You must assume every one is dubious like yourself. You are wrong. There are two news that I posted. One was from Feb 6, the other from Feb 14. The one on Feb 14 has the picture you posted. If you click on the Feb 14 news, scroll down and you will see the link to the news of Feb 6 on the same road. Before you click it, you will see the picture display. But the picture is not contained in the news itself.
If you dont understand what I wrote, say it. It was sarcasm that Buhari is using caterpillar to destroy road already built by your hero since you claimed he did it. Moreover there are different sections of the road and those who lay claims that the road was abandoned since 2009, were the Chiefs from the Village and you can get this information from the news itself. I did not make it up.

Buhari unveils Nigeria-made drone in Kaduna

As part of the Federal Government efforts to tackle insecurity in the country, President Muhammadu Buhari has unveiled a surveillance Unmanned Aerial Vehicle (UAV) produced locally by the Nigerian Air Force Institute of Technology.



The UAC codenamed TSAIGUMI is the first Unmanned Aerial Vehicle to be produced in the country and will be used to fight terrorism, armed banditry and other sophisticated crimes through enhanced air surveillance.
The president also inspected 10 Super Mushshak aircraft recently procured by the Nigerian Air Force from Pakistan.
Buhari said, "The world is witnessing an ever increasing surge in the employment of Unmanned Aerial Vehicles in military operations because, while standard air weapons such as missiles, fighters and bombers work against well-defined targets like conventional enemy forces or installations, they are not as useful in today’s complex wars that are fought against adversaries who are often hidden amongst innocent populations or in locations similarly sensitive or difficult to strike by normal conventional means.
"Unmanned Aerial Vehicle can loiter and maintain an ‘‘unblinking stare’’ over a chosen area for hours. Thanks to the ability to ‘‘watch and wait’’, its operator, often miles away, can provide a continuous stream of vital information on enemy activities and if the platform is weaponised, it patiently chooses the best moment to engage.
"Thus the employment of Unmanned Aerial Vehicle capabilities for intelligence, surveillance and reconnaissance and where possible, strike operations significantly increases the chances of success while minimising unwanted collateral damage.
"Government remains determined, despite numerous challenges to bring about the much-needed CHANGE that will lift our beloved nation to its rightful place as a major economic and political force on the world stage.
"From the military perspective, the added capacity for Intelligence, Surveillance and Reconnaissance provided by the TSAIGUMI will boost ongoing and future security operations. As this project moves into the next stage, which is mass production, it would create employment and possibly generate revenue as Nigeria’s first military export product.”
Earlier, Chief of Air Staff, Air Marshal Sadique Abubakar said, the desire to have battle space dominance and awareness has increased especially with the increasing complexity of contemporary security challenges and the moral burden that has been placed on professional Armed Forces to conduct military operations with precision and minimum collateral damage.
He said, that was why the need for capacity development in the area of UAVs and other scientific and technological innovations has been foremost in his mind since he assumed the leadership of the Air Force.
"I therefore consider research and development as a fundamental enabler of capacity building, hence ‘strategic partnerships with MDAs for enhanced research and development’ features as one of the key drivers of my vision. what we are doing in the NAF in terms of promotion of R&grin is in line with the STI policy.
The CAS however highlighted some of the physical and performance parameters of the TSAIGUMI including wing span of 5.16 metres and a maximum take-off mass of 95kg, Electro-Optic/Infra-Red (EO/IR) camera system while its engine runs on a 50:1 MOGAS/Oil mixture.
"It requires only 300 metres of runway for operation, with a mission range of 100km, a service ceiling at 15,000 feet and operational endurance of about 10 hours. The performance parameters and operational characteristics, would make this platform a critical component of NAF ISR architecture. Consequently, the UAV would be mass produced and employed in theatres of operations across the country," the CAS added.

Inside Nigeria’s first pencil and toothpick factory

In the second quarter of 2017, Akwa Ibom State governor, Udom Gabriel Emmanuel, commissioned the AKEES pencil and toothpick factory. It was going to be the first of its kind in Nigeria.



