Your hypothesis could have worked except for the fact that there are other rich men waiting in line to take over the role of the main benefactor. Why? Because they need that added influence for reasons best known to them.

As for those people depending on the rich man and still acting as rivals, that is a given. Remember they are not slaves. The rich man can decide to stop the donations if he wants but then again, he loses the influence (power) that he seeks to maintain. Best thing he can do in this situation, is to continue with the handouts while discretely ensuring that those rivals are plunged into further penury by clipping their delicate wings. A tactic I believe that China and Russia are currently using at the moment for third world countries.
