Governor Peter Obi of Anambra State, the Majority Leader of Delta State House of Assembly, Chief Igbuya, and other government officials, Tuesday, escaped death as what could have turned out to be an air mishap was avoided by Arik Pilot of Flight W 3788 conveying over 100 passengers from Lagos to Asaba. The flight, which was supposed to take off at 8:30 am was delayed in Lagos on account of bad weather. Though travellers had boarded the flight, after about two hours inside the plane, they were asked to go back to the departure lounge as the plane could not take off on account of what the pilot described as “terribly bad weather at Asaba.” After about three hours, the flight was boarded again because weather reports showed improvement within the internationally accepted landing standards. By the time it was boarded again, many people who saw the situation as warning from providence cancelled their trips. On getting to Asaba, the weather became bad again while attempt at landing was difficult. The pilot, who did not want to take chances promptly returned to Lagos. On reaching Lagos, however, the weather there had already gone very bad by aviation standard. The plane had to circle around for hours amidst dwindling aviation fuel. It finally landed at 4:45 pm amidst signs of relief from traumatised passengers who clapped in jubilation. The pilot, Captain Sandy Miller, merely told passengers to thank their God for His mercies when they got home. Speaking to aviation correspondents at the Domestic Wing of Murtala Muhammed Airport, Governor Obi, who travelled to South-Africa on Sunday and came back, yesterday, to Lagos said he was determined to make the flight to Asaba en route Awka because he did not like staying outside Awka more days than necessary. On whether he was frightened, the governor laughed and said that nothing again should be frightening to a person that governs a state like Anambra. Moreover, he said, he was always at peace with his God and fellow human beings and couldn’t worry over the vicissitudes of life. |
Imam Abubakar Shekau, the leader of the Islamic Terror group, Boko Haram said his terror group has scored several victories against the military during an ongoing offensive while themselves sustaining little damage, in a video seen by AFP on today. "Since we started this ongoing war which they call state of emergency in some instances soldiers who faced us turned and ran," Abubakar Shekau said in the hour-long video. He claimed Nigerian forces "threw down their arms in flight." He called on like-minded Islamists in countries including Afghanistan, Pakistan and Iraq to join the fight to create an Islamic state in Nigeria. "We call to us our brethren in these countries I mentioned. Oh! Our brethren, come to us," he said in the video, which alternates between Arabic and the Hausa language spoken across northern Nigeria. Nigeria launched an offensive against Boko Haram on May 15, after President Goodluck Jonathan declared a state of emergency in the country's northeast, the Islamist insurgents' stronghold. |

As the military offensive to dismantle Boko Haram terrorists activities and the camps in North East Nigeria continues, President Goodluck Jonathan has directed the release from Police, SSS and Military detention centers, of hundreds of persons held in connection with the insurgency. The action of the President which took many Nigerians and security agencies by surprise is however interpreted by presidency sources as the ‘Carrot and Stick’ policy by the Commander in Chief to bringing an end to the Boko Haram debacle. Vanguard gathered that the beneficiaries will cut across such states as Borno, Yobe, Adamawa, Bauchi, Kano, `Kaduna, Gombe and Niger, though the exact number was not revealed. The federal government however explained that the decision to order the release is sequel to the request of the Presidential Committee in Dialogue and Reconciliation set up to explore the possibility of amnesty for converted terrorists. The Joint Admissions and Matriculation Board (JAMB) has finally released the results of candidates whose results were initially withheld over non-biometric verification even as 91, 610 candidates will commence the Unified Tertiary Matriculation Examination, UTME. Computer based Test in the 7 various designated centres, CBT from Saturday. Registrar and Chief Executive of JAMB, Professor ‘Dibu Ojerinde, while announcing the release of the results of the paper-pencil test and dual-based test conducted a forthnight ago across the nation and two foreign centres, said the CBT will take place in the country and other countries namely Saudi Arabia, United Kingdom and South Africa. Ojerinde who had said over 80, 419 results of the candidates were withheld for various reasons, noted that out of this figure, results of 68,309 candidates from various centres were undergoing further screening to ascertain their culpability, while results of 12,110 candidates had been withheld for possible disciplinary action Saturday Vanguard was reliably informed that the results of candidates withheld over lack of