IgbereTV reports that the Human Rights Writers Association of Nigeria, HURIWA, on Friday, rebuked the Minister of Health, Osagie Emmanuel Ehanire, over what it termed “primitive, backward, and retrogressive thinking” of importing foreign-trained doctors to be employed to work in public hospitals.
The group said that the plan by the current Health Minister had shown the lack of adherence to standard policy implementation in the administration of the sector.
Emmanuel Onuwbiko, National Cordinator of the rights group charged the Health Minister and his Minister of State to resign immediately if they have run out of workable solutions to the problems afflicting the public healthcare system in the country.
He said in the statement: “It was this same Federal administration in the first tenure that Nigerians were told loud and clear by the then health minister Dr. Isaac Adewole that Nigeria is producing too many medical professionals and doctors even as the minister then went ahead comically to tell the doctors who are unable to find job slots both in the private and public health facilities to embrace tailoring and other vocational jobs. We in HURIWA with a membership of over ten thousand people made up mostly of youngsters including medical doctors, we are disappointed that those running public health policies in Nigeria are bereft of ideas that can turn around the health sector. Thinking of employing white or foreign doctors or even Cuban/Chinese doctors to work in Nigeria’s health sector is selfish, irrational and an attempt by the ministers to populate the public health facilities with ghost workers.
“What we need in Nigeria are not foreign doctors but the most up to date medical equipment and facilities that are in tune with the advances in technology of the 21st century and beyond. The country has more than enough competent doctors but due to corruption by the health institutions, virtually all the yearly budgets for health in the public sector are stolen by politician.”
HURIWA charged the Minister of Health to check the cases of procurement corruption in the public health ministries so as to ensure that the right calibre of facilities are bought and installed and for the usual in-house and regular training and capacity building workshops for the Nigerian doctors to be conducted in a transparent manner.
HURIWA said, “It is well known that in many foreign jurisdictions such as the United States of America and Britain, the number of Nigerian doctors are so high to an extent that there were well conceived clamour to check the rapid brain drain of doctors and other top professionals from Nigeria who leave the shores of Nigeria in search of greener pastures.”
HURIWA recalled that Osagie Ehanire said that Nigeria would employ the services of medical experts from Europe and America just as the disclosure came at a time that some stakeholders are understandably expressing concern about the migration of health workers from the country.
“It is shocking that in this 21st century with the high number of Nigerian doctors to have read the minister of health saying that officials of the ministry were in touch with foreign embassies for specialists who would work in hospitals across the country for specified periods. To add salt to injury the minister, who stated this during the 2020 budget defence session, said the move would strengthen the nation’s health sector even when the idea of employing foreign doctors will only increase capital flights from Nigeria and worsen the state of unemployment and will not improve in any way the quality of healthcare delivered in the public health centres for as long as these healthcare institutions are grossly ill equipped with the medical facilities and devices that meet the best global practices”.
“HURIWA is miffed that the minister failed to state how importation of foreign doctors can stop for instance President Muhammadu Buhari from seeing the British doctors in London or stop politicians from medical tourism but whilst he was responding to a question from a member of the Mrs. Tolulope Akande Sodipe-led House of Representatives Committee on Diaspora Matters about plans for curbing medical tourism, the health minister misfired and veered off into the arena of comedy and irrationality.
“HURIWA hereby condemns Mr. Ehanire for saying that the experts, already exposed to sophisticated practice in the advanced world, would not only attend to the health needs of Nigerians but also use the opportunity to share expertise with their local counterparts even as we in the organised human rights community see this as an incurable addiction to neocolonialism and inferiority complex which must be discountenanced forcefully,” HURIWA said.
The rights group said the information by the minister that there are equally plans to make indigenous consultants and surgeons spend some time abroad and come back to improve the Nigerian healthcare system, is a red herring because most of the medical practitioners in Nigeria have attended courses abroad before returning to practice in the Country.
The statement added: “HURIWA hereby strongly condemns the minister for erroneously maintaining that the country’s teaching hospitals were adequately equipped and manned by experienced and qualified doctors but the same minister is the person canvassing the employment of foreign doctors. This is a fallacy of unfathomable dimension. It is clear that these health officials are bereft of idea but are only interested in what benefits can accrue to them and their political masters. Saying that the sector requires more funds to also create an enabling atmosphere for Nigerian experts in the diaspora to return and render free services to the homeland is neither here nor there. The health minister should stop procurement corruption first”.
HURIWA, however, dismissed the statements of the Health Minister as misconceived and abhorrent to good and qualitative reasoning given the facts that there are a high numbers of Nigerian trained doctors produced on regular basis after thoroughbred trainings in the medical faculties embedded in some respected Nigerian Universities under the competent supervision of the Medical and Dental Health Council of Nigeria.

