As a matter of fact, without a knowledge of the cost per kilometre there is no way to control costs and based on the history of these sorts of things in developed countries cost overruns are inevitable.

If the Minister of Works cannot surround the cost of perhaps the most expensive civil engineering project in the history of this country in naira terms then we have a problem, a serious problem.

Based on the bolded part, how is the minister supposed to know the cost given that the extention was announced only a couple of weeks ago?
Why was Rufai harping on knowing the cost per kilometer even when the minister was trying to explain the situation to him?
Why is the cost per kilometer so important than simply asking how much the extension will add to the previous estimate?
