarding modular refinery operational licences to 22 firms, including Azikel Petroleum. He noted that, out of the 22 licensed operators, Azikel Petroleum is the only company that had actualised its dream of establishing a modular refinery. The former president stated that he was delighted at the commitment of Azikel Petroleum, adding that none of the 18 licenses earlier awarded by his administration came to fruition. Obasanjo said, “I have been told that President Buhari and his government gave 22 licences and that Azikel Petroleum is the only license out of the 22 that is really actualised. “Before then, we gave 18 and not one was actialised. They gave all manner of excuses, including insecurity and oil prices. But those excuses they gave are still there. But they were not genuine entrepreneurs. They were after collecting licences to get crude oil. And that is why in an occasion like this, we should pay special tribute to people like Eruani. “I join you all in thanking President Buhari for giving four licences more than we gave. [/b]And he (Buhari) is lucky that he has a man like Eruani to be the only one to actualise.” He also commended the Bayelsa State government under Governor Seriake Dickson for creating the enabling environment for the take-off of the modular refinery project. Obasanjo also lauded the technical and financial partners of Azikel Petroleum and advised the group president of the oil firm not to betray the trust and confidence reposed in him by his partners. In his welcome address, Eruani thanked President Buhari for the licence and expressed hope that the refinery project would mitigate the frequent scarcity of petroleum products and curb youth restiveness in Bayelsa and in the region, Eruani disclosed that some youths who would work at the facility were currently undergoing fabrication engineering training in the United States, and noted that construction and production phases of the refinery project would provide about 1,000 jobs. “Our journey is one with lots of interests and challenges. But our committed drive to industrialise the Nigeria Delta is unwavering. For the first time we will refine crude oil at home. This is the beginning of reversing the incessant scarcity of petroleum products. “But more importantly, this will bring several businesses in the state and in the Niger Delta. We will put youths to work and we will be engaging communities. This will largely curb youth restiveness”, Eruani said. In his remarks, Governor Dickson said Azikel Refinery was very important to Bayelsa as the government had shown its commitment to creating the conducive atmosphere for private sector investment to thrive. Dickson, who at the event, signed two Certificates of Occupancy and handed over them over to Azikel Petroleum and Azikel Power, a subsidiary. “The investment will take off all the stress and pressures on us I’ve signed the Certificate of Occupancy for 99 years in line with the Land Use Act. I do this every week and one of the first things I did when I came to office was to liberalise land”, Governor Dickson said. He also commended President Buhari “for finding Azikel Group fit and proper” to be granted licence, saying “we expect more of such friendly gestures.” According to the governor, his administration would continue to support the refinery project and any such business ventures that would stimulate economic growth and development in the state, describing Bayelsa as a safe haven for investment. In their separate remarks, the chairman of the event and former military governor of old Rivers State, Alfred Diete-Spiff, Senator Paulker Emmanuel (Bayelsa Central) and former minister of petroleum, Edmund Daukoru, described the establishment of Azikel Refinery as the greatest thing that has happened to Bayelsa. They commended Eruani for his courage and vision even as they thanked Buhari for deeming it necessary to award the company the licence to build a modular refinery in the state. Meanwhile, the Bayelsa State governor has called on the federal government to grant natives of the Niger Delta more oil blocks to fast-track development in the region. According to him, more oil blocks should be given to the oil-producing areas because they are “the ancestral properties of Niger Delta.” He also called on the multinational oil colonies to heed the directive by Vice President Yemi Osinbajo to relocate to the Niger Delta which produces the crude oil. “We need more of this investment for our people to be part of it. At any time I have opportunity as a governor of a federating unit, I will use the opportunity to commend President Muhammadu Buhari and tell him that we need more of this,” he said. “We are talking of ownership of oil blocks because that is a legitimate demand. We are yet to see the demands and directive by the federal government that oil companies should relocate to the Niger Delta. “I don’t know of any business which justifies pipelines crisis- crossing several areas for building refineries while they haven’t built refineries from the source of crude oil. “In all the all-producing areas around the world, the activities of those companies are located where the resources come from. We must examine our own conduct and what we do. We are waiting for the oil blocks; what the Nigerian government sits down and calls oil blocks are in fact and in truth the ancestral properties of the Niger Delta. “They are pieces of our ancestral properties given away at our expense. We are not saying others should not be included, but if we are not included, it will be wrong.” Dickson commended ex-President Obasanjo whose government, according to him, gave Bayelsa State two oil blocks. LEADERSHIP reports that Azikel Refinery is one of the 22 such modular refineries given licences to operate by the Buhari administration. The proposed modular refinery, which would be built and known as Azikel Refinery, is owned by Azikel Petroleum, a subsidiary of Azikel Group of Companies, has Azibapu Eruani, a native of Bayelsa State as its group presiden. It is located at Obunagha community in Gbarain Kingdom of Yenagoa Local Government Area of the state. LEADERSHIP learnt that the 12,000-barrels refinery is sitting on 19.92 hectares of swampy land that was reclaimed with over 2.7million cubic metres of sand whose dredging lasted nine months. It is expected that Azikel Refinery would come on stream in 2019. Nigeria In Safe, Competent Hands – Lai Mohammed Meanwhile, the minister of Information and Culture, Alhaji Lai Mohammed, has declared that with President Muhammadu Buhari piloting the affairs of the nation, the country is ‘’in very safe and competent hands, hence there is no cause for alarm.’’ The information minister made this comment while addressing a mini- town hall meeting with the staff of the Nigerian embassy in Madrid, Spain, and a cross section of Nigerians living in the European country during the weekend. He said contrary to the fake news being peddled on the social media, Nigeria was not in crisis, but that the country was making steady progress, especially in revamping the economy, tackling insecurity and fighting corruption – the three cardinal programmes of the Buhari administration. ‘’Don’t believe everything you read on the social media. Nigeria is neither at war nor in crisis,’’ Alhaji Mohammed said. ‘’Contrary to what you may be reading on the Internet, the Buhari administration is putting Nigeria on a solid footing after the years that were eaten by the locust.’’ He said naysayers were spending millions of Naira to distort the true situation of things in Nigeria and to make the administration look bad. The minister said the administration’s achievements should be evaluated against the background of the tough challenges that it has faced since coming into office on May 29, 2015. ‘’It is said that if you don’t know where you are coming from, you won’t know where you are going,’’ he said, listing the drastic fall in the price of crude oil, the low foreign reserves at $24 billion, the fact that the federal government was borrowing to pay workers’ salaries, and the fact that many states were unable to pay salaries as some of those challenges. Mohammed also said when the administration came into office, unpaid pensions had run into billions of Naira in many states, contractors had abandoned sites across the country because they were being heavily owed, infrastructure was in poor state, power generation was 2,690 megawatts, billions were being paid as ‘fuel subsidies’ to fat cats, corruption was the order of the day, while 20 of the 27 local governments in Borno were under the firm control of Boko Haram. ‘’Today, the trend is being reversed, and the results are showing: Foreign reserves are now $42.8bn, the highest level in four years, inflation has fallen for 12 consecutive months to 15.13%, N108 billion has been saved from removal of maintenance fees payable to banks before Treasury Single Account (TSA), the nation is being saved N24.7 billion monthly with the full implementation of the TSA and the elimination of ghost workers has saved the nation N120 billion. ‘’With improved macro-economic conditions, capital inflow is on the upswing, reaching $1.8 billion in the second quarter of 2017, which is almost double the $908 million in the first quarter. The minister also told those at the meeting that the administration’s agricultural revolution was moving Nigeria close to self-sufficiency in many staples, especially rice; that the Home-Grown School Feeding Programme had created jobs for 61,352 cooks, and was providing 6.4 million school children in 33,981 schools across 20 states with one meal a day; that power generation had increased to 7,000 megawatts; that Boko Haram has been massively degraded and that the administration was embarking on a massive infrastructural renewal. Alhaji Mohammed, who urged the Nigerians to download the FGN-iAPP in order to get authentic news from Nigeria, later fielded questions from the Nigerians, with many of them seeking to know when Nigerians in the Diaspora will be able to vote, how they can access the national identity card, how they can get authentic information from Nigeria and what the federal government is doing to end the herders-farmers’ clashes. Research Confirms Oil, Gas Deposits In Bida, Sokoto Basins Meanwhile, researchers from the Ibrahim Badamasi Babangida University, Lapai, Niger State, have expressed optimism at the prospect of oil and gas deposits in the Bida and Sokoto basins of northern Nigeria. The vice chancellor, Mohamed Nadir Maiturare, who disclosed this, noted that the optimism was based on the initial result of the exploratory research studies carried out in the two basins by the university. The vice chancellor said that recent research had validated the earlier work. He, therefore, lauded the management of Nigeria National Petroleum Corporation (NNPC) for selecting the university to undertake work on the two basins which resulted in the geological mapping of the two basins to aid further research work on the field. Maiturare, however, would not make further disclosure on the critical findings of the two milestone reports submitted to NNPC by the university, saying there was a bond of confidentiality agreed upon by the two parties before the research was embarked upon. According to him, “Only NNPC can release the results of the research findings and determine it’s the next line of action, after the third milestone report is submitted to it. “We are ready for further research work on the two basins with the NNPC Exploration Frontier Agency as we have the expertise and equipment to carry out such research work”, Maiturare added On his part, the Technical Team leader and university’s director of research, Prof Nuhu Obaje, called for the optimal usage of gas as an energy source in homes, offices, factories and in our transportation sector. Obaje told the stakeholders that the country is seen as a gas region as its hydrocarbon deposits consist of 70 per cent gas and 30 per cent crude oil, but that, sadly, gas has been grossly underutilised to the detriment of the economy and the environment. The Tsaigumi UAV, which was produced by NAF Aerospace Engineers in collaboration with UAVision of Portugal, would be used for Intelligence Surveillance and Recognisance (ISR) operations in land and sea domains. It could also be used for policing operations, disaster management, convoy protection, maritime patrol, pipeline and power line monitoring as well as mapping and border patrol duties. In addition, it could be deployed for the protection of wildlife, weather forecast and telecast. Additionally, in the maritime domain, the Tsaigumi UAV could be used for search and rescue, coastal monitoring and patrol of Nigeria’s Exclusive Economic Zone. The UAV, which is capable of day and night operations, has an operational endurance in excess of 10 hours, a service ceiling of 15,000 feet and a mission radius of 100km. It has a maximum take-off weight of 95kg and its payload is an electro-optic/infra-red camera system. In my opinion, Saraki's case is the most knotty one. Saraki will be asking for soft landing on his corruption case. He will demand that FG should drop the case against him. FG on the hand will realise the irreparable damage the freeing of Saraki will do to its anti corruption war. |