He made this known while answering to a question from one of the people present at the town hall meeting, who asked that the National Theatre Lagos be named after the legendary afrobeat music icon.
However, he said he doesn't have the power to do that.
He said the late Afrobeat maestro deserves such national honour from the government even after his death as a father and icon of Nigerian music.

IgbereTV reports that the military in partnership with the police and other agencies, on Monday launched phase four of Crocodile Smile Exercise following the success of the past three phases of the exercise.
This present Crocodile Smile Exercise is meant to cover both land and water channels, especially the creeks in the South-west.
The aim of the exercise is to flush oil thieves, kidnappers, pipeline vandalism, illegal dealings in petroleum products and taking crude oil in such a way that it destroys the eco system.
This is just as they requested for a special tribunal to ensure speedy trial of suspected oil thieves given the challenge by the delays in the criminal justice system.
Rear Admiral Oladele Daji, who is the Flag Officer Commanding (FOC), Western Naval Command (WNC) made this known at the 81 Division of the Nigerian Army’s training day for the exercise held in Ikeja Cantonment, Lagos, where he was the special guest of Honour.
The exercise, which will start from November 8 to December 23, will be held simultaneously in 2, 6, 81 and 82 Divisions of the Nigerian Army.
The FOC said: “Similar exercises were conducted in the past years and this is therefore another opportunity to consolidate on the gains achieved in our internal security operations by clearing identified critical threats, particularly those along our waterways and hinterlands.
“The two basic objectives are training and operational objectives. The conduct of the exercise will feature aspects of civil-military cooperation, media, psychological operations, rules of engagement and the observance of international humanitarian law in the conduct of the joint operations.
“It is therefore my hope that the strategic end state of the exercise and training will achieve the theme of the training which is ‘Interagency cooperation: imperatives for efficient joint operations’.”
“This will assist in carrying out the myriad of internal security responsibilities especially those that concern the protection of lives as well as critical national assets against warranted attacks and sabotage.”
On the need for special tribunals dedicated for oil theft, Daji noted that judges were bedeviled by excess workload which has led to delays in adjudication of criminal cases and arrested suspects on bail returning to commit same crimes over again.
He said: “Judges are human beings. They have so many cases and we cannot keep a suspect in detention or awaiting trial indefinitely. So, you see they are granted bail, they return to their criminal ways within that intervening time.
“We have had cases where we arrested the same set of people two or three times over. It is a problem that needs all stakeholders to address. That is why we are clamouring for special tribunals for quick dispensation of justice.
“It will go a long way to serve as deterrent to criminally minded people especially oil thieves. Crude oil theft or pipeline vandalism is economic sabotage and poses environmental security issues.
“As these pipes are broken, hydrocarbons get back into the ground and it takes billion of years to decompose. To make use of that soil for any productive venture, you need to do cleanup which does not come cheap.
“Take what is happening in Ogoni as example. The money being spent to cleanup that area would have been used to develop the communities and make them vibrant economically.”
When asked if there were plans by the military to incorporate host communities in its fight against oil thieves, Daji said the military cannot do much in that regard.
He said: “There is a limit to what the military can do. It is the responsibility of our political leadership. Various agencies of government have roles to play. Ours is to deter criminals and fight any aggression against our country.
“Even at that, you will agree with me that the military cannot declare war. It is the political leadership that take that decision and we execute.”
Earlier the Chief of Army Staff, Lieutenant General Tukur Buratai, who was represented by the General Officer Commanding, 81 Division, Nigerian Army, Major General Olu Irefin, said the exercise will be conducted across the South-west areas of Lagos and Ogun States.
He said: “Part of the objectives of the exercise is to improve troops and relevant security agencies operational capacity as well as strengthen cooperation and synergy in tackling common security challenges confronting our nation.”
The first phase of the exercise was done in 2015 and yielded great successes which included the degradation of the activities of militants, destruction of kidnappers’ dens, rescue of kidnapped victims and destruction of cultists’ camps among others.
The achievements recorded however made some criminal elements to move to other parts of the country, which made the continuance of the exercise very important.

