Politics / Attahiru Jega Asks Nigerians To Vote Out Leaders That Fail Them by Delightikechi(m): 9:53am On Oct 02, 2019
Former Chairman of the Independent National Electoral Commission (INEC) Prof. Attahiru Jega, has urged Nigerians to vote out bad leaders, advising the federal government to use recovered loot to develop national social security to alleviate hardship in Nigeria.

The former INEC boss spoke during a lecture organized by the Hudaibiyya Centre held at the Aminu Kano College of Legal and Islamic Studies in Kano, to mark Nigeria's 59th independence, reports DailyTrust.

He said every Nigerian deserves a better life and it is the government’s responsibility to ensure that.

He said it was unfortunate that responsiveness, leaders’ nonchalant attitude to the masses woes thrive in Nigeria, ‘‘whereas these are what other nations have been fighting to erase from their system. If a leader fails, it is up to the public to ensure that they vote them out”.

Jega added that there is an urgent need for the Buhari-led administration to come up with measures that would address insecurity and instability in various sectors of the nation.

Crime / I Was Arrested For Wearing "We Are All Biafrans" T-shirt - Chido Onumah by Delightikechi(m): 8:53am On Sep 30, 2019
Dib.com.ng - Delight Ikechi

Chido Onumah, a Nigerian journalist and rights activist arrested and detained by the Department of State Services on Sunday evening, says he was arrested for wearing a T-shirt with the inscription: ‘We Are All Biafrans'.

Onumah, who was arrested by DSS operatives at the Nnamdi Azikwe Airport in Abuja, was detained for hours.

He was arrested upon arriving in the country from a trip abroad, at 5pm on Sunday and released about five hours later.

The DSS denied Onumah from seeing his lawyer or any member of his family.

Speaking late on Sunday after his release, Onumah said he was told that his arrest was because he wore a shirt with the inscription: ‘We Are All Biafrans'.

“I was arrested for wearing the T-shirt because the SSS said it is capable of causing disaffection in the country.

“They said some people had issues and had contacted them (SSS) whether I was a part of a group that was planning against the country,” he said.

'We Are All Biafrans', is the title of Onumah’s latest book, published on December 2018, where he wrote about Nigeria, focusing on the need to restructure Nigeria in order to be able to build a united country.

The author has no known links with any of the Biafran groups and has opposed the breakup of Nigeria, calling instead for a restructured the country where power is devolved to its constituent parts.

The DSS has yet to make an official statement on the arrest of the journalist and there are no indications it plans to file charges against him.

Politics / Bauchi Governor Refunds Unicef's N15 Million Meant For Malnutrition Intervention by Delightikechi(m): 7:53am On Sep 13, 2019
Bauchi State government has paid up N15 million as a refund to the United Nations Children’s Fund (UNICEF) for its Severe Acute Malnutrition (SAM) and other interventions in the state.

The state's governor, Bala Abdulkadir Mohammed, approved the immediate refund of N15 million to the State UNICEF Field Office during an
interactive session with its officials led by the state Chief Field Officer, Bhanu Pathak.

The governor was responding to a request by UNICEF for the state government to refund the money not utilized by the Bauchi State Primary Healthcare Development Agency (BSPHCDA) during the last administration, Daily Trust reports.

Senator Mohammed frowned at the spending of N732 million by the previous administration without proper documentation.

He said he would continue to ensure payment of counterpart funding to enable the state to access more interventions from donor agencies.

Governor Mohammed also promised the readiness of his administration to
fill the human capital gap in the state for effective implementation of projects by development partners.

Bhanu Pathak said UNICEF supported the implementation of five programs in health, education, sanitation, nutrition, and child protection.

According to him, the organization has set aside N270 million for the supply of commodities to treat malnourished children.

He, therefore, appealed to the governor to allocate more resources for tackling malnutrition in the state.

Loveth Odah, the police spokesperson in the state, told News Agency of Nigeria that in the attack which occurred on Saturday, four of the victims were beheaded.

“The state Commissioner of Police, Awosola Awotinde, top police officers and the Chairman of Ohaukwu LGA, rushed to the scene on receiving information on the incident.

