I have never visited "diaries" section since I joined nairaland. But I just clicked on "diaries" and still found out I can create a new topic.

You can try it yourself, got to a section you have never gone to and see if you can create a new topic

not true, there is a section for every topic. Though the mods will eventually move every wrongly placed threads to their appropriate sections.