IgbereTV reports that hip hop artist Azeez Fashola, better known as Naira Marley will is supposed to be at the Federal High Court in Lagos tomorrow for a hearing on his alleged internet fraud case.
Wilson Uwujaren, Economic and Financial Crimes Commission spokesman, made the news available to IgbereTV, as he said, "The matter is coming up tomorrow,”
Naira Marley's latest post on Instagram shows he is presently in Nigeria after performing at a Wizkid concert held at O2 Arena in London on Saturday.
Recall that Justice Nicholas Onweibo had in May adjourned Naira Marley’s internet fraud case to October 22, 23 and 24 for accelerated hearing. He was granted a N2 million bail, with two sureties in a like sum.
The EFCC arrested Naira Marley on May 10 and was filed 11-count charge of alleged credit card fraud against him on May 14 in a suit marked FHC/L/178C/19.
The commission alleged that some of the credit cards discovered in his residence bore the names Nicole Louise Malyon and Timea Fedorne Tatar.
The alleged offences, the commission said, contravene the Money Laundering (Prohibition) Act and the Cyber Crimes Act.
The charges read in part, “That you, Azeez Adeshina Fashola, aka Naira Marley, and Raze (still at large), on or about the 11th day of December 2018, within the jurisdiction of this honourable court, conspired amongst yourselves to use Access card 42658840359191132 issued to persons other than you in a bid to obtain gain and you thereby committed an offence contrary to Section 27(1)(b) of the Cyber Crimes (Prohibition, Prevention etc) Act 2015 and punishable under Section 33(2) of the Same Act.
“That you, Azeez Adeshina Fashola, aka Naira Marley, and Raze (still at large), on or about the 10th day of May 2019, within the jurisdiction of this honorable court, with intent to defraud possessed, counterfeit card 4921819410257431 issued to Timea Fedorne Tatar and you thereby committed an offence contrary to and punishable under Section 33(9) of Cyber Crimes (Prohibition, Prevention etc) Act 2015.”
If found guilty, Naira Marley will be in jail for seven years, as Section 33 (2) which he was accused of breaching, reads, “Any person who uses: a counterfeit access device; an unauthorised access device; an access device issued to another person; resulting in a loss or gain commits an offence and shall be liable on conviction to imprisonment for a term of not more than seven years or a fine of not more than N5,000,000.00 and forfeiture of the advantage or value derived from his act
The musician had pleaded not guilty to all the charges brought against him.

