Crime › Pipeline Vandals Not Different From Terrorists, Says Osinbajo by emamos(op): 7:48am On Apr 18, 2016
Vice President Yemi Osinbajo yesterday described pipeline vandals in the Niger Delta as 'terrorists', who should be 'severely dealt with' and not tolerated.
The vice president made the comment in Warri after visiting the strategic gas pipeline at Forcados export terminal in Burutu council area of Delta State.
Professor Osinbajo, who advocated that all Nigerians must support President Muhammadu Buhari's resolve to give the Boko Haram treatment to oil and gas facilities and pipelines vandals, noted that the January 14, 2016, sabotage on the pipeline at Forcados has resulted to the unprecedented power cuts that had been experienced in recent times.
"As you know, pipelines vandals are probably as bad as any type of terrorists or saboteurs and the danger posed to lives caused by pipelines vandals. All of us must agree with the president that the vandals must be treated with the most severe manner and should not be tolerated at all.
"So, I agree entirely that pipelines vandals should not be tolerated under no circumstances.
"Aside from the gas problem, there is also the problem of losing thousands of barrels of production. We are not able to produce as much as we ought to. About 250,000 barrels are lost per day. We are losing large sums of money daily. We look for alternative, while we look to repair the pipelines.
"We would have to deploy even sophisticated weapons to ensure we contain the vandalism, overhaul security and permanent pipeline security force might also be an option to look at.
"The damage done has led to low supply of gas and most of the power plants are not functioning at maximum capacity," Osinbajo said.
Delta State governor, Dr Ifeanyi Okowa, who was on the Vice President's entourage to the site, said works were on with the repairs, which completion date had been tentatively put to the end of May this year.

Crime › Benue Farmers Sue Fulani Herdsmen For N100bn by emamos(op): 6:54am On Apr 18, 2016
A Makurdi High Court Judge, Justice Morris Ikpambese, has granted a motion ex parte brought by the people of Tyoshin community in the Gwer-West Local Government Area of Benue State claiming N100bn from six Fulani herdsmen for destroying their farms.
While granting the motion brought by the counsel for the plaintiffs, Justice Ikpambese ordered that the writ of summons be served on the respondents by substituted means.
He said the writ of summons should be served in the office of the chairman, civilian joint task force on the Tiv-Fulani affairs in Benue and Nasarawa states in the premises of the office of the deputy governor of the state.
The judge said the summons should also be served by pasting same on the notice board of the High Court of Justice, Makurdi, adding that he was satisfied with the submission of the plaintiff’s’ counsel that efforts made to effect direct service on the respondents had proved abortive as shown by the exhibit before the court.
In the statement of claim, the plaintiffs, led by Mr Shuwem Mnguduguen, alleged that six Fulani herdsmen simply identified as, Alhaji Doka, Alhaji Danka, Alhaji Shagari, Alhaji Dogo, Alhaji Ilo and Alhaji Ibrahim – destroyed their farms and land, demanding that the trespassers should pay them N100bn.
They equally prayed the court to restrain them from further trespass on their land.
The PUNCH learnt that Fulani herdsmen started attacking communities in the Gwer-West LGA in 2011.
During the latest attacks, 17 communities were destroyed while unspecified number of houses, farms and stores of harvested crops were destroyed.
During a tour of the affected communities organised by the Chairman of the Gwer-West LGA traditional council, Chef Daniel Abomtse, newsmen counted 33 shallow graves of women and children killed in the attacks.
In 2012, hundreds of the herdsmen invaded the local government area and occupied devastated areas with their cattle and allegedly killed the remnants, forcing the then state governor, Gabriel Suswam, to request the presence of soldiers.
Meanwhile, a chieftain of the pan Yoruba socio-political group, Afenifere, Mr. Ayo Opadokun, has said various ethnic groups in Nigeria need to hold a dialogue in order to fashion out a lasting solution to the atrocities of herdsmen across the country.
Opadokun, who is a lawyer, said the crisis had assumed a national dimension and urgent steps needed to be taken to avert the problem which could snowball into a major national crisis.
Speaking with journalists after the dedication of the new First Baptist Church, Offa, the NADECO chieftain said it was wicked for a group of people to cause pains and kill people through their activities.
He added, “Nobody should be under any illusion; we are in a major crisis. Let the ethnic nationalities have a democratic arrangement and sit down to treat and deal with the problem.
“There must be term and the rule of engagement and modus operandi. As a result of such concurrence, we can now fashion out a new constitution, which will be called the ground norm, that is our home-made constitution, to which all can subscribe.
“We don’t have that now; that is why a group of people will leave their own place go and destroy the crops of other persons in another part of the country, and then when the farmers ask questions and they go to the police, they will be the ones who will be abused and sometimes detained.
“The Fulani herdsmen will go scot-free and the government knows about this. I think there was a meeting about this yesterday (Saturday) and the Minister of Interior spoke about it so he knows about it.”

