THE FUEL PRICING DEBATE: OUR STORY
I have read the various observations about
the fuel pricing regime and the attendant
issues generated.
You have all certainly raised strong points.
The most important issue of course is how to
shield the poor from the worst effects of the
policy. I will hopefully address that in another
note.
Permit me an explanation of the policy. First,
the real issue is not a removal of subsidy. At
$40 a barrel there isn't much of a subsidy to
remove.
In any event, the President is probably one of
the most convinced pro-subsidy advocates.
What happened is as follows: our local
consumption of fuel is almost entirely
imported. The NNPC exchanges crude from its
joint venture share to provide about 50% of
local fuel consumption. The remaining 50% is
imported by major and independent
marketers.
These marketers up until three months ago
sourced their foreign exchange from the
Central Bank of Nigeria at the official rate.
However, since late last year, independent
marketers have brought in little or no fuel
because they have been unable to get foreign
exchange from the CBN. The CBN simply did
not have enough. (In April, oil earnings
dipped to $550 million. The amount required
for fuel importation alone is about
$225million!) .
Meanwhile, NNPC tried to cover the 50%
shortfall by dedicating more export crude for
domestic consumption. Besides the short
term depletion of the Federation Account,
which is where the FG and States are paid
from, and further cash-call debts pilling up,
NNPC also lacked the capacity to distribute
100% of local consumption around the
country. Previously, they were responsible for
only about 50%. (Partly the reason for the
lingering scarcity).
We realised that we were left with only one
option. This was to allow independent
marketers and any Nigerian entity to source
their own foreign exchange and import fuel.
We expect that foreign exchange will be
sourced at an average of about N285 to the
dollar, (current interbank rate). They would
then be restricted to selling at a price
between N135 and N145 per litre.
We expect that with competition, more private
refineries, and NNPC refineries working at full
capacity, prices will drop considerably. Our
target is that by Q4 2018 we should be
producing 70% of our fuel needs locally. At
the moment even if all the refineries are
working optimally they will produce just
about 40% of our domestic fuel needs.
You will notice that I have not mentioned
other details of the PPRA cost template. I
wanted to focus on the cost component
largely responsible for the substantial rise,
namely foreign exchange. This is therefore
not a subsidy removal issue but a foreign
exchange problem, in the face of dwindling
earnings.

The tale of two subsidy removal: Subsidy removal under Jonathan was meant to cover up 2 trillion scam; but subsidy removal under Buhari is meant to stop scam and put things right. Facts: Subsidy was N673B in 2010.... Suddenly, under d Angel of Corruption in 2011, Subsidy jumped to N2.19trillion.....How? Explain.... The next move to cover up trillions looted in his first year was "subsidy removal".....Thank God we resisted the move, at least it was not available for him to share it with Dasuki, Diazeni, Bank CEOs, Miliatary service chiefs, eligious thieves across... That resistance led to Farouk Lawal panel....Farouk was getting too close to the root of ds scam called subsidy through NNPC... Then the need to use greed as a bait to halt d panel. Otedola, a private citizen, had all money used to bribe Farouk marked, and also recorded the scene...Simple FG was involved.. So Farouk the greedy guy fell for it. But instead of picking up Farouk, the entire panel and their findings went with it... Five years of oil boom, they can't build one refinery, yet shut down the available 3 refineries so as to share more loot via "inflated imported figures"... That was the real issue then... The real issue now is obvious: We can't afford it again. PMB is dealing with the corruption the hero instituted, You don't have to like his face, or who has not been picked up in APC. What you still can't deny is that those picked up have not denied it... Just within 12 months under PMB, efcc has recovered over N600B...Yea! Within 7 months, Kachikwu has shown us that those refineries can work, just within 7 months.... I trust PMB, I trust Kachikwu. I know they will use the money saved from this opportunity to revive and build local refineries... Then, there will be no need to import again, then the price will surely be cheaper... Deal with it, if you don't like his gut, wait till 2019. Well, if PMB messes up, I will also join you to wail against him in 2019.. But your fear is that Nigeria will eventually work under PMB without your support... Great leaders are scarce in Nigeria, not because of the excess demand of the following of such leaders but because the Nigerian masses have not particularly called out, in the way they ought to, for great leaders. As a people, we seem to be a lot certain about what we do not want than we are about what we do want. And those that genuinely care about this country have left those who do not care about our collective progress and prosperity to determine its reality of politics and governance. My last three articles on this column have focused on critiquing the current administration of President Muhammadu Buhari and the reactions have shown a few things. There are those who just do not care, they want this administration to fail by all means. To them, praising the government for what it gets right is wrong, knocking the