biometric verification have been released. Some of the candidates, who could not be verified as the biometric could not show their finger print on the day of the examination were listed by the invigilators in the affected examination centres and forwarded to JAMB head-office, Abuja, for scrutiny. Saturday Vanguard also learnt that some other results of candidates were also withheld for further investigation of their innocence or otherwise over alleged examination malpractices, have been cleared and their results released while some other serious cases are still pending, as the Board said the exercise was a continuous process until final decision was taken on them. He said that the scheduled computer-based test will hold from May 18 till June 1 in over 70 centres. He advised candidates to reprint their e-Registration slips afresh to further ascertain their CBT centres. |

Lagos residents spend N1Bn monthly on merriment -Govt Tweet 62 May 17, 2013 | 1:51 am News By Olasunkanmi Akoni and Monsur Olowoopejo Lagos state government, yesterday, said that over N1 billion was spent monthly by residents on merriment and entertainment in the state. The state government however, said advocators for Local Government autonomy were insincere, saying “they were only pushing for it to score political points.” Commissioner for Local Government and Chieftaincy Affairs, Mr. Ademorin Kuye, made the remarks at the 2013 ministerial Press Briefing held in Alausa, Ikeja, to commemorate the sixth year anniversary of Governor Babatunde Fashola’s administration. Kuye said the statistics was a product of a recent research conducted by the State’s Ministry of Economic Planning and Budgeting, saying “this justified the reason why local Governments demand that anyone organising events in the state must pay the Merriment Tax .” According to him, “There is merriment tax in that constitution, its part of the rate Local Governments can collect. We have not fully utilised the benefit of the entertainment industry in this state”. “Over N1billion is spent monthly in Lagos state on entertainment and parties, we have the records to confirm this and this people, how many of them pay tax? The money goes into drinks, wine, food, aso-ebi and all of that and when they spend all of this money; they do not want to pay anything to the government”. General overseer of Divine Justice Church, Owerri, Imo State, Pastor Clement Ezeigbo, who is currently cooling his heels in the police Anti Kidnap Unit of the state police command, told the police: “I don’t know anything about kidnapping but I am the owner of the Indian hemp (Igbo) but the good thing is that I don’t smoke it but I use it to prepare my food. I enjoy eating food prepared with Indian hemp. ” “I don’t think there is anything wrong when you use Indian hemp to prepare your food; it gives inspiration and it makes one have sober reflection and that is why I recommend it to my Church members. I use to preach to my members against smoking it but I encourage them to cook their food with hemp. “Some of my members do prepare some delicacies with it, which they serve me. I love Indian hemp because after eating Indian hemp, it gives me inspiration, then when I mount the pulpit, you will notice the efficacy of hemp.” Explaining what brought him to the police, he told CrimeWatch that “on the fateful day, I was in my Church, praying when the police stormed the place, claiming they were looking for some kidnappers, who used to hide their victims near my Church. I told them that I was not aware of the hideouts of kidnappers. You see, it was while searching my Church that they saw the Indian hemp. Well, I did not deny ownership of the hemp, it belongs to me; I love it.” When he was confronted by Crime- Watch whether it was right for a man of God to indulge in using Indian hemp, he said: “Let any man show me where it was written in the bible that thou should not cook with Indian hemp.” The state Commissioner of Police, Mr. Mohammed Katsina, told CrimeWatch that some kidnappers were living beside the Church. As part of its efforts to reduce joblessness in the country, the Federal Roads Maintenance Agency, FERMA, said it would employ the services of 17,000 youths under the Subsidy Re-Investment Empowerment Programme, SURE-P who will ensure the continuous maintenance of Federal roads across the country. The youths, would be indigenes of the various communities located close to the 17,000 kilometers highway. The SURE-P Committee Convener on Public Works, Mrs Ngozi, Olojeme who led FERMA on an inspection tour fn road patches being carried out along Abuja-Keffi road, said the recruits would work in collaboration with FERMA engineers. The project is an adaptive scaling-up of current FERMA direct labour agency activities. It is aimed at creating mass employment opportunities through the implementation of a national Road Maintenance Public Works Programme. The programme also focuses on the provision of safe and motorable trunk roads across the economic zones of the country Her words: “4,556 youths have so far been employed out of the 10,000 