PROPOSED WITHDRAWAL OF PMF PERSONNEL FROM VIPS,

The appointment of Acting Inspector-General of Police, Ag. IGP Olukayode Adeolu Egbetokun, PhD, NPM, has definitely changed the rhythm of Police tradition most especially on certain administrative and operational engagements which will surely trigger a paradigm shift for the betterment of our internal security architecture. In his maiden speech, Egbetokun has christened himself a lion and tiger ready to devour criminals in Nigeria, and he matched his words with actions by rolling out his strategic action plans including the establishment of a Special Intervention Squad that will be deployed to the 36 states of the federation including the Federal Capital Territory, Abuja, and other areas prone to terrorists attacks.

It has however become pertinent to critically analyze the recent developments regarding the proposed withdrawal of Police Mobile Force (PMF) personnel from Very Important Persons (VIPs) to form the Special Intervention Squad announced by the Acting Inspector General of Police. One will ordinarily think Egbetokun's pronouncement is as usual, like preceding announcements by previous IGP’s, which never saw the light of the day, or were never complied with by officers and men on the field. It is imperative to state categorically that this policy is not a regular procedure as the Ag. IGP’s approach includes the setting up of a committee to guide the process and the exploration of the use of supernumerary officers, in line with the provisions of Sections 23 to 25 of the Police Act 2020.

The incessant abuse of police officers attached to certain individuals and companies on guard or escort duty has become worrisome and detestable, particularly by the present leadership. This necessitates the drive to not only deploy these officers for strategic police assignments, but to also sanitize the police, review the process and deployment of men on VIP guards, in order to restore the dignity of the personnel in particular, and the NPF in general.

The decision to withdraw PMF personnel from VIPs and establish a Special Intervention Squad is aimed at ensuring a more inclusive and effective security framework that caters to the needs of all Nigerians rather than a select few. This strategic shift in approach recognizes the importance of equal access to security services for all citizens and seeks to enhance the overall safety and well-being of the Nigerian populace. The current leadership possesses the requisite zeal to enforce the directive and monitor the withdrawal process, ensuring it is seamless while gradually moving away from individual protection to collective general social safety

By establishing a committee to guide the process headed by the Deputy Inspector-General of Police in charge of operations, the IGP is demonstrating a commitment to transparency, accountability, and actualization of the policy for improved public safety. This committee will oversee the implementation of the withdrawal process and ensure a smooth transition while addressing any concerns or challenges that may arise. It will work in close collaboration with relevant stakeholders, including VIPs, to ensure that the interests and security requirements of all concerned are duly considered.

Furthermore, the exploration of the use of supernumerary officers aligns with the provisions of Sections 23 to 25 of the Police Act 2020. This legal framework allows VIPs to employ individuals for their security and have them trained by the police as supernumerary officers. This approach not only provides an opportunity for VIPs to have dedicated security personnel but also ensures that these individuals receive proper training and adhere to professional standards set by the police.

The introduction of a Special Intervention Squad will further enhance the capacity of the Police Force to respond swiftly and effectively to emerging security challenges across the country. This specialized unit will be adequately equipped and trained to handle critical situations and provide rapid assistance where needed. The focus on establishing this squad demonstrates the IGP's commitment to ensuring the safety and security of all Nigerians.

In conclusion, the proposed withdrawal of PMF personnel from VIPs and the establishment of a Special Intervention Squad by the IGP represent a significant departure from previous approaches. The involvement of a guiding committee and the exploration of supernumerary officers under the provisions of the Police Act 2020 ensure that the process will be inclusive, transparent, and effective. This strategic shift aims to create a security framework that caters to the needs of all Nigerians, promoting equal access to protection and fostering a safer environment for the entire nation.

The IGP gave the assurance while charging Commissioners of Police (CPs) in all the States of the Federation and the Federal Capital Territory (FCT), and their supervisory Assistant Inspectors-General of Police (AIGs), to configure the security architecture in their Areas of Responsibility (AoR) for robust and responsive policing ahead of the Eid-el-Kabir celebration which comes up on Wednesday 28th June 2023, to ensure adequate security for the citizenry throughout the festivities and beyond, National Association of Online Security News Publishers, NAOSNP can report. 

The IGP particularly directed the Zonal AIGs and State Command CPs to deploy human and other operational assets to carry out confidence building and crime prevention patrols on major highways, residential and industrial areas, vulnerable points, places of worship, other places of public resort and around all critical national infrastructure devoid of harassment and extortion. The IGP equally warned that personnel deployed must be disciplined, professional, respect the fundamental rights of the citizens, and fulfill their responsibilities with all sense of decorum and alertness.