In response to the news, Nigerians noted via various mediums that contrary to claims, the factory was indeed not the first in Nigeria. Others said the factory itself was propaganda and did not exist. What was true and what was not?

During the Techpoint Innovation Tour, the Techpoint team visited the sleepy town of Ekom Iman in Etinan Local Government Area of Akwa Ibom State where the factory was reportedly situated.

We saw the factory in its entirety and even got some pleasant shockers.

Located in a 1,000 sqm warehouse styled house, the factory truly produces pencils and toothpicks.

Speaking on the initial skepticism, General Manager of the facility, Engineer Bassey Friday Moses says he was disappointed that even people from Akwa Ibom State and environs joined doubting Thomases.

“At the time, they said the governor commissioned an empty hall and rented people for show. If anybody at any point felt this establishment was a scam, all they had to do was walk in and confirm for themselves instead of spreading rumours.”

On a tour of the expansive facility, Bassey pointed out that unlike similar projects in specific locales, the AKEES Pencil and Toothpick Factory was a true Nigerian project because of its tribal diversity in hiring workforce. Of its 62-man workforce, every region in Nigeria is duly represented to a great extent.

Pencils are usually made from cylindrical wood pieces carved from felled trees, but there is another method that is both cheaper and, most importantly, environmentally friendly.

The AKEES Pencil Factory uses old newspapers instead of wood to make pencils. This reduces deforestation, recycles old newspapers and cuts production costs by nearly half.

As beautiful a prospect as paper over wood is, how strong is a ‘paper pencil’? Bassey says the durability question is a general concern.

“People think wood is harder and more durable than paper, but that is not the case. With the right production processes, they’re are both on the same level in durability.”

According to Bassey, national dailies are more suitable for production than local papers because of their quality and resultant strength.

Apart from newspapers, other materials needed in pencil production include; urea formaldehyde, processed graphite, pencil sleeve, eraser, and ferrule. The graphite comes in 2A, 2B and 2.5B(HB) grades. When these materials are set, it is production proper.

Even in its seeming simplicity, the pencil production process is one of the most interesting industrial processes you will ever see.

After the graphite is cut to size, it is manually placed in trimmed newspaper spreads pre-slathered with urea formaldehyde.

Urea is the glue that holds the newspaper and graphite together in the rolling machine where it is folded into a compacted wet cylindrical mass.

Still not looking anything like a pencil, these wet masses are sun dried for a minimum of 24 hours before a 40 – 45 minute bake in the dryer where an operator turns them over every few minutes for even dryness.

To confirm if they are properly dried, the pencils are sharpened. Wet ones do not sharpen well and are thrown out.

From the sharpener, it’s a one way ticket to an abrading machine where they are smoothened and slowly begin to resemble actual pencils.

Like a fashion fitting session, the sleeve section is the most important step in the actual ‘pencilfication’ of these writing materials. Here, naked discoloured pencils finally get identities as they are clothed with coloured cylindrical nylon wraps called sleeves.

Loosely hanging on the pencil’s frame at first, the sleeves are shrunk to fit by heat from a laminating machine.

Finally, the pencil’s feet is shod with an eraser after the ferrule — a small ring under a pencil that holds the eraser in place — is attached.

Running 8 hours a day, 3 major production machines combine to give a daily output of 30,000 – 60,000 pencils. Bassey says the disparity between numbers is a direct result of the minimal capacity of the dryer.

The dryer we have now cannot take all the pencils that come off the rolling machine at once so sometimes we have to rollover drying to the next day. But we are planning on getting a bigger one very soon to increase daily production quota.

With scary machines all spotting shiny spinning blades, the toothpick factory is in the same building on the left side divided from the pencil factory by an the aisle leading up from the factory main entrance.

General overseer of the toothpick section, Mr. Christopher Shawa, couldn’t wait to explain to us how his angle runs.

“Bamboo is the major and only raw material in the production of toothpick,” Christopher explained.

“3 year-old bamboo is best fit, but a maximum of 5 years old is acceptable. Bamboo should be left to stand for 3 days after harvest before entering the factory.” he continued.

