Enugu Govt to deploy 5,000 new teachers in January

The Enugu State Government says it will deploy the newly recruited 5,000 teachers to various primary and secondary schools in the state in January 2017. The Chairman of the state’s Post-Primary School Management Board (PPSMB), Mr Nestor Ezeme, made the disclosure on Tuesday at Queen’s School Enugu, during the scholarship award for winners of an essay competition by the school’s old girls. Ezeme said that the move was part of Gov Ifeanyi Ugwuanyi’s efforts to improve education in the state. The chairman also announced the abolition of special or miracle centres for the West African Senior School Certificate Examination (WASSCE) in the state. “Henceforth, all SS2 students must write their WASSC examination in their respective schools and any SS2 student who leaves the school to write the examination elsewhere will not be accepted by any school in the state. “Let me warn that any school principal found admitting SS3 students will be sanctioned by the government,’’ he warned. Teacher Ezeme commended the Queen’s School, Enugu Old Girls Association for instituting the scholarship award for 13 exemplary students, urging them to do more for their alma mater. He also congratulated the winners of the awards for making their school proud and advised them to work harder and win more prizes. Earlier, the representative of the US branch of the old girls association, Miss Nkechi Ugwu, said that they conducted an essay competition for 30 students of the school. Ugwu said that five of the students who performed excellently received N100,000 each, while eight of them that also did well got consolation prizes of N25,000 each.

New vehicle assembling plant to generate 750 jobs in Enugu


About 750 new jobs will be created between now and August next year when a Chinese firm Hawtai rolls out its Sports Utility Vehicles (SUVs) to be assembled at the Eastern Vehicle Assembling Limited (EVAL) in Enugu.

This is as research conducted by the company indicated that at least thirty percent raw materials input sourced locally would form part of assemblage of the 24th century stock of cars.

EVAL Managing Director, Sir Joseph Okechukwu, who stated this in Enugu recently, added the firm was investing about five billion Naira into the project in line with the Federal Government’s effort to localize industries.


He stated that President Muhammadu Buhari would on December 10th inaugurate the project sitting on 50 hectares of land at Egede, Ninth mile, Udi council area, adding that the vehicles are 100 percent steel construction.
“The project is one of a kind because the vehicles we are about to bring into Nigeria, is a twenty four century technology vehicles. They are 100% steel construction. This is in partnership with Hawtai in China. The vehicles are highly technological. It will for the first 3Greal time system vehicle,” he stated.

Okechukwu, who was part of the Federal Government’s delegation during President Buhari’s visit to China, added that the interest in the Hawtai range of cars increased after the visit where the delegation discussed with officials of the company.

“Haitai Motor Group, are the only Chinese Vehicle manufacturer with 10 years experience in SUV production, largest clean diesel, and Intellectual property right on automobile. They intend to develop our own local materials to support the industry which has a time frame. They will reduce our dependence on foreign components. We are going to have supporting industries that will help in the components of the vehicles. They are bringing quality vehicles not fiber. Affordability is the key and the vehicles are covered with five years warranty and they intend to have Showrooms in all the six geo political zones staring with southeast”, he said.

Ugwuanyi proposes N105.79bn budget for 2017 fiscal year

Governor Ifeanyi Ugwuanyi of Enugu State on Friday presented a budget of N105.7 billion for the 2017 fiscal year to the state assembly.

Speaking during the presentation, Ugwuanyi said that the budget, tagged ‘Budget of Economic Recovery and Inclusive Development,’ was aimed at injecting life into the economy of the state.

He said the budget represented a 25 per cent increase over the 2016 appropriation which stood at N85.17 billion.

The governor said the sum of N55.19 billion, representing 52 per cent of the total appropriation, was for recurrent expenditure while N50.52 billion, representing 48 per cent, was for capital expenditure.

Ugwuanyi said the 2016 budget had a total sum of N43.795 billion for recurrent expenditure while N41. 443 billion was earmarked for capital expenditure.

