It is a joint venture/ an ECOWAS project. Funded mainly by the African development bank, with all stakeholders contributing.
The pipeline project is again similar with funding from multinationals and countries involved. And it is purely a business venture.

Nigeria is the biggest funder of ECOWAS yet so some of Nigerias money goes into its project now
Also you need to read up on the financing of the Nigeria Niger rail line. Not all the funds is coming from Nigeria.....and its a project with great economic potentials....