Politics › I’m Not Interested In Becoming PDP Chairman — Bode George by emamos(op): 6:24am On Apr 18, 2016
A former Deputy National Chairman of the Peoples Democratic Party, PDP, Chief Bode George says he has no ambition of becoming the next chairman of the party.

He, however, advocated the need for the PDP to zone the chairmanship position to the South West saying the region remains the only one that has not got the position since 1999.

George said this when he addressed newsmen shortly after his return from an overseas trip.
He also called on the interim national chairman of the party, Senator Ali Modu Sherrif to honour his word to handover to an elected chairman at the National Convention on May 21 this year.

The PDP leader, in his address entitled:‘Our Party at crossroads’,argued that the national chairmanship of the party should be zoned to South West now.
Faulting speculations of his interest in the chairmanship position, George said “I have no plan, no ambition, slide or straightforward looking for it”
He however said that a lot of his friends, elders of the party have been saying that if the position is zoned to the South West they will push him for it.

He said they are saying this because “you know we are in opposition, there is no Villa any more, no president from our party. Therefore management of the party must be different, it has to be serious strategic thinking, intellectually bias to reasoning and discourse and network with the people for you to take decision.”

George said: “On the issue of national chairmanship, based on the spirit of equity and fairness which is the foundation and principle upon which our party was build by our founding fathers, the South West deserves the national chairmanship now. This is the right and proper thing which must be done. The South West is a significant zone for the Nigeria federation which cannot and must not be treated with levity.”
Frowning at the delegation that went to the party’s National Executive Committee, NEC, that the South West was not interested in the chairmanship position, George said he was sad of the development.

While he faulted the delegation for not consulting with the elders of the party in the South West before making the remarks, he said “My reaction is that when we started the journey to rebuild the PDP in the South West, none of those people was a member of the party. None of them. Some of them along the line, they jumped on board the ship.”

‘, the constitution, the foundation , the wherewithal which attracted them to join the party, they had no understanding. How can anybody in a family be washing his dirty linen in the market? It is like one is bringing curse home. Let them come and tell Yoruba people that they don’t want something good for them and see what would happen.” They were even saying that the chairmanship should remain in the north. Are they really Oodua sons?”

Speaking further, he said “Let the zoning committee do its work, the report must be based on just, equity and once the committee submit its report, it is not a mushroom organisation, it will be discussed at the national caucus, at the BOT and then it will go to the NEC of the party for final approval and disapproval”, he said .

Crime › Pipeline Vandals Vow Further Niger Delta Attacks by emamos(op): 8:31pm On Apr 17, 2016
A group that claimed responsibility for a major attack on a pipeline in Nigeria's oil-producing Delta region said it will carry out more strikes, just days after President Muhammadu Buhari vowed to crack down on "vandals and saboteurs".

The Niger Delta Avengers has said it carried out the attack on a Shell underwater pipeline in February which interrupted oil flows and forced the company to shut down its 250,000 barrel-a-day Forcados export terminal for weeks.

Pipeline attacks and violence have risen in the southern swampland of Africa's biggest oil exporter since authorities issued an arrest warrant in January for a former militant leader on corruption charges.
Last week Buhari, a former military ruler, said the government would crack down on pipeline saboteurs.. And on Sunday the vice president's office issued a statement that said a permanent pipeline security force was being considered.

"We are not deterred by such threats as we are highly spirited and shall continue blowing up pipelines until the Niger Delta people are no longer marginalised by the Nigerian actors," said the Niger Delta Avengers in a statement.