IgbereTV reports that Governor Ifeanyi Ugwuanyi of Enugu State on Monday handed over twenty nine (29) pick-up trucks to the Nigerian Army, Nigerian Security and Civil Defence Corps and the Department of State Services to assist them in their operations in the state. Other security agencies that benefitted from the state government’s largesse included the Nigerian Airforce, Nigerian Immigration Service, Nigerian Customs Service, Nigerian Drug Law Enforcement Agency, Federal Road Safety Corps and National Agency for the Prohibition of Trafficking in Persons (NAPTIP).
Gov. Ugwuanyi, only last week, handed over 65 out of the 100 units of the Innoson vehicles procured and installed with ultra-modern security and communication gadgets by his administration to the Nigeria Police Force, to aid its operations in the state.
Handing over the 29 vehicles to the security operatives during a brief ceremony at the Government House, Enugu, Gov. Ugwuanyi said that the gesture was to ensure that the security agencies in the state were well-equipped and well-motivated to effectively and professionally discharge their duties.
The governor added that the vehicles and the newly-created Forest Guards were in line with the retooling strategy of the state’s security architecture to meet up with the desired standard and tackle the emerging dimensions of insecurity and criminality in the country.
Gov. Ugwuanyi, who promised continuous logistic support for the security agencies, disclosed that the 100 patrol vans were installed with state-of-the-art security systems, adding that 260 motorcycles, 300 bicycles were procured with 18 automated drones for surveillance underway.
Gov. Ugwuanyi explained that the items procured for the security agencies were different from the 260 vehicles and associated equipment being procured for the Forest Guards and Vigilante/Neighbourhood Watch groups, which he said will soon be distributed to them alongside the motorcycles and bicycles for community policing.
“I salute the security agencies in our state for all they have done to maintain our state’s internal security. Our administration will continue to provide you the logistic support to deliver on your mandate. I also enjoin you to fully deploy these pickup trucks to the intended use to enable the realization of the benefits for Ndi Enugu. As a government, we will continue to dedicate our energy to optimal delivery of security services to Ndi Enugu.”
Present at the event were heads of security agencies in the state, including the acting General Officer Commanding (GOC), 82 Division of the Nigerian Army, Enugu, Brig. Gen. Lasisi Adegboye, the State Commandant, NSCDC, Everestus Obiyo, the State Director, DSS, Abinbola Linkinyo, the State Comptroller of Immigration Service, Ayodele Arogundade, among others.

Igberetv reports that the Nigerian Communications Commission (NCC) has granted Airtel approval to partially disconnect Globacom from its network for failing to settle interconnect debts running into billions of naira.
After this partial disconnection, which will take effect from October 28, it will be impossible for Glo subscribers to make calls to Airtel network; but they can receive calls from Airtel network.
Previously, MTN had accused Globacom of refusing to pay up its interconnect indebtedness and threatened to disconnect Glo subscribers, before NCC intervened.
Interconnect debts are bills that emanate from charges for calls generated from a particular network that terminate on another network.
This means that If a Globacom subscriber initiates a call to an Airtel subscriber, the call is terminated on the Airtel network and Globacom is expected to pay the approved fee for terminating calls on Airtel network and vice vasa.
In a letter dated October 18, 2019 and signed by the Director, Public Affairs at NCC, Dr. Henry Nkemadu, NCC said, “The Nigerian Communications Commission hereby notifies the general public and subscribers of Glomobile Limited (Glomobile) that approval has been granted to the partial disconnection of Glomobile from Airtel Networks Limited (Airtel) as a result of non-settlement of interconnect charges.
“Glomobile was notified of the application and was given opportunity to comment and state its case. The Commission having examined the application and circumstances surrounding the indebtedness determined that the affected operator does not have sufficient reason for non-payment of interconnect charges.
“All subscribers are, therefore, requested to take notice that the Commission has approved the partial disconnection of Glomobile by Airtel in accordance with Section 100 of the Nigerian Communications Act 2003 and the Guidelines and Procedure for Granting Approval to disconnect Telecommunication Operators.
“At the expiration of 10 days from the date of this notice, subscribers on the network of Globacom will no longer be able to make calls to Airtel but will be able to receive calls. The partial disconnection, however, will allow in-bound calls to the Glomobile network."

