I equally read somewhere on previous threads that if the person does well in his academics, he could have scholarship offers. If true, I guess that is another different medium to it.

This is not applicable to all schools, depending on your school terms

How possible is it for someone to move from a self-sponsored Msc program, to scholarship when in China?

Very possible If you are ready to forfeit the already done semesters of the first admission and process the scholarship.. if you will be applying yourself for the scholarship,you won’t let it be obvious in your application that you are already in China.but I will advise if you want to do this,try to get a genuine agent in China that can help you process so you get it quickly.

Please must the statement of account used in the embassy come from the student or can someone use a sponsor's account?

Statement of account mostly required and accepted so you don’t get questioned more than expected by the Chinese interviewer is “sponsor account “. You can use yours if you have the fund and you are the one financing your education but it’s safer and quicker to get your visa if you use an account which is pointing that the owner/holder is your sponsor...

Firstly Shenyang is not a province, it’s a city in Liaoning province,, the capital of Liaoning, the biggest and the most popular city in Liaoning province..

Am very familiar with most universities in Shenyang,, Admission notice depends on
1. Time you process your admission
2. Through how you process. Either yourself or through accredited agent
3. What program and your admission type determines as well.

If you process quick you get it faster so you can have more time to process your visa.also your agent can solicit on your behalf to your intending school to help quicken to give you admission if they are sure of giving you admission. So also if you are applying for scholarship this can take some time before you get your admission due to the process and procedures.
Lastly each school have their policies and when to issue admissions,so if they delay then you have no other choice than to wait for them.
I process admission for some of my students to shenyang urban construction university,the school admission letter always takes me 3days to get and jw202 comes out later..
