THE Peoples Democratic Party, PDP has urged the Senate and the House of Representatives to reject in its entirety, the proposed $75 million credit loan which amounts to N14.7 billion from the World Bank for Edo State, just as it warned that if granted, it would impoverish the state.Speaking with Journalists yesterday in Abuja, Chairman, PDP, Edo State, Chief Dan Orbih who noted that this was not the time for what he termed endless borrowing against the backdrop that the state forms one of the most indebted states.
Also yesterday, two Senators from Edo State disagreed sharply on the proposed loan.Speaking to Vanguard yesterday, the Senate Deputy Chief Whip, Senator Francis Alimikhena, APC, Edo North described the loan as very important and time, just as he stressed that the previous ones have been useful and effectively executed in carrying out world bank projects in the state, warning that people should not play politics with the proposed loan.But disagreeing with his colleague, Senator Matthew Uroghide, PDP Edo State stressed the need for verification of the previous tranche to ascertain if the loan was used properly and for what it was given it for, adding that Edo State cannot afford to go forh such a loan now when it was presently groaning as it cannot pay salaries.Also disagreeing with the proposed loan, Senator Clifford Ordia, PDP, Edo Central who opposed the request on the grounds that it will plunge the state into further indebtedness, stressed that if the loan was approved, it would raise the Edo State’s debt profile under Oshiomhole to N44.1 billion ($225m) in World Bank.

President Muhammadu Buhari had written to the Senate requesting for the approval to obtain a total of $75 million credit loan amounting to N14.7 billion from the World Bank for Edo State.According to the president, the proposed loan facility of $ 75 million would be a second leg of a Development Policy Programme the World Bank had approved in 2012 which was a total sum of 225million dollars ( N44.1 billion ) to Edo state government designed to be implemented in three tranches of 75millon per annum.

Speaking further, Orbih who called on the national assembly to first verify what happened to the first tranche, said, “I want to call on the leadership of the Nigerian Senate to kindly reject the request for Mr. President to grant this money to the Edo state government. The issues that comes to mind at the mention of this loan are; what is the governor going to use this loan for? How has he utilized previous loans obtained by his government because you must look at what he has done with the previous facilities he has taken before considering offering him any new financial lifeline.“Don’t forget not too long ago, he went to the capital market to obtain 35 billion loan for the Benin water storm project as we speak the only thing after paying out billions of naira in respect of that project all that is visible today in Benin city is the pool of stagnant water littered all over Benin city and the attendant emergence of what people now refer to as Oshiomhole mosquitoes, very stubborn and deadly mosquitoes that is what that project has brought to the city.“There is nothing to show that the 35 billion which he took for the capital market for that particular project has been utilized. So what is he talking about 75 million dollar loan? In fact what the governor is asking the Senate to grant him permission to access is not up to what he collects as security votes for undisclosed security challenges, it is on record, the vouchers and related documents showing that Oshiomhole takes up to an average of 500 – 700 million every month for what he refers to as urgent security challenges, what these challenges are never disclosed and from the records available to us from the police headquarters Edo state since he came into power has never witnessed any major, urgent security challenges that will warrant the expenditure of 20 million in a month talk less of 500 – 700 million in a month.” So we see this request by Oshiomhole presented to the Senate by the president as a request to further impoverish the good people of Edo state, to further drive the state into a bottomless pit of ineptness occasioned by his mismanagement and misappropriation of his government.We call on the leadership of the Senate to reject this request and it is time for all hands to be on deck to check the declining economic fortunes of this country. This is not time for needless borrowing by government and government institutions. So, I think what Edo people expect from the senate leadership is to reject this request.“More so, it is coming from the means of a previous rejection by a minister, we are aware that the former minister of finance, that great lady of distinction had earlier reviewed this request, an informed position of a renounced economist.