“In 2017, the sum of N71.371 billion is our expected recurrent revenue while the recurrent expenditure is N55.197 billion.

“We expect to raise this sum through aggressive revenue drive without placing much burden on the residents of the state,” he said.

The governor said the budget would build on the successes of the 2016 appropriation by improving on human and infrastructural development in the 17 local government areas.

“We shall leverage on public-private partnership to expand all sectors of the state economy, especially in agriculture, health, real estate, education and others.

“We will institutionalise transparency in the delivery of good governance in the state,” he said.

Ugwuanyi said the state government made modest efforts in building a sustainable economy in 2016 and hoped to fund more than 50 per cent of the 2017 budget from internally generated revenue.

“We are targeting N2 billion as our monthly internally generated revenue in the 2017 fiscal year.

“This budget is our plan for the economic recovery of the state and with prudent management we shall realise our dreams and I wish you give it accelerated passage,” he said.

Responding, the Speaker of the assembly, Chief Edward Ubosi, promised a speedy and assiduous passage of the budget.

“We shall also discharge our oversight functions in the monitoring of the implementation of the budget,” Ubosi said.

Nobody is saying the Governor isn't doing any thing at all. It will be silly to do so. We're only comparing him to his immediate predecessor and we have to say it the way it is. We have gone so far in Enugu not to maintain a certain level of developmental strides. Currently, Ugwuanyi is living up to the expectations a lot of people had for him. We're hoping he is still strategizing and will do better subsequently.

breaking ceremony of the Enugu Free Trade Zone, ENPOWER FTZ, last week, were impressed with the turnout of dignitaries and the motivation of the citizenry towards actualizing an economic hub in South east Nigeria even as the state government is also planning another industrial park in Enugu which will be the biggest foreign investment south of the Sahara, propelled by a Chinese private investment.



Saturday Vanguard gathered that after a careful survey of economic activities in Africa, a Chinese group known as GoalMark group, traced most of the Sino-Nigerian trading activities to the people of South East, Nigeria and decided to set up an industrial park in Enugu state. The public-private sector imitative is a project between the state government and the prospective investor – Goalmark group of Beijing- China through the coordination of a Nigerian company- Superjet Industrial Company Limited based in Enugu.



Gains of investment

During the signing ceremony of the MoU, GoldMark group’s delegation from China led by one Mr.Lin Feng said “the company decided to go ahead with the project after a careful study from which we confirmed Enugu as a suitable place for it. The project which will cost billions of dollars to complete will bring massive investments to Enugu from all over the world and ensure the tremendous improvement of the economy of the state and environs.

Most Chinese companies shipping goods to Africa will move down to Enugu and set up base within the industrial park from where they will distribute or export to other African countries.” Going by the proposed investment, the Industrial park is to comprise investments in such major areas as coal mining, power generation from coal and water treatment plants as well as cassava and rice processing concerns.

The Industrial park is made up of various zones such as a Residential zone that would warehouse a well serviced residential estates with over 20,000 housing units comprising of flats in high rise apartments of 35 floors each and duplexes; a Free Trade Zone; a Commercial Zone covering a modern 500 shops wholesale, warehouses, shopping complex, malls, bus terminals, sports recreational facilities, office spaces on several high rise buildings, hotels and more; an Industrial zone designed to accommodate light, medium and heavy industrial complexes with a capacity to host over 250 industries and the industries will be provided with state of the art environment for indigenous and foreign industrialists.

It will also accommodate an Agricultural zone, a large area covering over 700 hectares of land for modern and high yield crop and live stock production complete with modern abattoirs and produce market that will also serve as a training environment for local farmers; There will also be power infrastructures providing 24 hours power for both the residents and industries from a 300 mw thermal power plant powered by coal. Also included in the plan is for an establishment of a specialized school for training of manpower to handle the various investments that the park will be attracting.



