Politics › Customs In Massive De-Ranking Of Officers Over Self Promotion by emamos(op): 8:48am On Jan 23, 2016
CRISIS is brewing at the Nigerian Customs Service, NCS, following management’s decision to clampdown on officers from the ranks of Assistant Comptroller of Customs to the lowest cadre, over their alleged indiscriminate allotment of ranks to themselves.
The development, it was gathered, has made some of the affected officers to start running helter skelter with a view to scuttling the exercise.

Some affected officers have resorted to using their godfathers to stop the management from implementing the decision.
Effort to reach the Service Spokesman, Mr. Adewale Adebayo, a Deputy Comptroller of Customs was futile as his phone rang several times without being picked up.
Confirming the development, Mr Chris Osunkwo, a Chief Superi-ntendent of Customs, told Saturday Vanguard that some officers have refused to play by rules and regulations guiding Customs promotions, transfer and deployment, adding that the indiscipline prompted the current management to embark on the de-ranking exercise.
He explained that a lot of people in the service had abused the rules and regulations of the service because they believe they have godfathers that can speak for them.
Osunkwo, who is also the Spokesman of the Tin-Can Island Customs Command, disclosed that the same directive was given during the tenure of Mr. Abdullahi Dikko but the directive was not implemented. “Even during Oga Dikko’s time as Comptroller - General, this same directive was released but nobody cared to enforce it and I don’t know why they refused to obey but now the new management is taking steps, to enforce the directive.”
Explaining further, Osunkwo said that there are three cadres in the Customs Service: Customs Assistant Cadre, Inspectorate Cadre and Superintendent Cadre.
He also said if anybody wanted to migrate from one cadre to the other, there are conditions an officer must fulfil before migrating, adding that what obtains these days is that people just ascribe ranks to themselves without following due process.
He disclosed that this was not the first time such a directive was being released, adding that some officers flout directives because they believe they have godfathers, who can speak for them.
His words: “People ab initio refused to abide by the rules and regulations that guide our appointments, promotions and deployments.
“Officers know that these things have been spelt out; it is just that a lot of them believe that they have godfathers here and there, that is why they sometimes flout some of these directives. If you are not a graduate or Higher National Diploma holder, and you join the Customs, you are not a commissioned officer yet until you do what we call lateral conversion.
“We have three cadre points of entry into the Nigeria Customs Service and they are the Customs Assistant Cadre, the Inspectorate Cadre and Superintendent cadre. If you want to migrate from one cadre to another cadre, there are conditions in the scheme of service which should qualify you to migrate and not for you to ascribe rank to yourself.
‘’If you have any added qualification to entry qualification, come forward and management will verify if you got approval to embark on your educational pursuit. If this is confirmed, you are automatically up graded to the cadre of your wish. But what obtains among some officers is that they get additional qualification most times without approval and before you know it, they are wearing ranks they are not entitled to wear. Whether these additional qualifications are fake or not, nobody cares to find out.”

A few hours to the expiration of President Goodluck Jonathan’s tenure, papers for a huge rice import quota worth billions of Naira were rushed in for the president’s accent, ostensibly as parting gifts to cronies and businessmen close to the power corridor.
A state House memo dated May 27, 2015 and obtained by PREMIUM TIMES conveyed the President’s approval of another memo forwarded to him only a day earlier by his Vice President, Namadi Sambo.
In the earlier memo dated May 26, 2016, the then Vice President had sought a subsidy approval for select rice importers to bring in a total of 782,000 metric tonnes under what was termed ‘2015 Rice Quota Allocations’.
The then President signed the largesse deal on his last day in Aso Rock. But the allocation was rejected, and cancelled by the succeeding Muhammadu Buhari administration

Why do I love these people? I mean, the Ijaws, Itsekiris, Urhobos mostly behave nationalistic just as the Yorubas.

It's same with the Hausas and Fulanis, Igbiras, Jukuns, Binis and many other tribes. Hence you don't see any of them cry of witch hunting or supporting any bad egg amongst them such as Dasuki, Bafarawa, Yuguda, Dokpesi, Falae, Fani Kayode and so on.

The same cannot be said of a certain tribe across the Niger though. It is the reason they always think every other tribe is against them. They're permanently playing the victim card. What a people!

As far as I'm concerned, I don't see anything wrong with signing the trade agreements if it will help bring back our stolen funds and fight terrorism in Nigeria. The ministers advising him did not even give any reason to back up their claims that it would not be in our interests. I support bubu jor.

