To become a catholic priest is not like attending a bible college for a couple of years. It is a long journey that involves deep studies both on the religious level and the layman's life because it is the laity that he will be ministering to. Marriage counselling is part of their study curriculum.
So yes, a catholic priest is well qualified to give marriage counselling based both on qualifications and knowledge of the numerous experiences he has witnessed from the other parishioners whom he has previously counseled. Besides, the younger priests are always free to consult the older ones or even their respective bishops for guidance when needed.