Ugwuanyi’s foresight

Governor Ugwuanyi had since May this year developed road to the site through Nchatach-Nike including other communities of Oruku, Akpuoga-Nike, Owo and Amechi-Idodo. The Governor severally went to the host communities to resolve the issue of the 2, 632 hectares land acquisition for the project. The President General of Nchatacha community, Chief Fredrick Edeh, confirmed to Vanguard on Ugwuanyi’s effort at reaching amicable resolution with the host communities which brought about an access road developed to the site of the project.

The General Manager of the facilitating private investor company, Superjet, Mr. Emeka Ugwu, who was at the ground-breaking ceremony of the Enugu Free Trade Zone, said that the ENPOWER FTZ would not affect the proposed Enugu Industrial park but would rather complement each other. He stated that the Chinese decided to set up the industrial park because of the interest of the people of the south east in industrialization. “It is a real estate development designed to gather critical infrastructure in one locality so that the aggregated infrastructure becomes cheaper.



The choice of Enugu

“It’s like a new city to contain 250 factories and will also house residential estates. The choice of Enugu for the location is because the state is strategically located for access by 26 out of 36 states within 24 hours and the state hosts an international airport. We have acquired the mining lease for coal which will be used to fire the power for the industrial park.

Our social responsibility includes scholarships, employment, trainings and will take care of host communities and government will take care of revenue generation through personal income tax. In the next 6 to 8 years everything will take shape,” disclosed Ugwu. It was based on the unprecedented industrial revolution and economic activities coming in the state that Governor Ugwuanyi requested from the Federal government to commence construction of a second runway at the Akanu Ibiam International airport.

He stated that the establishment of the Free Trade Zone has created an urgent need for the construction of a second runway at the airport in order to accommodate the expected increase in air traffic. “We therefore invite the Federal Aviation Authority of Nigeria, FAAN, to present to us, a plan for this project and we affirm the availability of land required for its actualization.

We further appeal to the Federal Government to ensure that the Airport meets with all internationally accepted standards especially by extending and resurfacing the existing runway and installing or building facilities that would improve night operations and accommodate heavier aircrafts that are normally used for international and intercontinental travels.



Offers galore

The Deputy Head of Mission at the Czech Republic Embassy in Nigeria, Mrs. Hana Klucarova, who was at the function said that her country would partner and work with the Enugu State government in order to make the free trade zone a success. Also speaking, the Managing Director and Chief Executive Officer of the ENPOWER FTZ, Engr. Emeka Eneh, said the project would stimulate trade and investment beyond oil when operational as well as provide massive opportunities for employment.

He explained that of the 35 operational free trade zones in the country, Enpower Enugu Free Trade Zone located near the Akanu Ibiam International Airport Enugu and its 9th Mile Corner annex is the first free trade zone to be established in the South East zone.



Visionary leadership

The state commissioner for commerce and Industries, Mr. Sam Ogbu-Nwobodo said “The state government is enhancing the Private public initiative designed to mop up most of the unemployed youths in the state. It’s a great industrial hub that will create 30,000 jobs and will help in diversifying the economy. It’s a unique partnership that allows you process export commodities and has N240b expected direct foreign investment. About 5000 companies will operate the ENPOWER; it is the same manner that China and Dubai were created on free trade zones.

“The specialized industrial clusters to be developed within the free zone areas include the manufacturing centre and whole sale market; the Aviation and Aerospace cluster; the power, utilities and light manufacturing cluster; the Health care park, the Business and Hospital park; Technology and Digital Media Park; and the Chemicals and Agribusiness cluster.”

I think this is the right thing to do. If i can get an APGA party candidate make a promise to give my Nomeh village road an asphalt finish, I will throw my resources in his support. PDP seems to be going deaf in Enugu. These guys are becoming too comfortable in their inefficiency.

Spyder, I feel ur pain, but the truth is that there are many communities scatteredall over Enugu state that lack basic infrastructure. My community did not have any motorable road until last two years when we had the opportunity of producing the chairman.