“We were informed by the people that the attackers came from neighboring Agila community of Benue as they also burnt six houses and killed 20 goats,” Odah said.

According to the police, the beheaded victims are James Aleke, 55, Innocent Agbo, 65, Chukwu Enwe, 46, and Livinus Idoko, 70.

Other residents killed include Ngozi Idenyi, 32, Jonathan Onwe, 10, Ify Aleke, 51, and Susanna Ogba, 54, while one Okeh Nwankwo, 53, is currently hospitalized.

However, the state governor, David Umahi, during a visit to the area on Sunday criticized stakeholders in the area for allowing the killings to continue.

Umahi, who was represented by his deputy, Kelechi Igwe, said, “You should know the people causing trouble in your domains as the traditional rulers should be able to identify those fomenting trouble in the area.

“We are tired of the sentiments coming from this council but seek action because some people wrote an undertaking to the state government, to ensure peace.”

Politics / Nigerians Are Not Criminals, Ezekwesili Tells South Africa - [video] by Delightikechi(m): 4:28pm On Sep 07, 2019
Former Minister of Education and Convener of the Bring Back Our Girls Movement, Oby Ezekwesili, has corrected the notion that Nigerians are mostly criminals and drugs peddlers in South Africa.

Ezekwesili, while speaking during a special panel to address xenophobia at the World Economic Forum in Durban, South Africa, said that 18 percent of the academia in the former apartheid nation are Nigerians.

She said, “I have seen a lot of stories where people are saying Nigerians engage in criminal activities in South Africa.

“Well, I also know that is a single story because 18 percent of those that teach in higher institutions in South Africa are Nigerians.
“Many Nigerian doctors are the ones who serve, provide health services in rural areas of South Africa.

“This danger of single stories must be taken on by the government to de-escalate any further deterioration of the relationship.

“The President of South Africa and his government should place it out there clearly that there would be speedy and conclusive prosecution of those that have been arrested so far for in the latest violence.”

She also said that the South African Government must empathize and engage with the victims of the violence.

Crime / Jamel Nwokoye: Nigerian Jailed In UK For Attempted Rape, Assault (Photo) by Delightikechi(m): 8:13am On Sep 07, 2019
Man jailed for attacking woman with intent to rape her in east London

A man has been sentenced to four years in jail after attacking a woman with the intent to rape her.
Jamel Nwokoye, 30 (07.09.89) of Coronet Street, Hackney was found guilty of assault with intent to commit a sexual offence following a trial at the Central Criminal Court in July.

On Friday, 6 September, he was sentenced to four years’ imprisonment with an extended licence period of four years. He is also required to sign the sex offenders register for life.

The court heard that shortly after 02:00hrs on 27 April 2018, Nwokoye began following a 28-year-old woman as she walked alone along Pitfield Street, Hackney.
As they reached the pedestrian entrance to Shoreditch Park, he ran up behind her and grabbed her hair, dragging her into the centre of the park.

The victim fought against Nwokoye but he responded by repeatedly punching and kicking her in the face and body, while continuing to pull her into the darkness.
Several members of the public overheard the woman’s screams and entered the park to try and find her, while also calling the police.

After several minutes, she managed to wrestle free and was able to run away, following which Nwokoye also fled the scene.

Detectives from the Met’s Central East CID began an investigation and extensive CCTV analysis showed Nwokoye as he began following the victim.
Analysis of his movements showed him wandering the surrounding area for 45 minutes and later led to identification of his home address where he was arrested on 2 May 2018.

He was later charged with assault to commit a sexual offence (rape).

Analysis of his mobile phone also revealed an extensive history of accessing extreme pornographic material with specific themes of forced sex and violence towards women.

In his sentencing remarks HHJ Dodds stated that Nwokoye was sentenced on the basis that the sexual offence Nwokoye was intending to commit was rape.
Detective Constable Mark Longley, who led the investigation, said: “Nwokoye is a sexual predator and the CCTV footage demonstrates that he was prowling the streets of Hackney in the early hours of the morning before he alighted on his victim.

“He subjected her to a truly terrifying ordeal which has caused lasting psychological harm. I hope that with the conclusion of this case she is now able to move forward with her life.