She analysed this request and rejected and declined to approve this request. Going through the back door now by way of request to the Senate is Oshiomhole’s antics of wanting to play smart, the world is now aware why Oshiomhole has be launching an attack on that woman of distinct, I think she can now laugh loud now that the actual reason for the recent uncontrolled attacks by Oshiomhole on her person is arising for this request which Oshiomhole made earlier which she turned down.“That request was made when elections were approaching it was the last presidential, national assembly and state assembly election were approaching and it was turned down by Okonjo Iweala. Now that Edo people are gearing up for the governorship election in early 2016, he has presented it again, to me it is clear signal that Edo state is broke and I think rather than resorting to this financial palliatives that the new government to state government, the government should come out boldly to challenge some of these state governments, ask questions what they have done with the previous money granted them, allocations, excess crude account, IGR, they have various ways this government has generated money to say the list.“Today I make bold to state that Edo state has borrowed so much in the past that for over 5 years now the people got into agreement that a particular sum should be deducted as funds anytime the state is receiving its allocation. It is sad to state here that for over 5 years, the sum of 520 million is being withdrawn as source as part of the mandatory obligation to institutions the state government has borrowed money from.

When it became clear that the government on its own wasn’t prepared to service these debts the issue was brought to the attention of the former minister and a meeting was arranged where the state government agree that they withdraw 520 million to service previous loan.“So if this loan is granted I am sure the state maybe giving up to 800 million on monthly basis to service all these numerous loans they have taken and it is really sad that there is nothing on ground in Edo state today to justify the huge debt profile of Edo state which is put at approximately 250 billion.” These are figures that have continued to emerge from various quarters and the government hasn’t been bold enough to come out with the actual figure of our debt profile, but no one can take away the fact that the debt profile of Edo state is huge and unbearable because for over 5 years if they can be paying 520 million every month from source and from the information available to us that money will continue being deducted well after Oshiomhole has left office, it means we already have a very huge debt profile and I challenge the government to come out with all relevant document about the actual status of Edo state profile.”.......

Did the government of Nigeria’s former president, Goodluck Jonathan, leave the newly elected administration facing a 7 trillion naira (USD$35 billion) deficit in 2015?Nigeria’s newspapers were awash with headlines such as “Jonathan left N7 trillion deficit, says Joda” a few weeks ago. This followed an interview by the Daily Trust with the chairman of Nigeria’s Transition Committee, Ahmed Joda. This committee was set up to ensure a smooth handover from one administration to the next.Mr. Joda was quoted as saying: “We were told at the beginning of the exercise that the government was in deficit of at least N1.3 trillion and by the end people were talking about N7 trillion; everything is in a state of collapse.”Is there evidence for this? Could Jonathan’s government have left Nigeria with a deficit this year worth nearly 150% of the country’s 2014 budget?Deficit or debt?Confusion about the terms “deficit” and “debt” is common. A 2012 study in the United Kingdom found that most Britons did not understand the difference between debt and deficit and, in 2014 US fact-checking website PolitiFact found similar levels of confusion in that country.So what’s the difference? Essentially it’s a matter of timing. A deficit is annual, and occurs when a government’s expenditure exceeds its revenues in any given year. Debt is long-term buildups year on year when governments run multiple deficits, and is the total sum of monies owed.How big is Nigeria’s debt?According to Nigeria’s Debt Management Office, the country’s total debt – foreign and domestic debt owed by the Federal Government and all the 36 states – was N12.062 trillion ($63.7 billion) at the end of the first quarter of 2015. At the end of 2014, it had stood at N11.2 trillion.At a press conference on May 23, a few days before her tenure as finance minister ended, Ngozi Okonjo-Iweala said Nigeria owed $63.7 billion in debt, but only $21.8 billion was incurred while Goodluck Jonathan was president between May 2010 and May 2015.Nigeria has a National Debt Management Framework that sets a self-imposed limit that debt should not exceed 25% of GDP. Debt relief brought the ratio down from 28.6% in 2006 to 11.8% in 2007, rising to 19% by 2013 until the 2014 rebasing of Nigeria’s GDP brought it down to 11%.What deficit did the last government say Nigeria would have in 2015?The deficit anticipated for 2015, as set out in the budget passed by the National Assembly in May, is N1.075 trillion. This amounts to about a quarter of the total budget of N4.493 trillion, and 1.12% of Nigeria’s current GDP. This is below the 1.24% projection in the 2014 budget.In her speech presenting the 2015 budget to the public in December 2014, Mrs. Okonjo-Iweala noted that the “deficit is well under the 3% of GDP encapsulated in the Fiscal Responsibility Act, 2007, which is also the international norm”.A development economist who teaches at the Lagos Business School, Bongo Adi, told Africa Check: “Running a balanced budget is not always a good thing; there is a permissible level of deficit that governments are allowed to run.”Could the actual deficit be bigger than the last government admitted?Africa Check was shown relevant sections of an as-yet-unpublished report by Joda’s Transition Committee, which has also been published in part in other newspapers.In it the committee claimed that, apart from the approximately N1 trillion deficit officially anticipated for 2015, an additional N3 trillion may be required during the course of this year to offset obligations incurred since the beginning of 2015, but not budgeted for by the previous government.These would include arrears of salaries for federal and state government workers, a fuel subsidy bill, monies owed contractors, the national oil company’s “Joint Venture” contribution to oil exploration expenses, and funding for a “Marshall Plan” for the insurgency-hit northeast. However the report also emphasised the sums that make up the N3 trillion claim are merely estimates, requiring verification.In the sections shown to Africa Check the committee also said that it is unsure about the actual age of the contractor debts, which leaves open the possibility that part or all of it may already have been captured in the total public debt figure as captured by the Debt Management Office.Conclusion: Claim that Jonathan left Nigeria with a N7 trillion deficit for 2015 does not add up.The deficit anticipated for 2015 in the budget passed by parliament in May is N1.075 trillion, not N7 trillion.Even if we were to assume that the entire additional N3 trillion deficit which the Joda committee anticipated occurs – and that is currently conjecture – it would leave the deficit for the year at N4 trillion, not N7 trillion.In summary, which ever figure proves right, the claim of a N7 trillion deficit in 2015 does not add up.This report was first published by Africa Check, a non-profit organisation that promotes accuracy in public debate and the media. President Muhammadu Buhari has appointed Professor Kamoru Olayiwola Usman as the new Provost of the Federal College of Education (Special), Oyo.Mr. Usman takes over from Dr Emmanuel Adeniyi.A statement by the presidential spokesman, Femi Adesina, said the appointment of the 51- year-old Oyo-born Mr. Usman is for an initial term of four years.His academic qualifications include a Bachelors Degree in Science Education, Masters Degree in Education (Mathematics) and a Doctorate Degree in Education (Mathematics).Until his new appointment, Mr. Usman was Associate Dean of the Faculty of Education, University of Nigeria, Nsukka.