The News Agency of Nigeria, NAN reports that Enugu State Government says it has earmarked four completed road projects for inauguration in December as part of efforts to open up the state and deliver the dividends of democracy to the people.

The Chairman of the Enugu State Urban Renewal Committee, Mr Chris Offor, disclosed this to the News Agency of Nigeria (NAN) in Enugu on Monday.

“The roads completed are: Post Office Roundabout-Odenigbo Roundabout-Ogurugu-Ikenga Hotel Junction Road and the Obechara Junction-Umuakashi-Mechanic Village-Ikenga Hotels Junction Road both in the University town of Nsukka.

“Others are: Amaeke-Ngwo-Nsude-9th Mile By-pass road in Udi Local Government Area and the Airport Roundabout/Orie Emene road in Enugu East Local Government Area.

“This is apart from the numerous ongoing development projects, especially rural road projects and other people-oriented projects across the state,’’ he said.

The chairman noted that the projects for inauguration were spread across the three senatorial districts of the state.

He added that the completion of the roads was an indication that the present administration in the state was committed to the principles of justice, equity and fairness.

“These roads cut across the three senatorial zones of the state in line with Gov. Ifeanyi Ugwuanyi’s inaugural address to ensure that developments are equitably distributed in the state.’’

Offor, who said that he had inspected the completed road projects, expressed delight at the quality of work and the commitment of the contractors handling them.

“I must commend the governor for his insistence on quality projects and prudent management of the state’s lean resources.’’

The chairman, however, appealed to communities that were yet to witness development to exercise patience, reassuring them of the governor’s determination to attend to their needs, in spite of the current economic recession.

NAN recalls that the state government, in October, inaugurated roads, markets and water projects across the state, including Nike Lake Road and Abakpa-Nike Road projects.

Enugu Free Zone Set To Attract $500m FDI, Generates 20,000 Jobs

The Enugu Free Zone is being structured to attract up to $500 million dollars (N240 billion) worth of foreign direct investments (FDI) from leading global manufacturing companies, as well as create 20,000 jobs.

Investment groups are scheduled to gather for a ground breaking ceremony of the Enpower Free Trade Zone (ENPOWER FTZ), which is expected to drive investment around the facility.

The event is scheduled to be hosted by Governor Ifeanyi Ugwuanyi of Enugu State on November 24.



Activities of the industrial clusters hosted in the free zone are also expected to create over 20,000 jobs across three major regions in the country.

Licensed by the Federal government to operate as a free trade zone in December, 2015, ENPOWER FTZ is a Public-Private initiative with the Enugu State government offering international and domestic investors the benefits of connecting to business opportunities from the South-Eastern cluster, which according to Canback & Company and the McKinsey Global Institute, is the second largest economic cluster in Nigeria, outside of the Lagos Cluster.

Governor Ugwuanyi and his government’s private project developers are positioning the free trade zone project as the biggest private sector investment support to the government’s economic recovery efforts.

Enpower is affiliated, as a full voting member; to the Dubai-based World Free Zones Organization (WorldFZO) and the Africa Free Zones Association (AFZA) respectively. It intends to function as a certified SMART-SUSTAINABLE & SAFE free trade zone.

The investment promoters intend to provide uninterrupted power supply via an embedded power arrangements, certify the free zone’s infrastructure and operations to globally accepted standards, operate the free trade zone as a one-stop investment destination by integrating all free zone operations with the documentation and cargo handling, customs, immigration administration processes to achieve an Ease of Doing Business rating equivalent to that of Dubai.

Besides, the ENPOWER FTZ is to host Africa’s first ever Nigeria-China “Dragon Market”, the second such manufacturing and wholesale centre, after the famous Dubai Dragon Market. Dragon Mart Dubai is the largest trading hub for Chinese products outside mainland China.

