It is not uncommon to see soldiers wrapping and smoking marijuana even at checkpoints. I feel bad for this lady though but in my humble opinion, the tides would have been changed if she simply had obeyed and supplicated herself before a deranged armed man. Well as ladies would have it, that 'I cannot be harassed physically by any man cos I'm A LADY' pep thought gave her so much confidence to stand her ground against a remorseless man in camou. She helde her own against him pretty well but the outcome won't always be favourable; bloated cheeks, wealed fresh laps, traumatic experience and overall an object of scorn and mockery by those she lashed out on A day before she ventured.

Very articulate Post though ignoring the few mistypes.

I don't know how to put this but conventionally, You (your family) haven't been pushed to the wall. There is always the right thickness of rod to smite an obstinate Brat. I don't know why you haven't gone to the barrack to get a few uniformed No-nonsense Army men to deal ruthlessly with him. Pleading with him (like your mum did or still do) is a way of placating him hence fueling his obstinacy. If he spends a month with those who can miraculously transform a Goat to a Sheep, then he will know how and when to comport himself like a Child that he will always be before his parent (your dad) and Guardian(your mum).

There is a huge fuss, A bank shouldn't load up its ATMs
with ill-notes. Why is the CBN there if banks can't get to reach them to swap deformed notes, instead of pushing them to the pub.
