Not only capital offense. There are several category of cases with ranging prison terms that a Magistrate court can not entertain.

Fraud cases are handled by a High Court and not magistrate court.

There are category of cases that a Magistrate court can entertain and those they can't.

Obviously the Magistrate court does not have jurisdiction over this case and since the court can't entertain it, they can't grant bail either.

The only reason he was arraigned before the magistrate court was to seek a remand order since the police can not hold him indefinitely.