The industrial park also gives access to markets covered by the Economic Community of West African States (ECOWAS); South East Asian countries including China, India and Malaysia; the European Union including Czech Republic and Germany; and the untapped industrial heartland of South-Eastern Nigeria especially the commercial cities of Onitsha, Nnewi and Aba.

ENPOWER Free Zone is designed to accommodate up to 500 companies located in two Free Zone Areas at The Ninth Mile industrial area and the Akanu Ibiam international Airport.

The specialized industrial clusters to be developed within the free zone areas include the manufacturing Centre and whole-sale market; the Aviation and Aerospace Cluster; the Power, Utilities and Light Manufacturing Cluster; the Health Care Park; the Business and Hospitality Park; Technology and Digital Media Park; and the Chemicals and Agribusiness Cluster.

Through the North-East rail line, EMPOWER FTZ also offers export-processing opportunities for farmers and agro-allied producers in the northern part of the country to harness, upgrade and convert farm produce to finished goods.

Governor Ugwuanyi who consolidates on foundation efforts of former Governor Sullivan Chime on the project boasts that the ground breaking ceremony for the facility would bear the first set of investment fruits which will give highly needed momentum to his government’s economic diversification programme.

According to him, “Enpower FTZ has put in substantial efforts into attracting specific, targeted high-profile investors right from the outset. These anchor investors play an important signaling role to other potential investors, and we expect them to attract a network of suppliers and partners.”

The first set of investors with proposals for investment includes Air Stream Aviation Company which has committed to setting up a maintenance, repair and overhaul (MRO) facility for all the services relating to assuring aircraft safety and airworthiness. MROs play an essential role in sustaining the world’s airline fleets. It is estimated that the global market for MRO is worth up to $50 billion.

Also, Ethiopian Airlines is committed to setting up a regional Air Cargo hub at the Akanu Ibiam airport to support operations of Enpower FTZ.

The airline is the largest airline in Africa and currently the only airline operating international flights into the Akanu Ibiam Airport.

Zetor Tractors has committed to set up an Agricultural tractors manufacturing/Assembly plant with an initial capacity of 3000 units per annum for both Nigerian and export markets.

Chairman of MDACI Marcel Dione, A Czech based investment consulting company, noted that the Zetor plant will manufacture tractor units and accessories for sale not just in Nigeria, but across their Sub-sahara African market.

He restated that his company is facilitating financing as well as technology-transfer through a hybrid manufacturing business model.

“Zetor joins a growing list of companies from Europe, India, China and the United States as well as local breweries and a major truck assembly plant, who have committed to locate their projects in the free zone project.”

Enugu plans additional 500 low housing units

The Enugu State government has concluded plans to construct an additional 500 housing units for low income residents of the state. The new housing project, to be sited at Akpuoga-Nike, is in addition to the first 100 housing units that were recently handed over to civil servants in the state. State Commissioner for Housing, Charles Asogwa, who made this known in a statement signed by the ministry’s Public Relations Officer, PRO, Cletus Eze, also stated that the state government has the interest of the indigent and low income groups at heart; he added that this motivated the Governor Ifeanyi Ugwuanyi administration to embark on affordable housing for all classes of residents.

I'm slightly disappointed with the current governor of Enugu state. It looks like he has totally abandoned the Enugu metropolis. The coal city which used to be one of the most beautiful and functional cities in Nigeria is now becoming a shadow of itself. Dust everywhere, roads riddled with potholes, traffic lights nonfunctional, street and roadside traders taking over everywhere and no landmark infrastructural project since taking over. Pls those who are close to the governor should bring this to his attention.

