Sorry the duty of executive arm is to enforce laws and constitutions, they are not to amend or make law. Legislature is charge of that.

Interest payments at 2% amounts to only $29m a year or about 11billion for Lagos state.

When you realise the state revenue inclusive of both FG and IGR amounts to at least 30b monthly, you'd accept Lagos state is capable of carrying it.
