Why should I be harrassed or arrested because of common Facemask of N100 or N200 by the government, or stopped from entering bank?

If I mistakenly forgot my facemask at home, what you should do as government or bank official is to hand me over a facemask, not arrest or harrasment.

This guy got my digits here.
He sent me a WhatsApp message about bitcoins mining.
He gave steps to follow and introduced an App called "V-MINER", an app that will do the mining for me. That I should download it in play store.
I went to play store and search for this app, but couldn't find it.
I told the guy that I can't find the app, he now said I should call one guy who will send the app to me.
He gave me a number which I later called.
The guy on the other end after explaining how much he bought this app from Europe, asked me to pay N4,000, before he will send the App to me.
That he will only allow me to use this App for 4 months after which I have made my money before he will disconnect me.
That through this App, I will be making $38 daily.
