By Chuks Okocha As the race for the Adamawa State governorship election gathers steam, former political adviser to President Goodluck Jonathan and governorship aspirant of the Peoples Democratic Party (PDP), Ahmed Gulak , yesterday expressed doubt over the membership of some aspirants, including former military administrator of Lagos State, Buba Marwa and Marcus Gundiri. Gulak said they had not fulfilled the two year constitutional provision by the PDP for them to be granted waiver as members. Gulak insisted that he was not aware that Marwa, an aspirant under PDP had met the waiver criteria as he joined PDP upon the emergence of the All Progressives Congress (APC). Former gubernatorial candidate, Gundiri, also joined the PDP same time Marwa did. Gulak who disclosed this yesterday at the PDP national secretariat after he picked the expression of interest and nomination forms, also said the former chairman of the Economic and Financial Crimes Commission (EFCC), Malam Nuhu Ribadu, was welcomed to join the PDP provided he was ready to eat his vomit over negative comments he made against PDP. The former presidential aide said that President Goodluck Jonathan was aware of his ambition as he had intimated him before picking his forms. The PDP has billed its Ward congress for September 1 and party primary on September 2014. Commenting on the waiver of Marwa and other aspirants, Gulak, who cited section 50 of the PDP's constitution which provides a two year period for waiver, noted "I am not aware that Marwa and some others have followed the waiver provisions as contained in the party's constitution as long as anyone wants to contest”. He added, "Procedures for waivers are clearly spelt out in the constitution beginning from the ward through the zonal levels. You must have been a member of the party for two years." On speculated moves by Ribadu to join the PDP, Gulak who described Ribadu as a friend and brother, recalled that the former EFCC chairman was a presidential candidate of the Action Congress of Nigeria (ACN) and was in the vanguard of the APC merger. Gulak while quoting a statement of Ribadu upon the merger of the APC that he would not join PDP even if he was offered the presidential ticket for free said, "if he decides to summersault and eat his words he is welcome to PDP." He continued "he is welcome any time any day, whether in APC or any other party, it is the people that will elect them. Nobody can sit somewhere and decide who becomes governor of a place." On whether he consulted the president on his ambition, Gulak said "Mr president is the leader of party and father of the nation. Everybody is supposed to intimate him on his intention to stand. But he is always by the people and he knows that the voice of the people is the voice of God. Two babies Stolen in Imo StateTheir joy knew no bounds as the family of Mr and Mrs Daniel Duruji as well as 24 years old Vivien Iwuji reunited with their 2 week old babies who were kidnapped few hours after they were born. While presenting the babies back to their parents at the Imo State Police Command Headquarters in Owerri, the Imo State capital, the state police commissioner, Abdulmajid Ali, vowed that the Imo State Police Command would not rest until the issue of child stealing and child trafficking were brought to its barest minimal. The Imo police boss said that three suspects had been arrested in connection to the incident and they are presently cooling their feet in the police cell as investigations are ongoing. While narrating the incidence, the head of the anti-human trafficking unit of the Imo police command, Mrs Elizabeth Okosun, said the police were able to recover one of the babies after a tip-off by a commercial tricycle rider who suspected the shady behaviour of the suspects when they were about travelling with the baby to another state. Vivien Iwuji , a 24 year old student, said that she was deceived by her sister-in-law that a family friend will take care of her baby after delivery not knowing she had the intention of selling her baby. The Imo Police commission appealed to religious and community leaders to furnish the police with adequate information if any woman or family without a history of a recent pregnancy was seen with a newborn baby. Trafficking can be defined as “the recruitment, transportation, transfer, harboring or receipt of a child for the purpose of exploitation”. Reasons for trafficking children include: sexual exploitation, forced labour and/or slavery, domestic servitude, forced marriages, illegal adoptions, and even forced organ removal or human sacrifice. Nigeria acts as a source, transit and destination country for trafficking children to Europe, the Middle East and other countries throughout Africa. UNICEF has estimated that over 1.2 million children worldwide are trafficked each year. The All Progressives Congress, APC, has reacted to the statement made by the spokesperson of the Department of State Security – DSS, on the conduct of Osun governorship election. The party, in a press release on Thursday by its Publicity Secretary, Lai Mohammed said Ms Ogar’s statements were unprofessional and irresponsible and represents the opinion of the PDP. Mohammed wondered why the DSS Spokesperson would describe his movement on the night he was arrested in Osogbo as “loitering’‘ when as a citizen of Nigeria, he has the freedom to move around. The party went further to ask why the DSS did not arrest some other key PDP chieftains who were in Osun and are not indigenes of the state. It described as tissue of lies the allegation by Ms. Ogar that the party tried to bribe the DSS with 14 million Naira before the Osun election, wondering why the DSS did not arrest the official who offered the alleged bribe. “Apparently, Ms. Ogar has never head of a ‘sting operation’ that is widely used by security agencies to catch a person who is committing a crime. The allegation by Ms. Ogar would have been sweet in her mouth had the DSS mounted a sting operation to catch whoever was offering the alleged bribe, and then prosecute him or her,” the party said, calling the allegation cheap blackmail by a conspiratorial organization. Commenting on the deployment of security for election, Mohammed said that “ election is not war, but a celebration of democracy, hence DSS agents should drop their hoods and hide away their menacing guns when next they are posted to police an election anywhere in the country”. ”Was it not publicly announced that the APC was moving its headquarters to Osun to give support for Gov. Rauf Aregbesola? Why didn’t Ms. Ogar question the presence of President Goodluck Jonathan or Vice President Namadi Sambo in Osun when they came too, if she was being fair? It is sad that Ms. Ogar has turned herself to the spokesperson of the PDP by echoing what that party has said on the Osun election. This is unprofessional and irresponsible,” the apc said. APC said by spearheading the mass arrest of its leaders and members in Osun before and during the August 9th governorship election in the state, and by preventing the rally planned by the NLC in support of Gov. Aregbesola from holding, the DSS has decided to pitch its tent with the PDP instead of staying neutral. The party said the questions to ask Ms. Ogar are: ”How many PDP leaders were arrested in Osun? If the rally by the NLC had been planned in support of the PDP candidate, Senator Iyiola Omisore, would the DSS have aborted it? Why must the DSS send hooded gunmen to police an election that is a civic matter? The Nigerian Electricity Regulatory Commission (NERC) has released two draft regulations for the review of tariff and investments in the electricity networks. The chairman of the commission, Dr. Sam Amadi, said the regulations were necessary to ensure a balanced operation in the electricity generation and supply industry. Investors had expressed concerns over increase in the cost of doing business, which will affect effective service delivery in the sector. At a public hearing at the headquarters of the NERC on Wednesday, key players in the energy sector came together to brainstorm on the draft regulations for investments in electricity networks and procedure for tariff reviews in subsequent years. The chairman of the commission told the gathering that the procedure for major, minor and extraordinary tariff reviews and investments are critical towards efficient electricity supply and distribution. The regulatory commission’s boss also spoke on the recent increase in the price of gas, saying it is aimed at increasing capacity and the power generation capacity.
