I have always said that an average Nigerian civil servant is a criminal and will do the same thing that Nigerian Politicians do when he/she gets the slightest opportunity.
Nigerian civil servants think their looting is justified and they will also join the masses in criticizing politicians. Nigeria will not work even if we get the best leaders as long as we have this kind of corrupt civil servants.