When it is eventually ready, the bamboo is sliced into lengths of 1.5 metres to make it fit the different cutting machines available.

A Splitting machine further splits the already cut bamboo into smaller cuts then another machine cuts them into regular toothpick sizes — 6.5cm length and 2.5cm breadth.

All these plenty cutting machines all do the same thing, but come in different sizes and blades.

The Sharpening Machine gives rounded pointed edges after the Polishing Machine has smoothened the toothpicks.

Next, they are bleached and sun dried for an hour before being baked in an oven and then polished again before finally heading to the packing section.

From the toothpick section, one final look at the end of the pencil factory line showed Hannah Montana, Ben 10, Spiderman and other cartoon characters singing, peeping and swinging from the sleeves of AKEES pencils.

While these are the usual designs for pencils, it is worrisome that AKEES pencils do not spot Nigerian and African art, designs and characters.

Bassey agrees this has always been a problem.

According to him, when AKEES started, the foreign designs made people think the pencils were imported. He had two explanations for this and the second is downright disappointing and shocking.

“It is a market penetration strategy. When entering a consumable market, first introduce something the consumers are already used to then slowly innovate with time. After familiarisation, subsequent production batches will hopefully come in traditional Akwa Ibom colours; orange and white. Some will spot cultural symbols like masquerades and landmarks. But even if and when we want to make this change, we will have to go to China because pencil sleeves are not produced anywhere in Africa.”

What?

In January 2016, when the Minister of Science and Technology, Dr. Ogbonnaya Onu, gave a 2-year timeline for Nigeria to start producing pencils, we all laughed our heads off at “his incompetence”.

But apparently, the minister was speaking from an informed perspective; Nigeria wasn’t and still isn’t fully prepared to produce pencils.

Apart from bamboo and newspapers, every other material and equipment inside the AKEES Pencil and Toothpick Factory is imported from China.

From raw materials — urea formaldehyde, toothpick bleach, graphite, eraser, ferrule, sleeves — to all production machines. Everything.

Considering the abundance of graphite in Nigeria, having to import graphite too is ridiculous. Ordinary pencil sleeves which are the simplest parts of the pencils are also imported from China. Bassey authoritatively stated that no country in Africa produced pencil sleeves.

“It is a shocking and sad fact. But we have searched extensively and confirmed it. Surprisingly, it is not a prohibitively expensive venture. It is an industry that can be established comfortably. It is in our plans to produce these sleeves in the nearest future here in Akwa Ibom State.”

For urea formaldehyde Bassey said he believes the Indorama Eleme Petrochemicals company in Port Harcourt has the raw materials but not capacity.

All the machines in the factory can also be produced in Nigeria, but they’re currently not. As expected, this unavailability of machines has taken a toll on productivity.

Good Business
Regardless of all the challenges, Bassey says the pencil and toothpick production is a very profitable venture. He goes ahead to explain the dynamics.

I’ve been in manufacturing for over 18 years and I know you don’t just set up and start making money immediately. There should be room to study your market and experiment to a certain extent. Time is also needed for market penetration and dominance. Once you can conquer all these, you break even. Power is still a major challenge we have. We run on generators 24 hours but we still make profit. Even if the margins won’t be as big as when the generators are not in the equation.

The AKEES Pencil and Toothpick Factory by itself is making money. Monthly revenue is between ₦3-4million and Bassey speaks of possibilities of this number shooting through the roof.

We recently started negotiations with the State Universal Education Board (SUBEB) to supply them pencils. With the free education policy in Akwa Ibom state, the about 1,160 primary schools in the state get free pencils and other educational materials. One carton of AKEES pencils at ₦14,000 to each of these schools monthly is ₦16.2 million monthly revenue. Two cartons will double that amount and so on.

Apart from the government, Bassey says AKEES has barely scratched the surface in terms of supply.

“Someone once asked why we are not in Lagos and other states, I said “let’s capture our region first. For now we are focusing on the South-South and South East regions. Primarily, Cross Rivers, Port Harcourt and Bayelsa. At our present capacity, we will never meet demands for others. When we are able to scale the south-south region, we will then have the financial capacity and wherewithal to procure machines, foster automation and eventually service customers in other regions.”