Igberetv reports that the Special Adviser to the President on Social Investments, Maryam Uwais has said that 620,947 poor and vulnerable Nigerians are benefiting from the National Cash Transfer initiative.
Mrs Uwais made this public through a statement on Saturday in Abuja. She also said that an earlier report of 6.6 million poor and vulnerable Nigerians benefiting from the scheme and are paid a monthly stipend of N5000 was false.
She explained that the programme is a key component of the National Social Investment Programme of the federal government.
She said, “Although 1,491,296 households, comprising 6,056,872 individuals have been captured on the National Social Register, only 620,947 of them are currently receiving the monthly payments and are being supported by trained community facilitators. I also want to clarify reports making the rounds that the Federal Government made a budgetary provision of N30 billion for 2020, as against the usual 500 billion benchmark for the N-SIP since 2016."
“Nothing has changed in the budgeting cycle as relates to the Social Investment Programmes (SIP). The SIP budget has always been pegged at N400 billion, while another N100 billion has been domiciled in the Federal Ministry of Finance, as counterpart of the Social Housing Fund.”
She said she expects that there will be no longer shortfalls in budgetary releases.

Igberetv reports that the Federation Account Allocation Committee (FAAC) disbursed the sum of N693.529 billion as of September allocation to be shared among the Federal Government, all state governments including the Federal Capital Territory and 774 local government areas in Nigeria.
This was made known in the FAAC meeting headed by the Accountant-General of the Federation (AGF) Ahmed Idris, when he said the N693.529 billion comprised revenue from Value Added Tax (VAT), exchange gain and gross statutory revenue. He also said that the balance in the excess crude account was $323.692 million.
In the shared revenue, the Federal Government received N293.801 billion, while the states got N186.816 billion, and the local government councils received N140.864 billion. The oil-producing states got N51.532 billion as 13% derivation revenue, while the revenue-generating agencies received N20.517 billion as cost of revenue collection.
In the gross statutory revenue of N599.701 billion, the Federal Government received N279.985 billion, the states received N142.012 billion, while the local government councils received N109.485 billion. The oil-producing states received N51.417 billion as 13% derivation revenue and the revenue collecting agencies got N16.802 billion as cost of collection.
The N92.874 billion gotten from Value Added Tax (VAT) revenue was shared accordingly in which the Federal Government received N13.374billion, the States received N44.580 billion, and local government councils received N31.206 billion and the revenue generating agencies received N3.715 billion.

Meanwhile, people involved in the fire Incident are still counting their losses.
On Wednesday, the incident started when a tanker filled with petrol lost control around Toronto Hospital and veered off the service lane. The tanker fell from the vehicle and went up in flames after spilling its content. As at the time the fire started at about 10am, there was no fire service personnel present. People were seen trying to quench the fire with water.
Igberetv gathered that the woman carrying her baby tried to jump out of her shop, but missed her steps and fell into a gutter raging with fire. Three other people were also confirmed dead.
Forty buildings and scores of shops were also affected by the disaster.
Residents, including the old and children in most of the buildings, were trapped as youths experienced difficulty in rescuing them.

Wife of the Enugu State Governor, Mrs. Monica Ugwuanyi has urged girls not to be afraid in pursuing science and medical courses in school, Igberetv reports.
She made this known while speaking on an event marking the Global Hand Washing Day in Enugu State.
She said, "time has gone when a girl child is discriminated against in academic pursuit. We are in 21st century. Every child irrespective of gender is entitled to education."
"Girls should strive to study science courses such as engineering, medicine, mathematics, computer science, among others. This is the era of STEM. Which means, Science, Technology, Engineering and Mathematics. Girls should strive to study medicine and shun the previous phobia entrenched in these courses".
She also sensitised the public on the importance of maintaining a proper hygiene with hand washing.
At the event, she and her husband were commended on their numerous achievement in the state.