previously targeted by the agency while we intend to engage the balance of 5,444 before the end of June this year. We will also employ another 17,000 youths. We want to involve indigenes along Federal roads as labourers. Those indigenes will be working on their own roads that affect their lives directly. The labourers should be the indigenes of the localities, while the leaders and heads of the team could come from anywhere a far as they are Nigerians”. Continuing, she said: “FERMA is doing a great job, as you can see from our inspection from Abuja down to Nasarawa State all the road patterns are working; people are working hard to reduce portholes to zero level. What necessitated this outing is that we have to be working everyday to achieve our mandate; our mandate is to make sure Nigerians enjoy good roads and that is what we are out to do. The governors made their position known in a statement. The Nigerian Governors Forum has rejected any planned declaration of a state of emergency in Borno, Yobe and other troubled states. The governors stated this in a statement by their Chairman, Rotimi Amaechi of Rivers, on Monday. They advised the federal government to reject any advice to make such a declaration in the troubled states. “These requests are being made by people who do not wish our country well and who are bent on plunging the country into a deeper crisis,” the governors said. Its exclusively gathered that the telecoms regulator is working on a regulation, which would make it mandatory for any licensee in the nation’s telecoms market to provide access to its communications facilities for necessary interception by the law enforcement agencies. To be called ‘Lawful interception of communications regulations”, the regulation, which is currently at the draft stage, is based on the need to provide a legal and regulatory framework for the lawful interception of communications in Nigeria and the collection and disclosure of intercepted communication. It will also specify the nature and types of communications to be intercepted; prescribe penalties for noncompliance with the regulations; provide a notification to the commission of all warrants issued, amended, renewed or cancelled under the regulations as well as ensure the privacy of subscribers as contained in the Nigerian constitution. It was gathered that Section 13 of the regulation Protected or Encrypted Communications will run counter to the technical operations of Blackberry. By their designs and unlike other mobile devices, Blackberry messages are encrypted and where criminal investigation is required, the law enforcement agents will face denial of access to Blackberry network. Specifically, Section 13 of the regulation empowers the National Security Adviser, NSA, and the State Security Service, SSS, to request the disclosure of protected or encrypted communications. According to the regulation: “Where the communications intercepted is an encrypted or protected communication, the licensee shall provide the National Security Adviser and the State Security Service with the key, code or access to the protected or encrypted communication. “Where the key or code is in the possession of another person, the licensee shall be under an obligation to request such other person to disclose the key or code to the National Security Adviser and the State Security Service for the purpose of complying with a warrant.” The regulation, under Section 20, also specifies the penalties for contravention. “If a licensee or any of its officers, manager, chief executive officer, secretary or other similar officers of the licensee required under this regulation fails to comply with the provision of this regulations, such licensee or its officers shall be liable to a fine of N5m. If such an offence is continuing, such a licensee or officer shall be liable to a daily default penalty of N500,000.” The regulation clearly states that the commission may revoke the licence of the licensee for failure to comply with the regulation. “The commission shall give a prior written notice to the licensee of such revocation, not less than 30 days to the withdrawal of the licensee.” Also, the commission may institute an action for non- compliance through injunction or specific performance or any or such other judicial means of enforcing a duty or obligation imposed on a licensee pursuant to the regulations. However, Blackberry messenger, email and web services are sent over an encrypted network and the company maintains a strict policy of non-disclosure of pass codes or keys to government officials. Last year, officials of Blackberry said the Blackberry users in Nigeria were about three million and these individuals face an uncertain future in case of possible revocation of Blackberry licence by the regulator, given its stern position not to release the key to its encrypted network to any government officials. The Indian government request for access to the Blackberry network was part of a broader effort by the country’s intelligence to monitor security threats made via mobile phones and the internet.
