No. The ranches should be of known locations. Just like govt know business addresses and use it to tax them.

The donation is voluntary. If anyone among the congregation can't afford the school let him save his 'donation' instead of sowing megre N2,000 'seed' and then expecting a hundred fold in subsidy from the church. In seed and havest cycle, you don't sue the earth for not yeilding what it yeilds to your neighbor.

Think of it properly, the only thing they can do to help the poor is scholarship. Once they decide how much they want to give out through scholarship, they simply give the number of student that amount covers the scholarship. The amount being paid by other student who aren't under scholarship is a function of the set standard. What you pay is what you get.

I can sense the confusion of this governor around how to handle the herdsmen issue. It should be a ban on open-grazing and not any grazing. There is freedom of movement on the herdsmen part but there is also land use act in the state's favour.