“This case also raises legitimate questions about the availability of so called ‘rape porn’ and the extent to which this may have contributed to Nwokoye’s offending.

“This is commercially produced material which is specifically themed to depict forced sex and violence towards women. It is notable that Nwokoye was accessing this material in the days leading up to this incident some of which bore striking similarities to the assault he would eventually commit.”

Crime / Two Nigerian Visa Agents Jailed For Defrauding US Consulate Of N50m by Delightikechi(m): 2:44pm On Sep 06, 2019
Two Nigerian visa agents have been sentenced to 14 years imprisonment without an option of fine for defrauding the United States Consulate in Lagos of N50m.

The convicts, Adefila Adekunle, 44, and Busari Kabiru, 25, tendered fake visa payment receipts for B1 and B2 categories for 350 applicants.

Chief Magistrate Folashade Botoku of the Igbosere Chief Magistrates Court handed down the judgment on the two men.

The convicts were found guilty of the three-count charge brought against them by the police at the Special Fraud Unit, Ikoyi, Lagos during the trial.

A third defendant, Friday Attah, was discharged and acquitted by the court for want of evidence.

Police counsel, ASP Wewe Adegbayi, had told the court in charge No D/07/2015 that in February 2015, officials at the US Consulate in Lagos represented by the Regional Security Officer, Christopher Cicoria, petitioned the Commissioner of Police in charge of the Police Special Fraud Unit, Ikoyi, over the incident.

Adegbayi said that following the petition, the police swung into action and arrested the suspects.

Adekunle while confessing to the crime, said, “I conspired with Busari Kabiru and Friday Attah to defraud the US Consulate by using one original visa payment receipt for 350 fresh applicants and converted the money to personal use.

“After we paid the normal fee for customers seeking for B1 and B2 visas, we used the visa payment receipts issued by the embassy for other 350 fresh applicants by using a computer to erase the name on the original receipt and replaced it with other names and submitted to consulate officials.”

Nnimmo Bassey, a renown environmental activist, and director of Health of Mother Earth Foundation has canceled a speaking engagement in South Africa.
The cancellation was due to the ongoing xenophobic attacks in the country.

He was due to speak at a conference tagged, 'Financing the Future', which was scheduled to hold on September 10 and 11, 2019, in Cape Town.

Bassey, in a statement issued on Thursday, said, “The hate and the resultant violence against 'others' remind us of the dark apartheid days and appears to underscore the deep disruptions that swirl under the surface of a deeply unequal society.”

The activist added that the violence against Nigerians in South Africa should agitate the entire continent and that the African Union (AU) should urgently step up and play a role in realigning the mindsets of all Africans, irrespective of color or location.

He noted further that it was time for the Nigerian government to draw the line and demand that leaders in South Africa make efforts to improve the lives of its citizens and get the nation to work rather than indulge in banditry and shedding of innocent blood.

While he condemned the horrible attacks, Bassey admonished Nigerians at home not vent their anger on South Africans and associated businesses in Nigeria, stating that two wrongs could not make a right.

The defendants allegedly obtained the money from one Asiya Aliyu Bala, an offense contrary to Section 311 of the Panel Code Act Cap 532 Laws of the Federation of Nigeria (Abuja) and punishable under Section 312 of the same Act.

When the case was brought up for hearing, the prosecution counsel, Maryam Aminu Ahmed, applied that the charges be read to the accused.

One of the count read: “That you Babagana Abba Dalori and Galaxy Transportation and Construction Services Limited sometime in September 2017 at Abuja within the jurisdiction of this Honourable Court with intent to defraud, obtained the sum of 95,530,000 from one Asiya Aliyu Bala, under false pretence that the money would be invested in the business of buying and selling of the of special trip(s) of excavated sand, which pretence you knew to be false and thereby committed an offense contrary to Section 1(1) (a) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006 and punishable under Section 1(3) of the same Act."

