GOVERNOR WIKE AND ABANDONED PROJECTS

A terrible phenomenon in the Nigerian environment is the practice of successive administrations abandoning virtually all ongoing projects and programs of the previous administration. This is usually done irrespective of how laudable or people oriented the projects are. These projects are seen as legacies of the previous administration with each administration aiming to have its own.

This practice has been institutionalized in the Nigerian system and has served as a major clog in the wheel of the nation’s progress. Critical infrastructure and developmental projects like rail networks, power generation and distribution networks hold the key to Nigeria’s future as they are meant to serve as catalysts to our national development. Unfortunately, projects of this nature have completion cycles that exceed the life span of one administration. This immediately puts us in a position where we cannot complete any long term project as the next administration is bound to abandon it.

Present day Nigeria cannot even imagine embarking on a 10 year project as we all know that the project would definitely be abandoned.

It is estimated by the Chartered Institute of Project Programme and Project Portfolio Management of Nigeria (CIPPPMN) that the value of abandoned projects in Nigeria is over 12 trillion Naira.
This figure is 270 % of the national Budget for the 2015 fiscal year which stood at 4.44 trillion Naira and 200% of the 2016 budget which is projected at 6 trillion Naira.
Imagine where we would be if all these projects were completed.

The Nigerian abandoned projects story is taking a surprising new twist whish is starting from Rivers State.
The NEW administration in Rivers State has chosen a direction against this trend. The Rivers State governor has shown a very rare character by his commitment to completing all people oriented projects that have been abandoned within the state (no call mono rail here oo). He has said severally that he would complete all projects started by previous administrations as long as it would be to the benefit of the people.

The Eagle Island to Illuabuchi road which was started by the Odili administration and cooooooontinued by the Ameachi administration has been completed by him, the Odili/Woji/ Akajo road is receiving priority attention as work has even started on the second bridge.

His attitude towards abandoned and incomplete projects has endeared him to a lot of people as it has shown him as a man who can deliver on the goods and who values the benefit of Rivers people over his personal legacy, Ego or pride. He has shown himself as one who would gladly leave the pack, break negative institutions and chart a new course if it would serve the interest of Rivers people.

With the stellar performance of this government, Rivers people can comfortably boast that we made the right choice.

Just visited Owerri recently and I was marveled with what I saw especially the area they call new Owerri. the streets are very broad more than even our federal high ways with an even broader median where a well mawed garden with ever green grasses and flowers adorns the median. majority of the street lights are mostly brand new and are made of stainless steel grin. in fact almost all the streets around that area is of the same style and standard. the environment was so lovely that I thought I was in yankee. enjoyed my stay as I visit lovely places like all seasons, point & kill, 40/40, etc. never new Owerri is as beautiful as that smiley

If Amaechi built 1000 school buildings, or employed 130,000 teachers, is that the solution to the problem of half-education, or no-education bedeviling our society? To paraphrase my question, does a bigger house make a better home for children, if parents will still resort to trading blows whenever they have a disagreement?

I have maintained that Amaechi employed 13000 teachers, but we both know that those teachers would work and retire and/or resign and no other governor in Rivers state, present or future, would employ 13000 teachers again because it simply is not a sustainable solution. That would explain why even the FG wouldn't do it, either.

In the next 5-8 years, Rivers state would be looking for a way to downsize the bloated workforce. This is not we want, but we wouldn't, in all honesty, say we do not see it coming. And then, public education would be back to square one, except someone with vision steps in. In Adamawa state, Nyako employed even more than 13000. He called them Special assistants (SAs). The scheme is dead already, because it is not sustainable. That of Amaechi is not dead yet, because the state enjoys 13% derivation. But will it die? Of course, we know it will. It is only being delayed, not stopped. Its all the same - frittering away much needed funds on political gambits.

And does Amaechi advertise his achievements? The photographs you posted were not taken by you. They are products of a well-coordinated publicity programme. So does Amaechi advertise his "achievements"? Yes, he does.

It is good to know you did not try to deny that Amaechi killed the judiciary during his tenure. All you did was put up an excuse, with some AD HOMINEM remarks. So we can accept that he damaged that institution, and move on.

If you say that the free healthcare program (free medical, as it was known) is working, why did it come to a halt? And funny as it may sound, it began with so much fanfare and died quietly months later, without so much as a policy statement or an announcement. It was just programmed to die off on its own after achieving some political ends.

As for the monorail project, can you tell me what Port Harcourt residents have gained from it, since you insist it is not a waste of funds. Do we even need to argue this?

TIMA-RIV went the way of all other Amaechi projects. By the time he was leaving office, TIMA-RIV staff had salary arrears of at least three (3) months. They were living off the monies they extort from motorists. That institution - TIMA-RIV, died as its founder was living office. So much for building and strengthening institutions. Compare it with LASTMA of Lagos State and you will understand what I mean when I say that it was programmed to die as soon as its political ends were achieved.

Or do we also have to mention what happened to the waste management bodies as he was leaving office?

