What you have failed to understand from the table above is that the Total Votes Cast is NOT the summation of the APC and PDP results but the actual total votes of all political parties that participated in the election.

For example, the APC and PDP votes for Efon LGA is (5,028+5,192) is 10,220, but the Total Votes Cast (including ALL POLITICAL PARTIES) is 10,914.