I share ur sentiments bro, I was in Enugu last weekend and was highly disappointed by the decay in public infrastructure in the city. Most of the roundabouts are now eyesore. I think he need to change his commissioner for Enugu capital city development; the city needs creative person to maintain and improve the existing infrastructure

Enugu LG seeks foreign investors for its palm wine business
Igbo-Eze North Local Government Area, Enugu State, on Friday said that it would soon seek national and foreign investors that could partner it in processing and packaging its palm wine for consumption and export.
The Caretaker Chairman of the council, Mr Uwakwe Ezeja, said at the ongoing Nsukka Trade Fair, tagged “Nsukka 2016’’.
The theme of the 10-day fair, is “Promoting Small and Medium Enterprise Scheme (SMES) and Agriculture for National Economic Recovery. “Ezeja said that the council had a lot of palm wine trees, adding that the climate of the area was good for producing the product from its vast plantations.
“Our palm wine is among the best in the country and it tastes fine when consumed.
“We have thousands of these palm wine trees all around us in the council area.’’
Ezeja said that the council lacked the financial muscle to harness it and showcase it to the rest of the world.

“Hence, we are using this trade fair as an opportunity to showcase it and give free sample to everybody that comes to our council’s stand.
“Most especially, we are calling on both local and foreign investors to come and invest in the processing and packaging of this wonderful gift of nature which we have in abundance in our council area.
“As a council, we are ready to assist any investors to achieve their target of marketing and exporting our palm wine, “ he said.
Ezeja noted that investors could also invest in farming as the council remained one of the food baskets of Enugu State.
“A vast portion of our land is still fertile and remained virgin to enhance agricultural production.
“In short, no investment in agriculture and agro-allied investments in the council will ever be regretted, “ he said.

Vacate all public roads immediately – Enugu government orders traders

The Enugu State Government on Monday decried the conversion of many roads in the State into market places.

Observation showed that several roads in the State had become impassable owing to the activities of the traders.

It, therefore, vowed to clamp down completely on defaulters to ensure that sanity was restored across the State.

Commissioner for commerce and industry in the State, Hon. Samuel Ogbu Nwobodo gave the stern warning as he led a government team round some areas in the State.

The team made up of the commissioner, three council chairmen within the Enugu metropolis, the President of Enugu Traders’ Association, among others, carried an on the spot assessment of the level of incursion into the roads by traders.

Apart from street trading, the committee, which was set up by Governor Ifeanyi Ugwuanyi, equally took interest in all the railway crossings across major roads in the State.

Places visited included the Mayor Market, the Garki Market, the Timber Railway crossing, all in Enugu South; Agbani Railway crossing in Nkanu West, Emene Railway crossing, Abakpa Market in Enugu East as well as Ogui Junction in Enugu North.

DAILY POST reports that Abakpa was the worst hit as almost all the streets within the Market area have been turned to open shops, blocking them completely against traffic.

Further observation at the Railway crossings showed that the barriers have either malfunctioned or never existed at all.

Addressing journalists at the end of the exercise, an enraged Nwobodo said the government would come out in full force to ensure that the roads were cleared.

He stated that apart from obstructing vehicular movement, the situation equally posed great danger to lives and property of the people.

“What we saw today is quite a bad sight and it cannot stand. One can’t imagine a situation where roads have been completely turned to shops.

“These are all tarred roads but you can see that traders have completely taken over; it is even hard to know that there are roads here. I don’t know how it got to this point.

“So, we have come to tell the traders to have a re-think. The local government has promised to help them get shops but even if they don’t have shops, it doesn’t give them the right to convert roads to market.

“This situation is not good for the road users; it is also not good for road users because a vehicle may develop brake failure and there will be mass casualty. If such thing happens now, it will seem like government is not doing what it is supposed to do.”

He added that “we are here to sensitize the people because government is interested in their welfare. We advise them to quietly vacate government roads; they should go into the market.

“However, if they fail to adhere to this warning, there will be enforcement; it is obvious we have to do the right thing as a government.”

In their separate remarks, the chairman of ALGON in the State, and caretaker chairman of Enugu East, Hon. Cornelius Nnaji, who spoke on behalf of his counterparts, the Caretaker Committee Chairmen of Enugu North and Enugu South, Isaac Igwe and Sunday Ugwu, respectively, assured that they would collaborate with the State government to ensure that the ban on street trading was totally enforced.