By Vincent Ujumadu AWKA—WORK has begun on the Otuocha-Anam-Kogi federal road linking Anambra State with Kogi State.

The project, which is being handled by Nigercat Nigeria Limited, was abandoned in 2009 after it was flagged off. Unconfirmed report said a whopping N2.5 billion was spent on the road with nothing to show for it before it was abandoned. However, following the efforts of the member representing Anambra East and West in the House of Representatives, Dr. Tony Nwoye, who facilitated the release of funds to the contractor by the executive arm of government, work has resumed in earnest. Nwoye said during the inspection of the project with officials of the Federal Ministry of Works and community leaders in the area that the National Assembly had approved N 1.8 billion to be spent on the road this fiscal year, with assurance that work would continue ceaselessly until it was completed. When completed, it is expected that journey from Anambra State to Abuja would be reduced to about three hours, instead of about seven hours which it currently takes from Anambra through Enugu to Benue and then Kogi to Abuja. Nwoye said he decided to make the road a priority constituency project because the people of the area were suffering so much as they often found it difficult to transport their produce to the cities at the end of every farming season due to bad roads. Nwoye said: “This is not a political matter. It is something that is very dear to me because I remember the support the people of Anambra West gave me when I contested election. “I have been meeting stakeholders to find a solution to the road as I am determined to ensure its completion and I am very happy that the contractors have moved to site. “The people of this local government are the most marginalized in the state and I believe that opening up this road will help to boost the economy of the people of the area. “N800 million was approved in the 2017 budget and N1 billion in the 2018 budget for the road and by God’s grace, more money will be injected into the project once the N1.8 billion is exhausted. “The assurance we have got is that funds will continue to be released on regular basis until the work is completed. Part of the reason I am determined to see this project through is that the people gave me maximum support even when one of their sons contested election with me. “Once this road is completed, this area will open up to commercial activities. I commend the Minister of Works, the permanent secretary and the chairman of the works committee in the House of Representatives, Honourable Toby Okechukwu and the speaker of House of Representatives, Honourable Yakubu Dogara for their support and efforts to see that the project is completed in a record time.” It was gathered at the project site that additional N3 billion would be needed to complete the road.

-THERE was excitement in Anambra West Local Government Area of Anambra State following the return to site of the contractor handling the Otuocha-Anam-Kogi federal road abandoned several years ago. *Representative of Nigercat briefing Nwoye and community leaders at the project site. It is expected that when completed, journey from Anambra State to Abuja would be reduced to about three hours, instead of about seven hours which it presently takes from Anambra, through Enugu to Benue and then Kogi to Abuja. Nwoye said he decided to make the road his constituency priority project because the people of the area, who are mainly farmers, were suffering so much as they often found it difficult to transport their produce to the cities at the end of every farming season due to bad roads. The traditional ruler of Ukwala, Igwe Joseph Ajodu recalled that after the presentation of the 2016 budget and the road was not reflected, the royal fathers in the area sent delegation to the Senator representing Anambra North, Princess Stella Oduah and Honourable Nwoye complaining about non- inclusion of the road in the budget and urged them to do something about it considering the importance of the road to the people of the area. Igwe Ajodu said Nwoye promised that the road would be accommodated in the supplementary budget and expressed joy that he was able to facilitate the inclusion of the road in this year’s budget. Chief Sylvester Okeke, President of Anam People’s Forum in his speech said: “We are not surprised at the achievements and projects you are attracting to our area. But we hope the road will not be abandoned. This is the only road we have requested government to complete for us.”

