Good to have state police but there are bound to be many challenges. On funding your suggestion will not work. Funding must be taken from the hands of state govts. That means making police funding a first line charge as is done for the judges. In that way, police won't be owed salaries or retirement benefits. Additionally, state CP should become an elective office, same for area commanders and DCOs.restructuring must be total.

Utomi was special adviser on political affairs to Ekwueme and not Shagari. There was wild jubilation following the coup because the economy was in a parlous state worsened by the introduction of austerity measures by the Shagari regime
Without the coup, Ekwueme wouldn't have become the president. He was made VP to Shagari to cement a marriage of convenience. Back then no way the core North will allow an Easterner become the President. There was nothing hidden about it. The powerful Northern block made it very clear of their intention to hold on to power. As it was then so it is now. The Ibo's were content with such slavish alliance deluding themselves that one day, the Fulani oligarchs will give them a pass. They gladly accepted to play a secondary role so long it brings them nearer the central govt than the Yoruba's.

The Constitution says a public/civil servants should resign at least 30 days to the day of election. Fayemi's resignation was before June 14 (election is July 14). It didn't say "30 Days before party primary election".

Secondly, the issue of "APC Guidelines" there is a Committee that was setup by the party to clear the aspirants and there is something called "waiver" in party politics. The Committee clearance report has taken care of that, however, the party could again come out and say Fayemi was granted waiver.

Why did Izunazo and others members of APC NWC recontest their positions without resigning as written in the constitution?
