The card was retrieved from the skimmer after the OP had left. Of course that guard thought he was protecting himself by asking his asociates not to use the retrieved card on the same machine at the initial location, so the thieves went all the way to Wuse to use the card.

ATM locations usually have CCTV installed and trained/focused to include the general vicinity of the machines, if they check the footage that guard and his friends would have been captured on film when they were putting the skimmer in place and also retrieving cards from it.