THE Hausas say ‘ba’a neman kare ranar farauta’; -which is that you do not wait till the day of hunt to look for the dog of hunt. And worse still if the ‘dog’ you look for is the one you have neglected since after the last successful hunt. Because by then such a ‘canine’ may have either grown frail and weary from physical neglect, Or, it may, in fact, have grown sated with grudge and resentment –from the bitterness of neglect. Thus one way or another, the next hunt is threatened, either by physical inability, or yet by the malevolence of unforgiving mind. But luckily dogs alone are the most un-likely ever to harbour a malevolent spirit. Dogs do not become malevolent even to their un-kind masters. Or so said the Austrian zoologist, Konrad Lorenz that: “There is no faith which has never yet been broken, except that of a truly faithful dog.” And so in a sense, the parable makers are not altogether right: you can in fact look for a ‘dog of hunt’ even on the ‘day of the hunt’, provided only that the dog has not grown frail and weary from physical neglect. Because then it may not be able to hunt. And this is exactly what the President, Muhammadu Buhari is now doing, seeking out his Party’s Leader the Asiwaju, Bola Ahmed Tinubu only when the political hunting fields have started buzzing with the braying and snorting of fresh games. It is amazing that Mr. President still trusts in the hunting prowess of the Party’s once neglected ‘greyhound’. That Buhari believes Tinubu has still neither grown frail and weary from political neglect, nor has he grown sated with grudge and resentment, is quite interesting to know. Ant it appears with these two (Buhari and Tinubu), just when you think you have known them enough, you are just starting to know them: if you think that Buhari is the veritable ungrateful political ‘hunter’ who seeks out his hound only on the day of the hunt, then you should know that Tinubu is the quintessential faithful canine who has his eyes always on the game of hunt and not on the hunter. Tinubu is both an excellent political ‘dog of hunt’ and a smart, puny little ‘dog tail’ all rolled up in one. He knows exactly when to play the happy-tail-wagging spaniel. But he knows also how, even as the lone Alsatian of his ruling party, to sometimes tactfully allow himself to be wagged by the puny, little ‘tail’. The moral being ‘wag when you have to wag, and be wagged when you have to be wagged’! With Tinubu, both roles are aptly in the political detail –always. Knowing when and how to stoop to conquer. And knowing when and why sometimes to grandstand to overcome. For as they say, “you cannot teach an old dog new tricks”. Interestingly, there is not a whimper anywhere, now that the Jagaban is re-confirmed as the only Hercules capable of cleansing the Party’s Augean Stable. There is no objection from any quarters. The objections will come only after the Asiwaju has cleansed the slimy Stable and has set up the dinner table. Then in unison they’ll rise to show how he is not gifted in the art of culinary dishing. But you see there is no ‘night’, the Hausas say, any bleaker than a bat has always known. Tinubu has seen it all.

Above all, he has fathered a peaceful political revolution in Nigeria, which has not only shattered the myth of the invincibility of incumbency power, but which has also saved the nation from the malignance of a ruinous era bent on balkanising our country. Yet, he was assailed thereafter even by upstarts beautified by the political feathers that he had woven. Did they not say that he was the leader? The courageous Jagaban? The one who led from the front? And did he not lead them from the front? Selflessly investing his time, his energy and his resources? Did we not see, from the pre-natal stages, the singular efforts of Tinubu corralling several ideological eggs into one political embryo, to give life to a new mega-party around which both progressives and even repentant fascists for the first time cooperated, to enact the parting of our political Red Sea? Did Tinubu not traverse the length and breadth of this country, building strong bridges of geo-ethnic and geo-political consensus? Did Tinubu not put his life on the line to take on a desperate PDP incumbency? But just after he had set the political dinner table, did we not see them all turn vultures and hyenas against the Jagaban? Did they not say that although he was an excellent political chef, yet Tinubu was not to be trusted to dish from the table that he had set? Did they not say that he wanted to install a puppet leadership for the legislature. Well then, he was prevented from installing a ‘puppet’ leadership for the legislature. But did the ‘change-era’ that his revolution midwife eventually get the kind of legislature that it deserved?