The Delta's oil provides 70 percent of state income in Africa's biggest economy but, like much of Nigeria, the region has seen little development which has prompted militants to demand a greater share of crude revenues.

Niger Delta Avengers, unheard of before the Forcados attack, say they want to ensure that local people enjoy a quality of life which reflects the region's contribution to the national purse.

The group said in its statement: "We take no pleasure in claiming innocent lives hence our struggle is geared toward attacking the oil installations in our region and not the people. And we shall stop at nothing until our goal is achieved."

Buhari has extended a multi-million dollar amnesty signed with militants in 2009 but upset them by ending generous pipeline protection contracts.
Vice President Yemi Osinbajo visited the damaged Forcados terminal on Friday.

Sources have said repair work on the pipeline feeding Forcados crude oil to the export terminal is expected to take until June. But the vice president's statement said repair work was expected to end in May.

Politics › OPEC Meeting Concludes In Stalemate by emamos(op): 8:18pm On Apr 17, 2016
Hopes that crude oil prices would be boosted by a production freeze are now in jeopardy following a stalemate at the oil producers’ meeting in Doha, Qatar, on Sunday.
The conference, held by OPEC and non-OPEC members, ended after a 14-hour session without agreeing on a freeze as Iran and Saudi Arabia continued to flex muscles.
TheCable understands that Ibe Kachikwu, Nigeria’s minister of state for petroleum resources, worked behind the scene to get the Arab countries to reach a consensus but his efforts did not yield any fruits.
Saudi Arabia is insisting that Iran, which was absent at the conference, must also agree to a production freeze before any deal can be reached.
Iran, which just returned to the international market after the lifting of sanctions, is keen to regain its share, contrary to the wish of the Saudis that the country should join a global freeze deal.
Iran and Saudi Arabia have been locked in a regional supremacy battle.
The conference, presided over by Mohammed Saleh Abdulla Al Sada, the Qatari minister of energy and industry, ended without any decision.
Decision has now been moved to June – five months after the deal was first mooted to stabilise output at January levels until October 2016.

Politics › Adeosun: 363,000 Companies Never Paid Any Tax by emamos(op): 9:10am On Apr 16, 2016
Minister of Finance, Mrs. Kemi Adeosun, has disclosed that in the last seven months, the Federal Government has discovered 363,000 companies operating in Nigeria that have never paid any tax before. These companies were said to have evaded several billions of naira in taxes.
Adeosun, who made this disclosure yesterday at a panel discussion on “Sub-Saharan Africa: Just a Rough Patch” on the side-line of the ongoing 2016 spring meetings of the IMF-World Bank in Washington DC, USA, said getting the tax evaders to fulfil their tax obligations and ensuring unpaid taxes are remitted to treasury is a major priority of the government.
Adeosun stressed that there were enormous revenue realisable from taxation to keep the economy going on a sustainable level without bothering about oil revenue. Realising that taxation is a goldmine yet untapped, she pointed out that the government had been working assiduously to ensure it plugs all loopholes in tax revenue collection.
According to her, “there are still low-hanging fruits in revenue collection. We are using technology, we are using cashless platforms and we are very serious about hitting those targets. Are there risks, yes, are we aware of them, are we trying to mitigate them in our action plan, absolutely yes.”
Lamenting that at the moment, the economy recorded only 5 per cent government revenue to GDP but now targeting 10 per cent, Adeosun noted that the level of compliance in VAT revenue collection was 12 per cent.
Adeosun explained that the federal government’s approach was focused on improving the efficiency of tax collection and broadening the tax base.
“We are using technology to enhance collection, linking up databases from diverse government agencies, auto debits of VAT from corporate entities and government contractors and the rollout of Biometric Verification Number (BVN) across bank account holders. We have also ensured that FIRS staff receive increased incentive pay for delivery on targets,” she said.
Contrary to widespread notion, the minister insisted that Nigeria’s economic future is not gloomy. “We have a framework for our economic future,” she argued.
According to her, “this framework for the future will tackle our problems through three critical areas, namely fiscal discipline, targeted investment, diversification of the Economy.”
In the area of fiscal discipline, she said plugging the leakages must be approached simultaneously by tackling corruption, inefficiency and negligence. This, she noted, the administration had been doing.
Said the minister: “This administration has a strong focus on transparency and an increase in government openness. We will remain solid in our anti-corruption drive and continue in our commitment towards a streamlined administration.