The Inspector-General of Police, while congratulating Muslim Faithful in the country on the occasion of the year 2023 Eid-el-Kabir celebration, restated that the Force would harness all available assets including relevant groups, associations, sectors, and synergize with other security agencies to boost its service delivery and stabilize general security within the nation.

The last American slave ship arrived in Mobile, Alabama, in 1860, despite the illegal importation of slaves. On board were approximately 160 West African individuals who had been captured and enslaved. One of the captives, named Cudjo Lewis, was acutely aware of the potential erasure of his birth culture as he toiled in this new land. However, when he eventually gained his freedom, Lewis took action to preserve his heritage.

Using the money he had earned, Cudjo Lewis purchased two acres of land and established a self-sufficient community for the survivors of the last slave ship. This community, known to outsiders as Africatown, aimed to recreate aspects of the West African home from which they had been forcibly removed. Lewis wanted to ensure that extended families could live together, conversations could be held in regional languages, and traditions that might otherwise have been lost in America could be maintained.

The Nigeria Police Force PRO, CSP Olumuyiwa Adejobi has tasked media professionals and security officers to deal decisively with the menace of false information, fake news and cyber threats as it have capacity to destroy ‘not only our national security but also our social cohesion, political stability, and economic development’. He added that ‘Unchecked fake news and online threats can have disastrous effects on our society, eroding confidence, igniting violence, and inhibiting societal progress’.

Adejobi gave this charge in his keynote address at the National Online Security News Publishers, NAOSNP Media Workshop which held last week in Lagos.

Noting that ‘the emergence of social media platforms and the ease with which information can be shared have accelerated the spread of false information. These platforms frequently place a higher value on engagement and virality than on the truthfulness of the content, providing an ideal environment for the dissemination of false information. Confirmation bias, the urge for clickbait, and sensationalism all contribute to drawing attention and raising the possibility of spreading erroneous information.’

While hailing NAOSNP for championing positive change, the Police PR expert who was represented by SP Benjamin Hundeyin, PPRO Lagos Command urged the frontline security beat association and other media professionals to engage in ‘verification and fact-checking; promoting media literacy; transparency and corrections; responsible reporting; collaboration and sharing best practices’ as urgent roles that Nigerian media must play in combating fake news in the society.

For security agencies, Adejobi noted that ‘detection and investigation; prevention and mitigation; and public awareness and education’ are vital roles that the Nigeria Police and other security agencies must play in destroying the menace of fake news, cyber threats, and security challenges before they destroy us.

In the same vein, the Founder of JournalismNG, Oba Adeoye said that there is a need for collaboration between the media and security agencies to mitigate the threats of false information, fake news, and cyber threats so as to ensure the safety and security of Nigerians. These issues are capable of inciting violence, misinformation during emergencies, public health risks, security threats, threat to social stability, preservation of democracy, and economic development.

He warned media professionals to beware of sharing fake news, sensationalizing stories, or adding personal biases to stories. ‘Fake news can have a significant impact on the credibility of the media. When false information is published or broadcast by a media organization, it can undermine the trust that the public has in that organization. This can lead to a loss of credibility, which can have long-term consequences.’

Recalling the infamous Rwandan genocide and the recent Overcomers parish in Ajah, Lagos saga, the media Consultant, FrieslandCampina WAMCO, Dr. Kunle Hamilton said that ‘the primary aim of the promoters and publishers of fake news is to instigate acts of violence, chaos and disunity among peoples. Fake news often courts hate speeches.’

He identified eight features that journalists must pay attention to so as to address fake news. These are ‘satire or parody, misleading content, imposter content, manipulated content, fabricated content, rush to press, no journalism training, and photocopy publishing.’

The panel discussion at the media workshop featured CSP Olumuyiwa Adejobi, Force PRO (Keynote Speaker) as represented by SP Benjamin Hundeyin, Police PRO Lagos Command; Dr. Kunle Hamilton, Media Consultant, FrieslandCampina WAMCO; Dr. Cynthia Greg, MD, Safety Signatures; Supt. Route Commander Olabisi Sonusi, Public Education Officer, FRSC Lagos Sector Command; Mr. Damilare Adewusi from Domestic and Sexual Violence Agency (DSVA); Mr. Matthew Obiazikwor, Head, Communications and Brand Management, Unity Bank Plc; and Mrs Titilayo Ogunluyi, Deputy Commander, NDLEA Lagos Command.

Mr. Matthew Obiazikwor, Head, Communications and Brand Management, Unity Bank Plc encouraged media practitioners to undergo training and retraining in order to get better on the job. ‘I want you to understand media laws. I don’t know how much conversant we are with media laws and the legal environment of our practice. That is why I suggest that we go back to take some media and mass communication courses which will make you to be able to do much more and be impactful in how you do your work.’