Now, before I continue, I would like to let you know that I do not just visit Rivers; I have a home in Port Harcourt.

Back to the main point being discussed, I would like to ask - Why is it okay to demand for a new constitution, and alright to demand for a sovereign national conference, but wrong to demand for a new federating structure?

Not to waste time on Amaechi, let me deal with your assertion that IPOB should direct the protests at Igbo leaders.

You are aware of the idiom - first chase away the wild fox, then we can warn the hen against venturing far into the wild.

The Igbo have their leaders, but who ends up as Governors? Those whom the Federal Government foists on them. We have not forgotten the case of Ngige/Uba, Uba/Peter Obi, Ngige/Obiano. These were all struggles wherein the FG tried to foist their candidate on Anambrarians. While Anambra has been successful in holding their own, other states haven't. You can remember that Chinua Achebe, of blessed memory, even refused national honours from Obasanjo for this same reason.

Because Anambra has been able to keep the leaders it wants, Anambra is working today. Institutions are working. And despite not having to waste money building "Amaechi" model schools, they produce the best students nationwide, at least according to the statistics we have today. They have working hospitals, where citizens can at least get attention without having to go to India. They do not need to, like Amaechi, buy big Mobile healthcare vans that eventually get dumped in BMSH Port Harcourt, after three months. A waste of resources. They have a government that is still carrying out massive projects even when other states can barely pay salaries. This is because they have been able to resist the FG and hold their own. That is the model that gives IPOB hope that with a state of their own, the South East can develop rapidly.

Another case in point, who does the FG want to negotiate with over Biafra? The protesters or the Governors? If they really want peace will they not release Kanu and attempt negotiating with him?

So in a nutshell, IPOB is not a crusade against bad governance. It clearly isn't. It is a protest against the system that gives rise to the bad governance.

since you do not reside in Rivers state I will obliged to educate you. I know you may not know the value of a monorail especially in modern Urban transit that's why you called it a wast. for your info that monorail was conceived to be completed in Phases to link up old PH township to as far as Eleme. monorail projects all over the world takes years to complete its not a cut and nail project that you can complete with a go. My friend's younger brother is also involved.
This my Friend and his Mum hate Amaechi with a passion despite the fact it was Amaechi that sent her son abroad on merit.

Their hatred was borne solely because he wasn't supporting GEJ (My friend is from Kalabari). He even blocked me on Facebook after we had a heated argument.

He was always of the belief that once Wike becomes Governor milk and honey will follow on the streets of Port Harcourt.

Some days ago he came to my office for me to help sell his mother's landed property.

Shocked I asked him why?

He told me they needed the money to pay for his younger ones school fees in Canada.

I tried to persuade him not to sell that the State Government will come around later; that was when he informed me that they just finished a meeting with the Commissioner for Agriculture (note not Education) who told them point-blank that they should bring their children home.

I felt sorry for him coz after all the insults he dished out on social media and shouting GEJ till 2019 while Dasuki, Dokpesi and Co were collectimg Billions of Naira he ended up losing friends and got nothing in return.

The Rivers State government says it can no longer continue to fund the Rivers State Sustainable Development Agency, RSSDA, overseas scholarship. State Commissioner of Agric, Ominim Jack gave the indication while addressing parents of the beneficiaries of the overseas scholarship in Port Harcourt. Ominim Jack, who now doubles as the acting Executive Director of RSSDA said the state government could no longer sustain the scholarship scheme as a result of the current economic situation in the country. She, however, proposed that the state government intends to transfer the students back to Nigeria and sustain the full scholarship of the returned students at either the University of Port Harcourt or the Rivers State University of Science and Technology.

The state government further said it will only fund students who were on their final year. “I want to first of all let you know that the Governor, Nyesom Wike takes the education of our students very seriously. Today, we have to be realistic. We all know what is happening in Nigeria. We now have a dwindling revenue both from FAC and IGR. We all know our exchange rates.
“We are here to give a proposal to let you know that the state is committed to pay installmentally for all our final year students totalling almost 200. “We are putting arrangements in place for students who are not in their final year to get transfer back to schools in Nigeria, especially in Rivers state with full scholarships,” she said.

The plan of the state government was greeted with grumblings, with the parents appealing to Governor Nyesom Wike to consider other means to sustain the overseas scholarship programme. Some of the Parents told DAILY POST that the decision of the Rivers state government was backward. “My child is studying in Canada. But how can somebody who is in her 3rd shocked year now return to Nigeria just like that? The curriculum can never be the same. We do not agree with the proposal of governor Wike.”

Another parent said, “For almost one year now, the state government has stopped paying the students their allowance. And we have been taking responsibility for that. We won’t mind to continue but the government should just pay the school fees. It is a very bad decision to withdraw all the students and place them in schools in Port Harcourt. The Governor should not do that.”

Meanwhile, some students who recently returned from the United Kingdom as a result of the failure of the state government to pay their school fees told DAILY POST that they were traumatised by the recent development.