The Independent Corrupt Practices and Other Related Offences Commission says it has begun arresting civil servants who live beyond their means, adding that it seized 61 houses from one female public servant.
The commission also revealed that it would soon begin publishing a list of the most corrupt Ministries, Departments and Agencies.
The Chairman of the ICPC, Mr. Ekpo Nta, said this while addressing participants of the National Institute for Policy and Strategic Studies at the Abuja headquarters of the agency on Friday.
Speaking on the theme, ‘The role of the ICPC in the War Against Corruption: Mandate, Strategies and Challenges’, the ICPC boss said, “We are developing scorecard like Transparency International which rates countries as to the level of corruption of countries. We have developed one for ministries departments and agencies. Hopefully, we know those who will take the first prize.”
Nta added that once the 2016 Budget is passed, the ICPC would begin monitoring how monies are being spent.
He revealed that the commission had begun prosecuting public servants that live beyond their means.
“From one of the employees of one of the organisations, we seized about 61 or 62 houses in an estate. The matter is in court so I can’t say too much but I want to say that the officer was not a man. We do prosecution but also try to seize the assets acquired (through corrupt means) so that apart from prosecution, we can strip you of the assets within and outside the country,” he said.
Nta said the ICPC is also investigating university lecturers who demand sex from female students in return for good grades.
He said even though it was the role of the police to investigate cases of sexual harassment and rape, it was also the role of the ICPC to investigate cases bordering on abuse of office.
Nta said, “We have special teams that investigate universities here. Quite a number of students that have spent more than the statutory period, like young girls who have spent eight years for a four-year programme because they refused to do what should not be done. We got involved and they have graduated and we are still looking at the possibility of prosecution.”

Politics › Our Presidential Candidate Will Be Voted By All Party Members – PDP by emamos(op): 7:20pm On Apr 15, 2016
The Peoples Democratic Party (PDP) said it was planning to apply option A4 in electing its candidates for all coming elections, including presidential candidate for 2019 general polls.
It said that if approved by the membership of the party, the application of the method may begin with upcoming congresses of the party.
National Publicity Secretary of the party, Chief Olisa Metuh, disclosed this when he received the former chairman of the National Patriotic Party (NPP) of Ghana, Mr Peter Manu, at the party’s national secretariat on Friday in Abuja.
Metuh said that the decision was part of the reforms to reposition the PDP for the 2019 general elections.
He said that the system would not be restricted to presidential election as it would be applicable to others elective positions such as governorship, senatorial, house of representatives and down to the wards.
He explained that with the proposed system, party members would have to queue behind the candidates of their choice.
“We are going to change our system to be that our presidential candidate would be voted for by all party members in the country. It would be at the ward level.
“We will no longer elect presidential candidate at the national convention. It will now be for every party member to vote for whoever would be our presidential candidate.
“Whoever would vie for our presidential ticket would have to tour the entire country before he can be elected.
“This is part of the reform we are coming up with.
“Basically, this would be the last convention where we would have people to be elected at the national convention. We are taking the party back to the Nigerian people,’’ Metuh said.
He said that the proposed reform was part of Sen. Ike Ekweremadu’s committee’s recommendations on how to reform and reposition PDP.
He added that the proposed amendments had been sent to the state chapters for their inputs in line with “our desire to have peoples opinion’’.
“After their inputs, the recommendation would be sent to the National Executive Committee (NEC) for approval.
Earlier, Manu had said that the process of electing presidential candidate was one of the reforms his party adopted after it lost election to opposition party in Ghana in 2018.
“When we lost election, there was need to review and make amends and these amends led to some critical reforms in the party structure and organisation.
“We realised for example, that the modus operandi of how our presidential candidate was elected had a hand in why we lost the general election.
“There were as many as 17 presidential candidates in our 2008 contest when our incumbent president, John Kufor, was exiting and all the 17 presidential candidate were running for votes from a mere 3,500 delegates.
“So, it was money, money, money until the day of congress,’’ he said.
