1/4 of all Vote cast in each of at least 2/3 of all local governments in the state.

Let's start with 2/3, Abia has 21 local governments and 2/3 of 21 is 14.

For someone to be declared winner, he needs to win 1/4 of all vote casts in 14 of 21 local governments.

Now how will 10 people vote in 14 local governments?