Another count said: “That you Babagana Abba Dalori and Galaxy Transportation And Construction Services Limited, sometime in October 2017 at Abuja within the jurisdiction of this Honourable Court, being entrusted with the sum of N15,954,000, belonging to Maryam Halilu Ahmed, dishonestly converted it to your own use and thereby committed an offence contrary to Section 311 of the Panel Code Act Cap 532 Laws of the Federation of Nigeria (Abuja) 1990 and Punishable under Section 312 of the same Act."

Dalori pleaded “not guilty” to the charges.

The prosecuting counsel consequently prayed the court to set a date for hearing and applied that the accused be remanded in the EFCC custody, arguing that the accused is still under investigation by the EFCC and might jeopardize the investigation if remanded elsewhere.

Justice Idris remanded Dalori in EFCC's custody and adjourned the matter until Wednesday for the determination of the formal bail application.
The anti-corruption agency had arrested Dalori for allegedly collecting N7 billion from 20,700 potential investors.

He allegedly lured unsuspecting investors with returns on investment as high as 135 percent and, in some cases, 200 percent.
On 20 June 2019, he was remanded in Kuje Prisons' custody, Abuja, by Justice Venchak S. Gaba of the Federal Capital Territory, FCT High Court, in Kwali for obtaining money by false pretense from one Abubakar Hajara.

A 37-year-old Nigerian man was caught carrying 600 grams of heroin that he shaped in the form of eggs to avoid detection, Delhi Police said on Friday.

Atul Kumar Thakur, deputy commissioner of police (north-east), identified the arrested man as Uchanna Israel Obutt, who had been released on bail in February last year after spending three years in jail in a fake visa case.

The DCP said Obutt had been living in India since 2015 and posed as a tiles businessman to carry out drug dealings. “In 2015, he was arrested by Delhi Police’s crime branch in a case of cheating and under the Foreigners Act,” the DCP said.

Upon his release from jail, Obutt allegedly continued trading in drugs. “Of late, he wanted to expand his drug dealings in the trans-Yamuna area,” said the officer.

Obutt was arrested from the Nand Nagri Flyover in north-east Delhi on Thursday afternoon after the police received a tip-off that he would be carrying heroin with him.

Initially, the police spotted Obutt carrying a crate of eggs in a bag, which he claimed were chicken eggs. But when the police took a closer look, they found it suspicious.

“The eggs were not only brown and a bit larger in size compared to the usual chicken eggs; they also had a rough surface,” said another investigator.

The police checked further to realise that the dozen eggs were actually heroin, whose market worth the police pegged at R 1.25 crore.

Police said that Obutt, who lives in Dwarka in Delhi, has been booked under the Narcotic Drugs and Psychotropic Substances Act. “We are trying to get to the source of these drugs,” said the investigator.

Crime / NDLEA: Indian Hemp Cultivated In 11 Plateau Lgas by Delightikechi(m): 1:13pm On Aug 24, 2019
The Plateau Command of the National Drug Law Enforcement Agency has said that cannabis Sativa (Indian hemp) is currently cultivated in large scale in 11 local government areas of the state.

Principal Staff Officer, Drug Reduction Unit of the agency in the command, Mr. Bello Mumuni, disclosed this in Jos, the capital, on Saturday.

Mumuni also said that the rate of production and consumption of hard drugs in the state had been on the increase.

He said that Indian hemp was before now transported from other parts of the country to Plateau but that the banned substance was now being cultivated in large quantity in the state.

He stated, “As personnel of NDLEA, I can categorically say that the proportion of drug abuse in Plateau is on the increase.

“For instance, initially cannabis Sativa was being imported from other parts of the country to Plateau, later they started cultivating it in Shendam Local Government Area but at the moment, the cultivation has spread to 11 local government areas in the state.

“Plateau as at today is cultivating Indian hemp in large quantity and this is why the NDLEA alone cannot end the consumption of hard substances in the state; the role of community and religious leaders and parents is key in this regard.”

Business / Two Filling Stations, Three Gas Plants Sanctioned By DPR In Delta by Delightikechi(m): 12:55pm On Aug 24, 2019
Two petrol stations and three gas plants in Delta State have been sanctioned for sharp practices by the Department of Petroleum Resources.
The affected stations are Akpos Petroleum Limited, G-Palash Nigeria Limited and Onejire Gas Plant all located in Ughelli as well as Somil Energy and Gas Ltd.

