Are you sure you read and understood? The report said minimum cut off mark. It means no school should go below that. It also states that each school is at liberty to go as high as they want. It means universities can decide to make it 400 if they like. Read to understand.

You have sense joor, I was looking at others reading and making comments that were off point.
The article clearly said minimum cut off

As i dey read, wey d thing don dey do me like film, wey all the soundtracks, images don dey play for my brain (try imagining this story as a HD movie) . It was wonderfully superb.

Some of these superstitions might just be rituals our forefathers performed in the days of old.

Let's take 23 as an example, it might be that someone wanted to punish another person (a male) and the babaláwo gives him a broom to beat the other guy 7 times and his p**is will disappear. He does it for any male that vexes him and it works, other people too meet the baba and the charm becomes popular, soon enough nobody will know which broom is safe (considering the level of ignorance of our forefathers) then it becomes a general belief/superstition