Urging journalists to verify news before going to press or posting online, Dr. Cynthia Greg, MD, Safety Signatures said: ‘I am bemused about the pedestrian way that media is being handled today. For people like us who studied media arts in the university about 25 years ago, we would understand the importance of investigative journalism. So when we rush to press or media, we want to shatter the table or to be seen as the first to break the news, we want to remember that there is still the role of investigative journalism in every content that you churn out in the media.’

DCN Titilayo Ogunluyi, Deputy Commander, NDLEA Lagos Command pleaded with the media sector to support the efforts of the agency to reduce the menace of narcotic use in Nigeria. ‘By creating awareness you will help us to remove barriers to seeking help in rehabilitation centres and therapies. Cure doesn’t come cheap that is why we advocate prevention.’

Speaking with journalists shortly after the media workshop, the President of NAOSNP, Oki Samson admonished practitioners to avoid rushing to the press without verifying information as he recalled a recent case of fake news which spread about AIG Hakeem Odumosu being appointed as EFCC Chairman. ‘When my colleague sent me a message about former AIG Hakeem Odumosu, the first thing I did was to send it to some platforms to authenticate it. In case you cannot reach the person directly, kindly find a way to verify information at your disposal rather than rushing to the press.’ He added that ‘this is the second workshop organized by NAOSNP. The first one was in 2022 where over 125 practitioners were in attendance while the 2023 one was attended by over 208 practitioners from print, online and electronic media.’

The Enugu State Police Command has said that trending video and reports of kidnapping on Enugu Road is not true, adding that the information is misleading.

The clarification is contained in a statement signed by the Command's Public Relations Officer, DSP Daniel Ndukwe, and made available to the National Association of Online Security News Publishers (NAOSNP), where the Command also noted that under Commissioner of Police Ahmed Ammani, a total war has neen declared against crime and criminality whe soliciting the support of residents to achieve the aim.

The Command's statement reads as follows:

"...in receipt of a viral video clip depicting gunshots and people running in a forest, with the accompanying message that “Enugu-Ugwogo is not safe now… Yesterday, hoodlums kidnapped three times yesterday. The first was by 12pm, 2pm and 6pm." This was similarly published in some news blogs and webpages with the title: “kidnappers conduct marathon operations at Nsukka-Ugwogo-Nike-Enugu Road”.

"The Command, therefore, wishes to state categorically that the video, with the accompanying message and the news publications, are not only untrue, but highly unfounded and misleading. This is because there was no such serial or repeated incident of kidnapping on the same day as reported, or shooting and chaotic incident as relayed in the video, at the mentioned location or any other part of the State.

"As a matter of fact, forensic analysis of the video indicates that it did not happen anywhere in the country, let alone Enugu State. In the same vein, the Command sees the unverified and unfounded report of repeated kidnapping incidents on the same day, as a misleading and mischievous act of misinformation, aimed at creating panic in the State.

"Nonetheless, the Command, while acknowledging the recent reoccurrence of acts of abduction/kidnapping at some locations of the said road, wishes to clearly state that sensationalizing and blowing the situation out of proportion, as intended by peddlers of the video clip and the publication, will never be in the best interest of the security and safety of the State and her people.

"Consequently, the Commissioner of Police, *CP Ahmed Ammani, fdc* has ordered the massive deployment of the Command's policing resources to the said location and other of such locations, to sustained onslaught against criminal elements. He reiterates the unwavering commitment of the Command to contain such acts of crime and criminality in the State and to bring their perpetrators to book.

"The CP, therefore, enjoins citizens of the State, especially those of locations where acts of abduction/kidnapping and other criminality are perpetrated, to assist the Command with credible information and intelligence required to tackle the situations headlong. ...As experts raise alarm over growing rate of infertility in men


Lagos State First Lady, Dr. Ibijoke Sanwo-Olu has charged expectant couples experiencing infertility to seek for right information and knowledge rather than dissipating their strengths on blame game, National Association of Online Security News Publishers, NAOSNP can report.

The wife of Lagos State Governor gave the advice at the 5th edition of Parah Fertility Conference, with the theme: "Navigating through Infertility in the 21st Century", held in Lagos on Saturday, and organised by Parah Family Foundation.

She said experts had affirmed that the appropriate way to go about handling the issue of infertility was for the affected families, especially the couples to jointly investigate the cause, with open minds, with a view to work on the solutions together.

"It is noteworthy that this conference has become a credible avenue to bring issues of delayed fertility in our society to the fore, especially in terms of eradicating ignorance, misguided myths, and social stigma associated with it.

"Without knowledge, destruction is imminent, so says the good book of the Lord. Information is key to the transformation of the human mind and this is why it is inspiring that the conference is focused on demystifying the myths about infertility and helping families affected to understand the best way to handle the issues and challenges presented by infertility, particularly in Nigeria.