DPR Assistant Director, Operations, Mrs. Gladys Idahosa, led a team on the routine surveillance on behalf of the Warri Zonal Operations Controller, Mr. Antai Asuquo.

Speaking to journalists shortly after the exercise, Idahosa said the stations were sealed over offenses bordering on under-dispensing, operating without valid licenses, expired fire extinguishers and uninstalled gas leakage detectors.

She said that the agency would continue to intensify awareness through routine surveillance to curb anomalies in the downstream sector.

She stated, “In some of the gas plants we visited, we observed that some do not install gas leakage detectors, nor do they recharge their fire extinguishers.

“However, some are up to date; they operate in a friendly environment while only one gas plant sealed was for safety reasons.
“A lot of the gas plants and filling stations are complying with the DPR rules that is why we could only seal very few.”

Crime / Hamisu Wadume: Soldiers Face Dismissal As DHQ Panel Concludes Report by Delightikechi(m): 12:41pm On Aug 24, 2019
Dib.com.ng

Personnel of the Nigerian Army that took part in the killing of three policemen and a civilian in Taraba State may be dismissed any moment from now following the conclusion of findings by the seven-man Joint Investigative Panel set up by the Defence Headquarters, Abuja, to probe the incident.

According to a report by PUNCH, top military sources said the findings were believed to have indicted some army and police personnel as well as a few civilians, noting that the officers and soldiers would likely face court-martial and dismissal, “going by their level of culpability.”

After sitting for three days, the panel concluded its work at the Defence Intelligence Agency, Abuja, during which it grilled army officers, soldiers, policemen, and the suspected kidnap kingpin, Hamisu Wadume.

The panel headed by Rear Admiral Ibikunle Olaiya, has top officers drawn from the police, army, navy, air force, the Department of State Services and the DIA.

The police had on Monday night rearrested Wadume at a hideout in the Layin Mai Allo Hotoro area of Kano State following a manhunt for him following his release by the soldiers, who prevented the slain policemen from taking him to the Command Headquarters in Jalingo, Taraba State on August 6.

A military source said, “The panel had been in Abuja for a few days. They sat at the Defence Intelligence Agency.

“The panel had put its report together. They are going to submit by Monday to the Chief of Defence Staff.

“All the officers and soldiers identified have already been grilled. The outcome and culpability of the personnel will determine their court-martial and dismissal.

“But if they are deeply involved, their trial is automatic.”

Travel / Nigerian Migrants In Germany To Be Deported On Monday by Delightikechi(m): 7:49am On Aug 17, 2019
On Monday, a new batch of Nigerian migrants will be deported from Germany to Nigeria.

The migrants are expected to leave Frankfurt Airport at 8 am and land in Nigeria’s Murtala Mohammed International Airport around 2 pm and 3 pm.

Although the number of migrants has not been ascertained, it was, however, reported that migrants will be picked randomly from different accommodation centers.

Last month two batches of Nigerians were sent back home from the European country.

“The flight will be from Frankfurt on Monday. For those who have been given the information, the plane will take off by 8 am and arrive in Nigeria between 2 pm and 3 pm.

“Those who will be deported will be picked randomly from their different accommodation centers from 3 am till 5 am in different regions and conveyed to a central place and finally to Frankfurt Airport," the Co-ordination Activist for Network Refugees 4Refugees, a political platform for refugees/migrant self-organization based in
Stuttgart, Germany, Rex Osa, told The Nation.

Osa added, “When their asylum application is already expired, they are obligated to leave the country.

“For those who don’t leave voluntarily, they will be given a what is I can translate in English to mean toleration status. This status is not a resident title; it is to show that the person is still there because the deportation is hindered because of one reason or the other.

“These people are picked up early in the morning without expecting the police.

“Some would be picked up from work also. When the police arrive in their rooms, they would be allowed to pack things not more than say 64 kilos. The police will be standing to make sure the person does not
escape.”

The activist urged the federal government to come to the aid of the victims as many of them are coming with a myriad of challenges.
“Among these people are many sick people. Nigeria should be expecting a lot of people who have psychological problems, and people with spinal cord problems leading to paralysis.”