government to make it do better is wrong, in fact, one’s very existence is wrong all because these people feel Nigerians should have stuck with the last administration of Goodluck Jonathan. Some of us continue to be hated because we continue to be seen as partly responsibility for why the administration was deservingly voted out. Let us take a look at Nigeria going into the elections; unprecedented years of oil boom marked with unprecedented borrowing, depleted foreign reserves, monumental corruption, Boko Haram ascendancy marked with territorial occupation of parts of Nigeria, outright failure of government. That was a government that deserved to be voted out, even if it was running against a vacuum. At least, a vacuum would run like an auto-pilot without borrowing an average of $1b/month, not to mention the now discovered dasukieing of resources. That the administration that succeeded the above named disaster has not found its feet can never be an excuse to wish we stayed on the path of the supposed “transformation agenda” that was characterised by a weak President and bold rogues with endless power. I need not beat the issue about Buhari’s 10-month-old administration, my last piece did enough to express its shortcomings and why it is condemned to succeed if for nothing but for the trust Nigerians reposed in the President. Do not mistake a critic of the administration like myself for one of the so-called “Wailing Wailers.” In truth, those are irrational haters of Nigeria and everyone who supported Muhammadu Buhari to become President. Haters of Nigeria because their wailing indeed has nothing to do with whatever the current government does or does not do, it has everything to do with April 1, 2015 when their so-called hero was finally shown the way out of power as Buhari was announced duly elected by then INEC Chairman, Prof. Attahiru Jega. Some of us have thrived through the venom of their hatred online since that day and more of it will come. Critics of the administration are different in that it does not matter who they voted or who eventually became President, they are about Nigeria’s interest and the collective prosperity of the Nigerian people. Irrational followers of political leaders have one thing in common; they will always justify their leaders no matter what. Let the Economic and Financial Crimes Commission get a conviction against them, you should not be shocked when they come up with twisted rationalisations of why such persons should never have been tried in the first place. They are also the type to insist things are going perfectly well even when it is apparent to the President himself that things are not. They are two ends of the same coin; they could care less about Nigeria, they just do not want to have their leaders questioned. The rest of us have allowed that to thrive and now the conversation on governance and politics in Nigeria has come football-esque in the sense that you must take a side and stick to your side no matter the argument against the same. It is why football thrives, but it will be the greatest undoing against the need to question our leaders. The rest of us can watch and have Nigeria reduced to the whims and obsessions of irrational followers who simply are about individuals or we can raise our voices and become the force that sidelines such irrational gangs so that Nigeria alone takes the centre stage of our collective interest. We have a responsibility to keep Buhari and co on their toes. It is important to project that responsibility as citizens of Nigeria so that the clear line of separation between those who are just angry and pained about losing out of power and those who just want our country to progress will continue to be defined. If anger over an ordinary election loss has not subsided one whole year after the same, I guarantee a lot of these folks will remain angry for as long as they are out of power. They have a right to be angry, they are in their right to be pained and well in their right to let their existence be defined by a loss that was well-deserved. We, as rational Nigerians, have our own rights too and we must not let the irrational voices of such angry mob crowd out ours. If it does, we will leave the national conversation in the House of Irrational Anger that cannot be pleased either by progress or development. We have ne0-activists who were beneficiaries of the old ways and the old guard, whose silence in the days of monumental corruption could have woken the long dead heroes of activism. We have them today preaching hypocritical common sense that would not survive even the heat of their own establishments where the ACs do not work and rats share space with cinema goers to watch foreign movies while seated, ready to munch on expensive pop corns reserved only for the rich. The new soldiers of the poor who fly private jets but would insist on their public profiles they only do economy on local airline brands. The lovers of youths who when the time came to prove their love decided to relegate the same youths to the backwaters of their celebration, only worthy of cheap drinks even in the midst of plenty to drink and eat – but only for the rich. We can do better than listen to those who insist we must buy Nigeria to grow the naira but would swim through oceans of hypocrisy so they have a book preaching such common sense printed in the United States dollars. Let us be gone with such hypocrisy. We cannot let our voices be that of people who when they got the chance replaced local content on our TV network with foreign shows long forgotten in