Meanwhile, all the market leaders in the areas visited revealed that all the previous efforts they made to remove the traders from the roads were unsuccessful.

Excitement as Ugwuanyi flags off 35 projects across the state

In a move to extend the frontiers of development to the rural areas, Governor Ifeanyi Ugwuanyi of Enugu State yesterday flagged off an unprecedented number of infrastructural projects across the 17 Local Government Areas of the state.

The flag off ceremonies for the projects, which comprise 25 roads, water schemes, electricity, hospitals, buildings, among others, according to the governor who was represented at the various sites by members of the State Executive Council, was in keeping with his administration’s promise to drive development to every corner of the state with the aim of creating more urban centres to boost economic growth and improve the lives of the people.

Ugwuanyi noted that the events not only represent a concrete step towards the implementation of the projects, but also “stand as another practical demonstration and capacity to fulfill our promises to the people of Enugu State, despite the severe economic constraints facing the country today”.

The governor said that in line with his administration’s grassroots development initiatives, the state government had earlier commenced the construction of eight major roads across the state, adding that its commitment to execute development projects in each of the 17 Local Government Areas of the state for the year remains sacrosanct.

According to him, “each of these projects was identified and specified by stakeholders in the respective Local Government Areas where they will be executed,” noting that two projects would be executed in each of the Council area in the first phase.

In each of the Council Area, it was an exultant mood as the people who turned out en masse to witness the ceremony applauded Gov. Ugwuanyi for his vision and steadfastness in extending development to the rural areas.

Enugu to take over property used by kidnappers

Enugu State Government is set to amend its Criminal Code to provide for the seizure of any property used as a hideout by kidnappers, the Commissioner for Information, Dr Godwin Udeuhele, has said.

Briefing newsmen on Saturday in Enugu on the outcome of the state executive council meeting held late Friday, Udeuhele said the move was to deter kidnappers.

He said the council had empowered the Attorney- General and Commissioner for Justice to forward an amendment bill of the state’s criminal law to the state legislature.

“Approval was given to the amendment of Section 315 of the Criminal Code Law, 2004 of Enugu State that was amended in 2009.

“The latest amendment provides for additional punishment of demolishing buildings used in the imprisonment of kidnap victims in order to deter kidnappers and their accomplices from this nefarious act.

“If kidnap victims are traced to a building and you are found guilty upon determination of the case, such building will be demolished and government takes over the piece of land. No compensation,” he said.

The commissioner said that the move would make developers to be more conscious of their uncompleted projects, which unknown to them, could easily be turned to den of kidnappers.

“If you built your house and left it porous for kidnappers or connive with them to use such buildings to hide their victims and you are found guilty, government pulls it down and takes over,” he said.

Udeuhele said that approval was also given for the upgrade of the Institute of Management and Technology (IMT), Enugu to a multi-campus and degree awarding institution to meet the socio-political and economic needs of the state.

He said that a draft bill to that effect would immediately be forwarded to the state assembly to be passed into law.

“If IMT becomes a multi-campus system, other branch campuses will be opened in different locations of the state.

“Instead of concentrating everybody in the metropolis, thereby, increasing house rent, you send them to different locations. Maybe each zone will have one or two faculties,” he said.

He said that the move was praise-worthy as the state government already had two polytechnics.

The commissioner said that the State Polytechnic in Iwollo, which currently awarded only OND and HND in agriculture related areas, had applied for the accreditation of more conventional courses.

“Council also approved the award of contracts for the rehabilitation of additional 20.9km of roads in the state.

He said the roads were Opi-Obollo-Affor and 9th Mile Corner internal roads, to be built at the cost of N1.36 billion.

Udeuhele said that N122.22 million was approved for the supply of 10 new 200 KVA sound-proof diesel generators for street lights.

He said that the council also approved Oct. 15 as the date for the launch of the 25 road projects, buildings and water projects to be embarked on in the 17 local government areas. (NAN)
