It does not consider wider factors such as science and technology, innovation. For instance the U.S. Registers more patents than the whole of the EU combined. Most scientific solutions are driven by the U.S.

HDI is just one index out of several indices that determine the level of development. There is no holistic framework that provides irrefutable evidence that Norway is more developed than the U.S.