Politics / I Blame Nigerian Government For Police, Soldiers Rivalry, Says Abubarkar Tsav by Delightikechi(m): 7:32am On Aug 17, 2019
A former Lagos State Commissioner of Police, Alhaji Abubarkar Tsav, has blamed the Nigerian government for the continuous rancor among security operatives.

“We are getting towards a state of anarchy. We are in a country where almost everyone is armed. Unfortunately, the security forces have no law guiding the use of firearms.

“What is most embarrassing is the recent killing of policemen by soldiers in Taraba. During our time, if you were armed, unless you were given instruction to shoot, you would not do that. And if you used one ammunition, you would have to write a statement explaining why you did so," Tsav said in an interview with The Nation.

Continuing, the former policeman noted, “Now people use ammunition and nobody challenges them. It is not good at all. If you go to a scene of violence, you should aim at the legs of the ring leaders of the trouble. Once the commander says stop, you return to your former position.

“Now there is no accountability and people do things anyhow they like and nobody cautions them. This is why things are getting worse more and more.”

Blaming the government for the conflict among security agencies in the country, Tsav said, “I blame the federal government for the rivalry among security operatives. Now, every security outfit wants to show the government that it is performing better than the other.

“It is the feeling of superiority and rivalry that is giving rise to this problem. “

Politics / Buhari Sacks Chairman Of Special Investigation Panel For Recovery Of Property by Delightikechi(m): 8:30am On Aug 15, 2019
Okoi Obono-Obla, the chairman of the Special Investigation Panel for the Recovery of Public Property, Chief Okoi Obono-Obla, has been sacked.

President Muhammadu Buhari terminated his appointment via a letter on Tuesday, Daily Trust reports.

The sack letter, according to the newspaper, was delivered to the Solicitor-General of the Federation and Permanent Secretary, Ministry of Justice, Obla’s supervising ministry.

“With the information at our disposal, he will face criminal prosecution on matters related to his alleged financial dealings, as uncovered by the ICPC upon investigation,” Daily Trust quoted a source as saying.

“The government may ask the University of Jos to withdraw his law degree and the Nigerian Law School to debar him from practice.

“This is owing to the conclusion of the ICPC investigation, the recommendations of which were approved in full by President Buhari,” the source added.

The newspaper reported another source as saying: “Actually once when confronted with some of his alleged misconduct and other allegations, Obono-Obla pleaded and was made to sign an undertaking to mend his ways, but no sooner had he signed than he abandoned the undertaking and continued violating the law and regulations in place in the conduct of the work of the panel.

“Following series of violations for which he was queried, Mr. Obla submitted a written undertaking to the effect that the panel under his leadership would only act on a written mandate received from the Presidency, and will seek authorization from the Presidency to undertake fresh mandates in accordance with extant laws of the Federation.

“The main grouse against the panel chairman was that while the panel was supposed to investigate only cases referred to it by the government, according to the law establishing the panel but the chairman has single-handedly taken on cases outside of the panel's mandate and in gross violation of rule of law, including violations of people’s fundamental human rights.

Crime / Nigerian Man Sent Back To Prison Custody For Raping 11-year-old Girl by Delightikechi(m): 8:12am On Aug 15, 2019
A man, David Okotie, was on Wednesday remanded in the prison by an Ikeja Chief Magistrate’s Court in Lagos for allegedly raping an 11-year-old girl.

Chief Magistrate Olufunke Sule-Amzat made the order following an application by the police.

According to The Nation, Sule-Amzat, who did not take Okotie’s plea, remanded Okotie in Kirikiri Prison's custody and ordered the police to send the case file to the director of public prosecutions for advice.

Prosecution counsel, Benson Emuerhi, who made the application, alleged that Okotie, who lives off Highway Patrol Barrack, Ikeja, Lagos, committed the offence on January 15.

The court heard that the case was reported by the girl’s mother at the Gender Section, Ikeja Police Command.

Emuerhi, an Assistant Superintendent of Police (ASP), said the offence violated Section 137 of the Criminal Laws of Lagos State, 2015.

Sule-Amzat adjourned further proceedings until October 31.