The House of Representatives on Tuesday asked President Muhammadu Buhari to publish the details of the handover notes of his predecessor, former President Goodluck Jonathan.The House said the notes should be published in the official gazette of the Federation so that Nigerians could access them for “information and record purposes.”
The resolution followed a motion sponsored by a Peoples Democratic Party lawmaker from Abia State, Mr. Uzoma Nkem-Abonta.However, the resolution noted that Buhari could exclude aspects of the handover notes, which might have security implications or restricted by law.Nkem-Abonta had hinged the relevance of the motion on the argument that there had been “conflicting” comments from government officials on what the previous administration did or did not do.He also observed that Nigerians were at a loss regarding the exact amount of funds the former President left in the national treasury before he left office on May 29.“We have heard of empty treasury, near-empty treasury, money, no money and all that.“As it stands, we are not sure what exactly was included in the handover notes,” Nkem-Abonta told his colleagues.He argued further that the publication would end the “needless speculation.”Part of the motion read, “The handover notes would have expectedly captured the activities, projects, programmes, achievements and constraints of the last administration, including counsel to the new administration on the way forward. “But some members opposed the motion on the grounds that the Freedom of Information Act had taken care of the issues raised by the sponsor.One of the members, an All Progressives Congress member from Edo State, Mr. Pally Iriase, said all that anybody who wanted information on the content of Jonathan’s notes needed to do was to invoke the FoI Act.“The motion is well-intended no doubt.“But, we don’t have to go this way. The FoI Act has taken care of everything.“It is for one to just invoke the law and make a request,” he added.However, when the Speaker, Mr. Yakubu Dogara, put the motion to vote, it was passed in a majority voice vote.Meanwhile, the House set up a 15-member adhoc committee on Tuesday to screen the new service chiefs recently appointed by Buhari.
Dogara had set up the committee after he read a letter the President wrote the House notifying members of the appointments.The screening committee is chaired by a member from Kaduna State, Mr. Garba Dhatti.