President Muhammadu Buhari has been urged by Ijaw-elders to only go after militants behind the recent attacks within the Niger-Delta.
The elders on Friday, January 22 told President Buhari, to clamp down on vandals on destroying major oil and gas pipelines in the Niger Delta region.
The leaders under the aegis of Bayelsa Elders Council (BEC) said Buhari should direct the security agencies to fish out the perpetrators and bring them to justice under the rule of law.
At a crucial meeting in Yenagoa, the Bayelsa state capital, to review the state of the nation with particular attention to the rising attacks on oil and gas installations, the elders appealed to Buhari to prevent security operatives from destroying innocent communities under the guise of fishing out pipeline vandals.
Some of the Ijaw elders present at the meeting were HRM Joshua Igbagara, Ibenanaowei of Oyiakiri clan; HRM Jonathan Kubor, Ibenanaowei of Bassan clan and HRH King Richard Seibarugu, Ibedaowei of Okordia kingdom.
Also present at the meeting were Chief A.M. Aduba, Deputy chairman, Rev. (Mrs.) Jane Alek, Amba Ambaowei, Dr Hellen Opigo, Austin Lugbenwei and Chief Dennis Daunemugha, among others.
They, however, called on the perpetrators to desist from further attacks on pipelines to avoid further damaging the economy of the state and the country in view of continuous fall of crude oil price.
The communiqué was signed by BEC’s Chairman, Chief Francis Doukpola and Publicity Secretary, Chief Thompson Okorotie.
The elders also asked the federal government to exercise caution while making statements on the matter and to consult widely before making decisions on issues affecting the amnesty programme.
They urged the federal government to apply the carrot and stick approach by negotiating with the host communities to bring about sustainable solutions to the problem

Former secretary to the Federal government, Olu Falae has said it was shameful to associate his name with the alleged mismanagement of $2.1 billion by the former National Security Adviser, Sambo Dasuki.
The national leader of the Social Democratic Party, who stated this at a meeting of his party in Abuja, noted that judging from his pedigree and stand against corruption in the past, it was really unfair to assume that he collected the said N100 million from the former NSA.
He however, explained that the N100 million been talked about in the media was the money given to the Social Democratic Party (SDP) by the then ruling party, the People’s Democratic Party (PDP) and there was noting wrong with collecting money to assist a party in campaigning.
According to him, been the national leader of the party does not mean he was given the money for his personal use rather, the PDP and the SDP agreed to work together and since the PDP had money, it made donations to smaller party to assist in campaigning for its candidates.
Recall that Falae had admitted receiving N100 million from the ex-chairman of the Board of Trustees of the Peoples democratic Party, PDP, Tony Anenih.
While the money is alleged to be part of the $2.1 billion arms fund allegedly misappropriated by Dasuki, Falae explained that the money was for him and his party to support the ex-President Goodluck Jonathan’s re-election.

That's an irrelevant question. How does knowing who truly needs the job concern him?

He said his sister needs the job, not his gf. A sensible helper will help without having doubts. When a beggar begs you for money to eat, do u stand to ask him if he truly needs the money for food, or if he wants to go smoke with it?

The point is, render help unconditionally.

actually only a low IQ person will be bambozzled by the supposed facts and figures which we all know were written by some yeye analyst in an office in New York, who probably doesn't even know where Nigeria is on the world map.

if she did so well why are there more Nigerian youths unemployed than ever before, so much so that even tanoids and wailers are waiting anxiously for Baba's promise of #5,000 for their jobless ass*?

if she did so well, why are we uncovering monumental corruption in almost every sector of our economy which she obviously mismanaged?

if she did so well where is the money she saved from selling crude oil at $120/barrel for years?

giving express or tacit support for evil is the same as sharing in the evil and its consequences.

mirrowwitshadow:
I wonder why everything in dis my grt country has to be forced just to get it right. When the govt removed fuel subsidy from diesel, it was a welcome news since we all believed that our diesel price will nw be control by the international pricing system but I just realised that although diesel has not be scarce for the last 3 yrs since the marketers spend their own moni getting it without subsidy but the price has remain the same at N120 right from when Cruel was $120 till nw. If the price of cruel reduced so drastically in the last one yr why has the price of diesel in nigeria remain constant at N120. If cruel oil price drop to $28, then we shld be buying diesel at btw N50-N70 which would have automatically reduced the price of manufacturing things for industries which in-turn would reduce the price nigerian buy some goods so y do marketers continue to rip-off nigerian by making outrageous profits from sale of diesel. Also I believe if DPR can handle the reduction of diesel price, all this petroleum marketers will sit-up cus they will be force to explain to nigerians y the price of diesel is less than that of petrol in their filling stations.
Thanks
which 1 be CRUEL price or oil again...