the countries that made them. Hypocrites are free to be hypocrites, only we must be careful not to swim in the direction of their hypocrisy. We cannot allow those who kept quiet for 16 years and have now replaced the same with 10 months of loud, ignorant and persistent hypocrisy – like one with a badly bent and bruised sense of morality – define our agitations or become our voice of reason. We can be our own voices; we should be our own voices. We should call the system to order, we should scream in the ears of our leaders but we should never let the face of our voices be projected by those who are only about the pain of losses they deserved or the joy of those who just want power and do not care about doing the right thing with it. This Downward economy.. This season of scarce commodities... I remember Joseph and Pharaoh in Egypt. Gen 41:32.. God has shown Pharaoh what He is about to do. Indeed seven years of great plenty will come throughout all the land of Egypt; but after them seven years of famine will arise, and all the plenty will be forgotten in the land of Egypt; and the famine will deplete the land. Just my personal view of the entire scenario: As at today, all we are saying is just a personal opinion, including SANs, nobody can claim authority of their view yet. As at today, no existing electoral law covers d case in Kogi, can't blame d law for such incredible event dt finally happened. 2. The Law is clear about when d deputy can become d Governor...Only if d Flag bearer of d party along with his deputy have been declared winner, nd d flag bearer dies....In D's case, Late Audu was not declared....So knock out dt assumption dt Faleke has a good case in court...Sorry, dt simple...The only case is if Faleke can insist dt INEC has no right to declare d election Inconclusive! 3. The Law is clear about when the political party can replace her candidate....Only in d event dt D Flag bearer of the Party dies BEFORE election commences.. In dt regard, our argument for Bello is flawed by d competent court if d case arises...So u see... 4. At 4:49pm yesterday, 30th September, you acknowledged on your twitter handle that you have received #TheEnvilope that contained #TheList we have been waiting for. Fortunately, today is public holiday as we celebrate our 55th Independence as a nation. This alone is enough to wake the sense of urgency in the house. But to my shock and amazement, you announced that the house will reconvene on Tuesday. Sir, has the Federal Government declared Friday and Monday Public holiday? Apart from impunity, what right do you people have to declare Friday and Monday Holiday for yourselves and yet, expect Nigerians to resume back to work tomorrow. Just before this 8th Assembly lose any relevance that remains, I don't think you are doing us any favor to call your colleagues back to duty tomorrow 2nd of October to start doing their duty for which they were "employed" Sir, please note that Senators are not doing us any Special favor by resuming tomorrow to their duty post. Dr. Ngozi Okonjo Iweala, Nigeria’s former minister of finance said on Tuesday night that the $2 billion she was alleged to have withdrawn from Excess Crude Account without authorisation was used to pay for fuel subsidy on the instruction of former President Goodluck Jonathan. She however said the issue was discussed at the Federation Accounts Allocation Committee (FAAC), a statutory body which is chaired by the Minister of State for Finance in which all the states are represented. The former Minister however said FAAC did not approve the withdrawal. It will be recalled that Nigerian state governors had after the inauguration of the National Economic Council about two weeks ago accused Okonjo-Iweala of spending $2 billion from the ECA, a pool of funds which belonged to the three tiers of government. Adams Oshiomole, the governor of Edo state told journalists that there has been a depletion in the funds from $4.1 billion as at November 2014 to $2.1 billion, even when there was no authorisation for any withdrawal from the funds known to state chief executives. The governors had subsequently set up a committee made up of four of their members to investigate the withdrawals. “Payments made were used for paying for petroleum subsidies for the Nigerian people and were approved by Mr President,” Iweala said in a statement issued by Paul Nwaibuikwu, her media assistant. “Therefore there is no question of mismanaging any resources here,” she added Okonjo-Iweala also said FAAC did not approve such expenditures, but “that all these expenditures were discussed at FAAC meetings attended by Finance Commissioners from the 36 states.” |

Hello House, Pls I need assistance from IT Gurus here. I have a mandate in the office to install a Proxmox Virtual Environment Machine, on which we can migrate all our physical servers into. I have installed the Proxmox VE and it's up and running on the network. The issue now is about how to migrate other servers into this virtual envoronent. We have a server running on Fedora 12, and it has to be moved to this virtual machine; we have other servers running on another promox VE also that need be moved to d new one. The 1st issue is about how to back up ds servers before migrating them in other to avoid disaster. The second issue is about how to move them. Mind you, I read somewhere that I can do live migration from proxmox server to ds new proxmox server but, I need somebody that have gone through this before to be of assistance. Hopefully waiting for the ever progressive Nigerian IT server Gurus! |
