NO fewer than 22 ghost primary schools and 24 head teachers have been discovered in the Chanchaga Local Government Area of Niger State. Investigations showed that between the ghost schools and head teachers, a whopping N76m was being lost monthly. The discovery of the ‘ghosts’ followed a staff audit ordered by the Chairman of the local government, Alhaji Inuwa Adamu Fuka. It was discovered that in addition to the ‘ghost’ schools and head teachers, some senior staff of the local government, who either had been transferred to the state’s Ministry for Local Government or were retired, still drew their salaries, at least, up to the end of April this year. Some of the ‘ghosts’ schools were located in Minna, the capital of the state. Investigation revealed the names of the schools as Kurmin Sarki Primary School (located in the low cost area of the state capital), Angwan Gaya Model Primary School, Awal Ibrahim Primary School, Bagudu Waziri Primary School, as well as Rabah Kede Primary School. Part of the shocking discovery, according to the investigation, is a level 5 staff of the local government that was drawing the salary of a level 15 officer. Also, an employee who withdrew his appointment to join the Federal Government parastatal still had his name on the pay roll and was collecting his salary monthly until April. According to the findings, the Chairman of the local government, Alhaji Adamu Fuka, had directed that all the ‘ghost’ schools and head teachers’ salaries should be stopped, until the audit team had completed its assignment and submitted a report to the council. In addition, it was gathered that Fuka had asked that those involved in the scam should be identified and their names submitted to his office. “You are to identify and submit the names of scheduled officers responsible for the payment as from January 2010 to April 2016,” he said. When contacted, Fuka neither denied not confirm the story. He however said, “I have heard what you are talking about. Wait for a report to be submitted to me to enable me say something on the issue.” Governor Abubakar Sani Bello had recently directed all local government chairmen in the state to carry out a staff audit to identify genuine workers. The bill proposing to lower the eligible age for presidential candidates and those interested to run for public offices in Nigeria passed second reading in the House of Representatives on Wednesday. If passed into a law it will lower age of candidacy requirements for the office of the president from 40 to 30 years, and will also allow the 30-year-olds to run for the office of a governor and for election to the Senate. Besides, it will reduce the age qualifications to contest for the House of Representatives and State Houses of Assembly to 25 years. The sponsor of the bill is Tony Chinedu Nwulu who represents Oshodi-Isolo 11 Federal Constituency of Lagos state, on platform of Peoples Democratic Party (PDP). The lawmaker believes that the intiative will attract more youths in politics and governance, he stressed that electing young candidates into public offices is an important aspect of democratic practices. Explaining his position he gave an example of other countries where age of candidacy requirements were reduced. He said: “Countries like the United Kingdom parliament decided in 2006 to lower their age of candidacy from 21 to 18, which had existed since the Parliamentary Elections Act 1695. An age candidacy of 25 would encourage greater youth participation in politics.” Mr Nwulu is convinced that the bill is a demonstration of the growing desire and demand of youths to participate in the country governance. He added: “This desire itself could be viewed as a sufficient warrant for young people to participate, demonstrate a willingness to engage and fulfill the burdens of office.” The bill also promotes the independence of candidacy into the country’s electoral process. There was confusion in some parts of Kakuri, in Kaduna South Local Government Area, when a 41-year-old carpenter, Mr. Francis Emmanuel Francis, almost lost his right eye on Tuesday following an attack on him by Muslim youths for not observing the Ramadan fast. This is coming barely a week after a 74-year-old, Mrs Bridget Agbahime, was murdered in Kano for allegedly blaspheming Prophet Mohammed. An eyewitness account had it that the carpenter courted trouble for himself when he was spotted by some Muslim boys in the Sokoto Road area of Kakuri, at about 2.30pm, eating when others were supposed to be observing the fast. This drew the ire of the youth who started beating him. Emmanuel, according to the eyewitness, was given the beating of his life and subsequently rushed to the St. Gerard Catholic Hospital, where he is currently receiving medical treatment. He was inflicted with deep machete cuts on his head and other parts of his body during the incident. Narrating his ordeal to journalists from his hospital bed, Emmanuel said he was taking his lunch when the boys, numbering about six, descended on him on the grounds that he was not fasting. He said, “I went to buy wood to do some work. When I came back, I bought food to eat. As I was eating, about six Hausa boys came and asked me whether I was a Muslim or a Christian. I did not answer them. They asked me why I was not fasting. I told them that I am not a Muslim. “Before I know it, one of them slapped me. As I stood up, the rest came and surrounded me and started attacking me with knives. I didn’t know them. Nobody could come to my aid because of the type of dangerous knives they were carrying. “They used cutlasses, scissors and knives. The pastor of an evangelical church in Essex has been fined for holding 'unbearably loud' services in the middle of the night. Akinseye Iyun, head of the Celestial Church of Christ in Grays, Essex, led services involving amplified music, drumming and chanting as often as four times a week, frequently finishing as late as 4am. And he ignored complaints from neighbours, claiming that the building had been sound-proofed. "It's not really reasonable the amount of noise they're making – you don't hear that from any other church," one local told the Thurrock Gazette. "When it's going full blast, I can hear every word the preacher is saying. They're not really taking care of the residents at all." However, after months of broken nights for locals, Iyun has finally been prosecuted at Basildon magistrates' court, where he was found guilty of breaching a noise abatement notice. He's been ordered to pay £1,241.50 in fines and costs. Mr Iyun, 38, has apologised for causing a disturbance, saying it wasn't intentional. He has scrapped the late-night programme, so that services will now run from 7pm to 8pm on Wednesdays and Fridays, and to 9pm on one Thursday a month. And he's been warned that if, despite this, the noise continues to be unreasonable, his PA equipment will be seized. Evangelical churches frequently cause problems with their neighbours, thanks to their often highly enthusiastic services. Earlier this year, Kingdom Church in Camberwell was fined £8,000 for holding weekly 'healing and miracle' services in the early hours of the morning. And the church insisted that these middle-of-the-night services were necessary because 'It is a well-known time that witchcraft and negative elements begin to work in the early hours of the morning'. But more traditional churches can infuriate their neighbours too. Most commonly, it's a case of objections to church bells - but not always. Last year, for example, the 13th century St James the Great Church in Thorley, Hertfordshire, was accused of making residents' lives 'hell' for using barns on the site to host parties. "We don't want to upset the church, but we don't want drunken wedding guests wandering around shouting outside our houses," one resident complained. The Kogi state governorship election petitions tribunal has ruled that Hon. James Faleke has no locus stand to file any petition against the election of Yahaya Bello as Governor of Kogi state. The Tribunal, therefore, dismissed Faleke’s petition against Bello. Faleke, the running mate of the initial candidate of the All Progressives Congress, Alhaji Abubakar Audu, had gone to the Tribunal seeking his declaration as the valid candidate of the party for the election and his declaration as Governor. Faleke said with the death of Audu on the day the results of the initial election was being announced, he should have stepped into the shoes of Audu.
