"Latest professional certification for an individual", I always advise people to avoid taking or following the train if they don't have or know their stop station, anyway most of the certs available (such as CCNA, CCNP, NRS-->Alcatel)are geared towards the IP area of telecoms but for most other areas such as RF, Transmission, Core Network .e.t.c you would need hands-on experience.