"The truth remains that there are spiritual, medical, and family-life teachings and approaches that can help a great deal in overcoming infertility", Mrs. Sanwo-Olu said.

Professor of Obstetrics and Gynaecology at Lagos State University, Adeniyi Adewunmi, who was the lead speaker at the conference, as well as other fertility experts, raised alarm over the growing rate of infertility in men.

Professor Adewunmi, who is also a consultant at the Institute of Fertility Medicine, Lagos State University Teaching Hospital (LASUTH), expressed worry over the increased cases of infertility in men, saying the apprehension emanates from his professional day-to-day experience and statistic review.

According to him, male infertility indicates a problem with a man’s reproductive system, which makes him unable to impregnate a female, adding that it was a misconception for people to always believe that the issue of infertility could only affect or be caused by a female.

"Research findings show that more men are suffering from infertility than ever. And some of its causes were as a result of smoking, alcohol intake, drugs, obesity, past or present testicular infections, exposure to environmental toxins, exposure of the testicles to excessive heat, hormonal disorders, testicular trauma and ejaculatory/erectile disorders, among others", he said.

Another fertility expert, Dr. Olufemi Omololu, who is the Chief Medical Director (CMD), Lagos Island Maternity Hospital, also corroborated Professor Adewunmi’s position on the growing rate of infertility in men.

While the CMD of Lifeline Fertility Clinic, Dr. Kemi Ailoje charged intending couples to live life devoid of stress and anxiety in the course of their waiting to be blessed with a child, and advised them to be closer to God and have faith in Him, noting that there is nothing impossible for God to do.

Earlier in her welcome address, the conference's convener, Princess Dayo Odukoya, said the rate of infertility and causes were alarming, such that it required continued awareness to enable couples undergoing the challenge to speak out in time, and seek for solution early in marriage rather than leaving it late.

She sought for collaborations with government, agencies, hospitals and individuals to create more platforms where families undergoing infertility could be more comfortable to receive support, guidance and love on their journey to parenthood.

“We call on government to please pay attention to this category of people in our society and create more avenues to accommodate them in government hospitals, through awareness and preliminary fertility investigation. The month of June has been dedicated to creating awareness, showing love and empathising with those affected, we therefore urge us to do so for any family that is undergoing infertility", she said.
The conference had in attendance dignitaries from not just the medical profession but others from the corporate world.

Operatives of Lagos Rapid Response Squad (RRS) have arrested a dismissed policeman parading himself as an Inspector of Police in Ogudu GRA, Ojota Lagos, National Association of Online Security News Publishers, NAOSNP can report.

 
The impersonator, Alobo Omokhoa ‘m’ aged 48, was escorting a Golf Volkswagen, conveying stainless iron to a construction site in Ogudu GRA, Kosofe, when the operatives arrested him as he was about to flee the scene.

 
While being interrogated by the Commander Lagos Rapid Response Squad, CSP Olayinka Egbeyemi, Alobo could not give satisfactory answers to prove that he was a serving member of the Force.
 
Preliminary investigations revealed that he was dismissed from the Force in 2020 for desertion. Upon further investigation, it was discovered that since his dismissal, he had been in the criminal act of escorting cars and trucks conveying goods to any part of Lagos for a fee.
 

Meanwhile, the Commissioner of Police, Lagos State Command, CP Idowu Owohunwa, while commending the RRS for their achievements, has warned those impersonating police officers in Lagos to reconsider their actions or be prepared for a tough time henceforth.


The suspect will be charged to court at the conclusion of investigation.

"While we cannot say that media houses are impeccable when the issue of fake news is raised, but I can say that NAOSNP has maintained a level of genuineness that seems to set her apart from the rest, and for periodically hosting meetings of this nature is a testament to the fact that they abhors false information," Adeoye.

"While most people have thrived in trying to bring down banks, NAOSNP has maintained neutrality in reporting matters in the financial institution, especially our bank, Unity," Obiazikwor informed.

The Public Education Officer of the Lagos Sector of the Federal Road Safety Corps (FRSC), Superintendent Route Commander Olabisi Sonusi, in her speech, said that she always get calls from the association to verified any stories concerning the Corps, and that makes it easier for her job.

"I applaud this group. They don't publish until they have called to verify, and that helps to curb fake narratives," she said.

Also, the Deputy Commander Narcotics of the Nigeria Drug Law Enforcement Agency (NDLEA), Mrs. Titilayo Ogunluyi, was not left  out the eulogy that greeted NAOSNP's professionalism in news broadcast, and it's penchant for the fact.

NAOSNP is an association of online news publishers with special bias to security, national interest and need to foster unity among the citizens of Nigeria.