The Hausas say ‘wanda ya qi sharan masallaci, ba zai qi sharan kasuwa ba’: who will not sweep a place of worship, will soon scrub the market place. But they also say that ‘angulu bata san kudin doki ba’ –meaning ‘the vulture does not know the price of a horse’. But it knows best how to feed from its carcass. Every dog they say has his day. And now they are coming back to where it all started. From the Jagaban. The Path-finder. They might as well name him what the Yorubas call ‘Aboaba’ -the one to whom all rebels must turn. The APC edifice is an axial structure. And whether or not they like it, Tinubu continues to remain the crooked-looking head-corner-stone that has been keeping it from crumbling. The opposition has done all that it can to pull the Tinubu carpet off the feet of Buhari’s APC. They have cajoled and they have lobbied. They have blackmailed and they have intimidated. They have name-dropped and they have even appropriated his hallowed mouth to chew political garlic. They have given this ‘dog’ every bad name in the book, to hang it. They have failed. The Tinubu dog will not run with the hare and then hunt with the hounds. The patient dog they say, eats the fattest bone. But come to think of it between Buhari and Tinubu there is no ‘dog’ and there is no ‘hunter’. They are each other’s dog and they are each other’s ‘hunter’. Now’s the time for Tinubu to play Buhari’s ‘dog of hunt’: by corralling all the APC herd into one grazing reserve, for the President. On election day, Tinubu will be the ‘hunter’, while Buhari on the ballot will be his veritable ‘hunt dog’-to win the vote. So now, if you ever thought Buhari and Tinubu are like ‘chalk and cheese’, immixable, you are dead wrong. They have always been like ‘gin and lime’ –inseparable. And their political message has always been one: ‘if you love me, love my dog’.

My reference to advanced country is in the sense that your identification number can be linked to other things like you opening a bank account, getting a drivers license, filling your tax, getting social benefits etc.
What I wrote is that Nigeria Govt can link this data instead of asking for Nigerians to come for data capture for every Govt documents or identification.

In the US they do not, again do not capture biometrics of their citizens.
Social security number is not relevant to personal identity and has no biometric component to it.
Any criminal can get your social security number just like your phone number so stop trying to widen the discussion to distract from the nonsense you wrote.

There is no comparison between Nigeria and the USA on this matter because they do not capture biometric data.
What you fail to acknowledge is that they have been keeping records of births for decades if not centuries. We are new to the game and using a technology that is new as well.
In the USA different departments do not share personal information as you seem to suggest and that is why identity theft remains possible

Advanced countries? NEED? What are you talking about?
I really don't know what you mean by NEED, maybe you can explain.

A passport is an international document for travel except between countries with a special relationship, for this NEED, It is indispensable.
A driving licence is another document that is NEEDED for a very specific purpose and in that regard is currently indispensable.
Many but not all countries issue a National ID which serves as a good alternative to passportsee.


Biometric data.

This is relatively new technology. You say THOSE COUNTRIES as if they sat down had a meeting and harmonisedtheir practice.

The reality is many so called advanced countries do not capture biometric data AT ALL so stop talking about what you don't know. Certainly fingerprints are not taken before issuing UK passports for those born there though I don't know if this happens for naturalised people. I believe it is the same in the US and elsewhere.

The truth is there is a strong civil rights angle of resistance to biometric data capture that has not been resolved and also concerns about the ownership, security and integrity of the data management systems.

There are two commonly used forms of biometrics fingerprints and retinal images. It is not true that they do not change. With ageing there are subtle changes.

Biometric capture has taken off in places like Nigeria because it is new and we are not burdenedby the civil rights hang ups which has advantages but it is simply inaccurate for you to characterise this as a matter of ADVANCEMENT.

Most so called advanced countries do not take biometrics of their citizens because of genuine fears that this data cannot be guaranteed to be secure by government and can be stolen and misused.
Sad that people who have the least knowledge of issues talk the most knowledgeably and often ignorantly.

In the US, you have the Social security number (SSN), In Canada, you have the Social Insurance number (SIN), etc..
These are unique identification numbers that can be used to identify an individual
If you are getting a drivers licence, opening a bank account etc, you will be required to provide this number or any other document that is already linked to that number.

In some ways Nigeria is even ahead. How many countries have BVN or register Sim cards.
In the UK you can easily buy Sim cards without registering
Go and check it out. In most advanced countries, you only need one Identification card, information on this will be used as the basis for every other Govt identification that you get...
In those countries, they don't invite you to capture your data / finger prints every time you are getting a new document. Your biometrics does not change. That is one identification God gave you...
